They went in as confident young warriors. They came out as battle-scarred veterans, POW camp survivors . . . or worse. The Army Air Corps’ 27th Bombardment Group arrived in the Philippines in November 1941 with 1,209 men; one year later, only 20 returned to the United States. The Japanese attacked the Philippines on the same morning as Pearl Harbor and invaded soon after. Allied air routes back to the Philippines were soon cut, forcing pilots to fight their air war from bases in Java, Australia, and New Guinea. The men on Bataan were eventually taken prisoner and forced into the infamous Death March. The 27th and other such units were pivotal in delaying the Japanese timetable for conquest. If not for these units, some have suggested, the Allied offensive in the Pacific might have started in Hawaii or even California instead of New Guinea and the surrounding islands. Based largely on primary materials, including a fifty-nine-page report written by the surviving unit members in September 1942, Operation PLUM (from the code name for the U.S. Army in the Philippines) gives an account of the 27th Bombardment Group and, through it, the opening months of the Pacific theater. Military historians and readers interested in World War II will appreciate the rich perspective presented in Operation PLUM

As society struggles to cope with the many repercussions of assisted life and death, the evening news is filled with stories of legal battles over frozen embryos and the possible prosecution of doctors for their patients' suicide. Using an institutional approach as an alternative to the prevailing rights based analysis of problems in law and medicine, this study explains why society should resist the tendency to look to science and law for a resolution of intimate matters, such as how our children are born and how we die. Palmer's institutional approach demonstrates that legislative analysis is often more important than judicial analysis when it comes to issues raised by new reproductive technologies and physician-assisted suicide. A reliance on individual rights alone for answers to the complex ethical questions that result from society's faith in scientific progress and science's close alliance with medicine will be insufficient and ill-advised. Palmer predicts that the key role of the family as a societal institution will mean that questions of assisted reproduction will be resolved more in response to market forces than through legal intervention. However, he does support a strong role for legislatures in decisions involving the physicians' role in our deaths. These findings are based on the differing views of the Supreme Court justices in these matters: a tendency to protect family formation from state interference (as in abortion decisions), but support of a legislative obligation to control medicine (assisted suicide). According to Palmer, recent Supreme Court decisions on physician assisted suicide usher in a new era in how legal institutions will resolve biomedical dilemmas.

The third city features a dramatically revitalized urban core, a shifting population mix that includes new immigrant streams, and a growing number of middle-class professionals working in new economy sectors. It is also a city utterly transformed by the top-to-bottom reconstruction of public housing developments and the ambitious provision of public works like Millennium Park. It is, according to Bennett, a work in progress spearheaded by Richard M. Daley, a self-consciously innovative mayor whose strategy of neighborhood revitalization and urban renewal is a prototype of city governance for the twenty-first century. The Third City ultimately contends that to understand Chicago under Daley’s charge is to understand what metropolitan life across North America may well look like in the coming decades.

What really separates emancipatory thinking from its opposite? The prevailing Left defines itself against neoliberalism, conservative traditionalism, and fascism as a matter of course. The philosophical differences, however, may be more apparent than real. The Right-Wing Mirror of Critical Theory argues that dominant trends in critical and radical theory inadvertently reproduce the cardinal tenets of the twentieth century’s most influential right-wing philosophers. It finds the rejection of foundationalism, rationalism, economic planning, and vanguardism mirrored in the work of Schmitt, Oakeshott, Hayek, and Strauss. If it is to be more than merely an inverted image of the Right, critical theory must reevaluate its relationship to what Julius Nyerere once called “deliberate design” in politics. In the era of anthropogenic climate change, a substantial—not merely nominal—departure from right-wing talking points is all the more necessary and momentous.
