Gen. Larry O. Spencer, USAF (Ret.), was born and raised on the Horseshoe--a tough inner-city street in southeast Washington D.C. Both parents lived in the rural south under Jim Crow and "separate but equal" laws. Spencer's father was a career Army soldier who lost his left hand during the Korean War, suffered from post-traumatic stress disorder, and worked two jobs. His mother completed tenth grade, had no driver's license, and was left alone during the week to raise their six children. The Horseshoe was a hard neighborhood where fights were common, and the school systems were second-rate. The expectations of living in an all-Black neighborhood were to be good at sports while shunning academic prowess. Spencer met those expectations: he struggled in school, but teachers who did not want to see him repeat their class would pass him to the next grade. That environment resulted in poor self-esteem and a bleak outlook for the future. Quite by chance, Spencer enlisted in the U.S. Air Force where he continued to struggle with the racial turmoil of the 1970s. A senior non-commissioned officer saw promise in Spencer and guided him to obtain a college degree and apply for Officer Training School where he excelled. As a very young first lieutenant, he was assigned to a tough job in the Pentagon, but Spencer earned an early reputation as a fast burner. In 1990 he took command of a squadron that won accolades and awards for their performance during Operation Desert Shield/Storm. Spencer went on to serve at the White House, and then successfully commanded a Group and a Wing before being assigned as the chief financial officer (comptroller) for Air Combat Command, the largest command in the Air Force. During that assignment, Spencer was promoted to brigadier general and was tasked to set up a new Directorate at Air Force Materiel Command. Spencer later returned to the Pentagon where he led Air Force Budget. He ultimately became the Air Force's thirty-seventh vice chief of staff, making him one of only nine African Americans promoted to four stars. Spencer concludes his historic climb with life lessons learned on his journey from the inner city to the Pentagon.

What role should the police have in an industrial dispute? How were they led into a partisan role in assisting the defeat of the 1984-5 miners' strike? Widespread concern over police road-blocks, allegations of police and picket violence, and the huge numbers of police used to maintain order and access to work led the National Council for Civil Liberties to set up an inquiry into the policing. The Inquiry Panel produced an interim report – but the NCCL disowned it, because of its acknowledgement of the rights of working miners as well as striking ones. The members of the Panel – who included former Chief Constable John Alderson and NCCL General Secretary Larry Gostin – then resigned, but continued work as a group of private individuals. Originally published in 1988, this book is their final report. The report describes the policing of the strike in detail from a range of published, unpublished, and eyewitness sources. The strike is set in the context of developments in law and policing before and since. The authors are able to provide a unique and authoritative perspective, analysing both the events of 1984-5 and the longer-term trends and problems, based on a clear recognition of the basic issues and conflicts of civil liberties involved. In their conclusions and recommendations the authors present an informed view of the use of the police during the strike, the breakdown of the system of police accountability, and the policies developed since the strike. Their findings point to the need for a Bill of Rights to cover civil liberties during industrial conflict, and the need for a new picketing Code of Practice. The Police, Public Order, and Civil Liberties will be essential reading for all concerned with the police, industrial relations, and the political and constitutional system. It will also be of value to all who need a clear and unbiased view of one of the key events in British post-war history.

The evolution of Shakespeare's comedy, in Larry Champion's view, is apparent in the expansion of his comic vision to include a complete reflection of human life while maintaining a comic detachment for the audience. Like the other popular dramatists of Elizabethan England, Shakespeare used the diverse comic motifs and devices which time and custom had proved effective. He went further, however, and created progressively deeper levels of characterization and plot interaction, thereby forming characters who were not merely devices subordinated to the needs of the plot. Shakespeare's development as a comic playwright, suggests Champion, was "consistently in the direction of complexity or depth of characterization." His earliest works, like those of his contemporaries, are essentially situation comedies: the humor arises from action rather than character. There is no significant development of the main characters; instead, they are manipulated into situations which are humorous as a result, for example, of mistaken identity or slapstick confusion. The ensuing phase of Shakespeare's comedy sets forth plots in which the emphasis is on identity rather than physical action, a revelation of character which occurs in one of two forms: either a hypocrite is exposed for what he actually is or a character who has assumed an unnatural or abnormal pose is forced to realize and admit the ridiculousness of his position. In the final comedies involving sin and sacrificial forgiveness, however, character development is concerned with a "transformation of values." Although each of the comedies is discussed, Champion concentrates on nine, dividing them according to the complexity of characterization. He pursues as well the playwright's efforts to achieve for the spectator the detached stance so vital to comedy. Shakespeare obtained this perspective, Champion observes, through experimentation with the use of material mirroring the main action--mockery, parody, or caricature--and through the use of a "comic pointer" who is himself involved in the action but is sufficiently independent of the other characters to provide the audience with an omniscient view.

As their caring for each other grew to mutual love, court rulings and a surprise confession of guilt freed up the couple to plan marriage and the serving of the people on the Horse Creek Reservation. Then, tragedy struck. The lawyer who obtained a reversal of the sham rape conviction against the innocent Charlie and helped fight the murder charge when hanging around Charlie Red Tail’s neck, was himself a victim of the prejudice and hate of some in Indian Mound County who again took their sense of justice into their own hands. The young couple vowed to be as strong as their love and pursue dreams of better life than the past had been for each of them and those who stood by their sides during the hardships suffered.
