Ferdinand de Saussure’s Course in General Linguistics is one of the most influential texts of the 20th-century – an astonishing feat for what is, at heart, a series of deeply technical lectures about the structure of human languages. What the Course’s vast influence shows, fundamentally, is the power of good interpretative skills. The interpretative tasks of laying down and clarifying definitions are often vital to providing the logical framework for all kinds of critical thinking – whether it be solving problems in business, or esoteric academic research. At the time sat which Saussure gave his lectures, linguistics was a scattered and inconsistent field, without a unified method or rigorous approach. He aimed to change that by setting down and clarifying definitions and distinctions that would provide a coherent methodological framework for the study of language. The terms laid down in the Course did exactly that – and they still make up the core of linguistic terminology a full century later. More than this, however, Saussure also highlighted the centrality of linguistic interpretation to understanding how we relate to the world, founding “semiotics”, or the study of signs – a field whose influence on academics across the humanities and social sciences is unparalleled.

This book provides a systematic analysis of the major structural and institutional governance mechanisms in Cameroon, critically analysing the constitutional and legislative texts on Cameroon’s semi-presidential system, the electoral system, the legislature, the judiciary, the Constitutional Council and the National Commission on Human Rights and Freedoms. The author offers an assessment of the practical application of the laws regulating constitutional institutions and how they impact on governance. To lay the groundwork for the analysis, the book examines the historical, constitutional and political context of governance in Cameroon, from independence and reunification in 1960–1961, through the adoption of the 1996 Constitution, to more recent events including the current Anglophone crisis. Offering novel insights on new institutions such as the Senate and the Constitutional Council and their contribution to the democratic advancement of Cameroon, the book also provides the first critical assessment of the legislative provisions carving out a special autonomy status for the two Anglophone regions of Cameroon and considers how far these provisions go to resolve the Anglophone Problem. In this book, Ann Laura Stoler navigates the shadows and shatterzones of democratic policies, considering how imperial features are folded through (il)liberal orders, where racial inequities thicken in the borderlands of interior frontiers. Sometimes those frontiers, or the lines that define the contours of belonging and not belonging, are porous--often fixed and firm. For those on the wrong side of the fabulated division between inside and out, entry requirements can be opaque, neither verbal nor visible. Illegibilities are secured in code. The sites of inequity are disparate, the sensibilities that produce and sustain those inequities are as well. Borrowing Ralph Ellison's phrase, Stoler exposes unexpected sites and scenes that register the lower frequencies of denigration. Seemingly benign sites are laid bare as toxic, as in her essay eviscerating the warped criteria assigned to taste and who can have it, and in her study of the seared lives that longing, envy, and humiliation inscribe. In so doing, she hews close to the soft violences of sentiments that ascribe, distribute, and assess human kinds. But the project of these essays turns as much to those who reject those violences, who distil refusal in poetic rage--the phrase Stoler invokes to describe the anti-colonial avant-garde. Stoler casts this aesthetic of dissent through a surge of multi-media archiving ventures among Palestinians bent on creating and conjuring landscapes beyond Israeli violences-for the future and today. Stoler hugs close to the dark corridors where racial inequalities thrive. These inequities may be blatant but unnoticed, others are neither muted nor unseen. Each essay iterates a (sub)metric of inequality as a fictive measure of human worth. With an optic, ever bold and subtle, she turns the reader to the social ecologies and racial logics targeting the body and the senses. These are hazardous zones for the instruments and infrastructures in which (il)liberalisms invest. Increasingly unsettled and challenged by a more radically just demos, these sites of contest may be the emergent political scenes of racial sovereignty's unmaking and where the weapons of that unmaking are readied, and stored.
