Upon his retirement from active service as a Justice of the Supreme Court of Virginia in 2011, Justice Koontz had completed more than four decades of service to citizens of the Commonwealth of Virginia. In order to recognize that service and help preserve Justice Koontz's legacy as one of the outstanding jurists in Virginia and the United States, the Salem/Roanoke County Bar Association instituted this project to collect all of Justice Koontz's published opinions, both from his tenure as a Justice of the Supreme Court and as an inaugural member of the Court of Appeals of Virginia. The second volume to be produced by the Opinions Project includes opinions, concurrences and dissents authored by Justice Koontz during the majority of his second four-year term as Chief Judge of the Court of Appeals. This volume includes the opinions addressing the contempt citations brought against the United Mine Workers during the 1989-1990 Pittston Coal Strike.

Throughout the nineteenth and early twentieth centuries the colonial administrations in British East-Central African colonies considered inter-racial sexual liaisons to be a serious and recurrent "problem". Consequently, inter-racial sexual liaisons (concubinage and marriage) and the mixed race progeny that resulted from these liaisons led to protracted discussions and enactment of policies which addressed questions about concubinage, marriage, racial identity, sexual morality, and the status of persons of mixed race in British East-Central Africa. Using archival sources and secondary literature, the author highlights how colonial inter-racial intimate encounters became intertwined with conceptions of ‘race’ and what it meant to be European, African ("native") and racially mixed. Intended for students and scholars interested in the study of ‘race’ and sexuality in colonial Africa, the book will provide an understanding of why inter-racial liaisons despite of rigid racial barriers were not easy to legislate against.

A defining feature of nineteenth-century Britain was its fascination with statistics. The processes that made Victorian society, including the growth of population, the development of industry and commerce, and the increasing competence of the state, generated profuse numerical data. This is a study of how such data influenced every aspect of Victorian culture and thought, from the methods of natural science and the struggle against disease, to the development of social administration and the arguments and conflicts between social classes. Numbers were collected in the 1830s by newly-created statistical societies in response to this 'data revolution'. They became a regular aspect of governmental procedure thereafter, and inspired new ways of interrogating both the natural and social worlds. William Farr used them to study cholera; Florence Nightingale deployed them in campaigns for sanitary improvement; Charles Babbage was inspired to design and build his famous calculating engines to process them. The mid-Victorians employed statistics consistently to make the case for liberal reform. In later decades, however, the emergence of the academic discipline of mathematical statistics - statistics as we use them today - became associated with eugenics and a contrary social philosophy. Where earlier statisticians emphasised the unity of mankind, some later practitioners, following Francis Galton, studied variation and difference within and between groups.
