The historical underpinnings are often emphasized with the heavily labored view that in order to understand where one is going, it is important to understand where one has been. To be sure, historical roots of behavior therapy are important to document. However, a given history might have many different outcomes. Similarly, the current status of par ticular areas is frequently reviewed. Sometimes the number of reviews seems to approach or exceed the number of sound studies that there are to be reviewed. A review of current work is obviously essential but leaves open major questions of where the work will all lead. A valuable addition to ex isting reviews would be information that points in a prescriptive or explicit way to areas that are likely to be important in future work. The present book is unique in its approach and focus. Brief reviews of contemporary advances are provided in diverse areas of behavior therapy and serve as a point of departure to chart emerging trends and future direc tions.

Exaggeration has been a constant theme in the history of public policy on drugs, usually playing on public fear to demonize specific drugs and users. Some drugs are more dangerous than others. The variations in effects impact enforcement, prevention, and treatment. If we are going to criminalize drugs and drug usage, policies and penalties should be based on the relative dangerousness of a drug or class of drugs. Policies can reduce harm, create harm, or both. Our current drug policies attempt to reduce harm through law enforcement. We arrest anyone involved in drug activities under the premise of protecting society. These same policies, however, result in the incarceration of large numbers of people; they are expensive; they overburden the criminal justice system; and they have lasting consequences for those caught up in the drug war no matter how minor their offenses. Drug policies should be weighed carefully, implementing those that result in the least amount of harm to society. The editors have collected timely articles that provide perspective and a foundation for an informed approach to addressing problems associated with drug use.

Beginning in the late 1980's there was significant research toward better modeling and characterization of the resistance, capacitance and ultimately the inductance of on-chip interconnect. IC Interconnect Analysis covers the state-of-the-art methods for modeling and analyzing IC interconnect based on the past fifteen years of research. This is done at a level suitable for most practitioners who work in the semiconductor and electronic design automation fields, but also includes significant depth for the research professionals who will ultimately extend this work into other areas and applications. Barnett argues that this perspective applies only to law in sovereign, democratic nations that are economically advanced and socially complex. This book evaluates the global status and prospects of democracy, with an emphasis on the quality of democratic institutions and the effectiveness of governance as key conditions for stable democracy. Bringing together a wide range of the author’s work over the past three decades, it advances a framework for assessing the quality of democracy and it analyzes alternative measures of democracy. Drawing on the most recent data from Freedom House, it assesses the global state of democracy and freedom, as of the beginning of 2015, and it explains why the world has been experiencing a mild but now deepening recession of democracy and freedom since 2005. A major theme of the book across the three decades of the author’s work is the relationship between democratic quality and stability. Democracies break down, Diamond argues, not so much because of economic factors but because of corrupt, inept governance that violates individual rights and the rule of law. The best way to secure democracy is to ensure that democracy is accountable, transparent, genuinely competitive, respectful of individual rights, inclusive of diverse forms and sources of participation, and responsive to the needs and aspirations of ordinary citizens. Viable democracy requires not only a state that can mobilize power to achieve collective goals, but also one that can restrain and punish the abuse of power—a particularly steep challenge for poor countries and those with natural resource wealth. The book examines these themes both in broad comparative perspective and with a deeper analysis of historical trends and future prospects in Africa and Asia,. Concluding with lessons for sustaining and reforming policies to promote democracy internationally, this book is essential reading for students and scholars interested in democracy, as well as politics and international relations more generally.
