Reexamining the implicit and explicit assumptions concerning inquiry as to the nature of the human organism, it takes as its major thesis the idea that the epistemologies utilized by social psychologists -- encompassing behavioral, intentional, and historical analyses -- are complementary rather than contradictory. After examining key figures in the history of Western epistemology, such as Descartes, Vico, Hume, and Kant, contemporary issues such as the nature of causation, intentions, behavior, rhetoric, and hermeneutics are discussed. A major thesis is that the epistemologies utilized by social scientists encompassing behavioral, cognitive, and historical analyses are complimentary rather than contradictory. In order to demonstrate this, the historical underpinnings of social psychological epistemologies and an argument for the complimentarity of major social psychological theoretical approaches are developed. Most importantly, some of the possibilities for building explanation of social phenomena, which are alternatives to existing forms of explanation, are discussed.

Numerous states have passed gender integration legislation permanently admitting women into their military forces. As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military. There are two defining moments in St. Louis political history: the 1876 divorce of the city from its county and the 1914 charter adoption. The institutions created at these times produced a factional and fragmented city government, thoroughly grounded in machine politics. Stein examines major themes in urban politics over the last century: race, redevelopment, suburbanization, and leadership. St. Louis mayors must deal with the comptroller and the president of the board of aldermen plus twenty-eight aldermen elected from wards. State law says the city must also have eight county offices--offices that perform county functions for the city. Power is difficult to amass in this factional and fragmented universe. In St. Louis politics, consensus building and alliances can prove to be more important than election-night victory. St. Louis's political culture stems from the city's fragmented nature. Its philosophy is often: "you go along to get along" or "go home from the dance with the guy that brung you." Individual friendships are of great importance. Within this environment, class and racial cleavages also affect political decision making. Although St. Louis elected its first African American official in 1918, genuine political incorporation has been long in coming. Several decades ago, issues of class and race prevented St. Louis from adopting a new charter, with more streamlined public offices. Today, some St. Louisans cry out for home rule and governmental reform. Stein's work helps to demonstrate that institutions structure political behavior and outcomes. Changing institutions can make a difference, after political culture adapts to the new playing field.
