Decentralization as a method for tackling regional disparities has been implemented in countries throughout the world in the last two decades. Some scholars have noticed that decentralization is a multi-dimensional concept. However, there is still no consensus about the dimensions’ selection. In this book, based on the measurable and comparable principles, the relationships between three dimensions of fiscal, administrative and welfare decentralization are considered, and the evolution of regional inequalities in OECD countries and in China are explored. Economic data of 26 OECD countries (17 relatively rich countries, and 9 relatively poor ones) during the period from 1996 to 2009 was used to formulate regression models. It was found that fiscal decentralization, especially the decentralizing of tax authorities in relatively backward countries, has been associated with a significant rise in regional disparities. Moreover, according to the statistical results for the countries in the sample, welfare centralization and suitable local government size can lead to a reduction in regional disparities. In the case of China, data analysis and institutional one were paired in order to assess the dynamic relationships between decentralization and regional disparities (from the three dimensions mentioned above). An unstable, nonstandard and asymmetrical fiscal decentralization system directly results in regional disparities, which can be strengthened by a highly decentralized public service delivery system. In addition, rigid government size, segmented government structures and ‘yardstick’ competition mechanisms (used for creating competition among local governments) hinder coordination and cooperation in and among regions, and further exacerbate regional disparities.

The book helps K-12 teachers and educators understand that Chinese students also come from different family backgrounds and have different previous schooling experiences. This will help teachers and educators better working with Chinese and all ELLs who adapt the new school environment. This book is reader-friendly and carefully crafted with six chapters. Based on the water footprint (WF) concept, this book reviews WF-based water stress evaluation methods at the city, provincial and river basin levels respectively. In addition, it explores the factors that influence regional water footprint in the spatial sequence via the extended STIRPAT model. Li Po (701-762) is considered one of the greatest poets to live during the Tang dynasty—what was considered to be the golden age for Chinese poetry. He was also the first Chinese poet to become well known in the West, and he greatly influenced many American poets during the twentieth century. Calling himself the "God of Wine" and known to his patrons as a "fallen immortal," Li Po wrote with eloquence, vividness, and often playfulness, as he extols the joys of nature, wine, and the life of a wandering recluse. Li Po had a strong social conscience, and he struggled against the hard times of his age. He was inspired by the newly blossoming Zen Buddhism and merged it with the Taoism that he had studied all his life. Though Li Po's love of wine is legendary, the translator, J. P. Seaton, includes poems on a wide range of topics—friendship and love, political criticism, poems written to curry patronage, poems of the spirit—to offer a new interpretation of this giant of Chinese poetry. Seaton offers us a poet who learned hard lessons from a life lived hard and offered his readers these lessons as vivid, lively poetry—as relevant today as it was during the Tang dynasty.
