Interest in access to finance and awareness of its importance have increased significantly since the early 2000s. Growing evidence suggests that lack of access to credit prevents many households and firms from financing high-return investment projects, which has an adverse effect on growth and poverty alleviation. Despite the increasing awareness of the importance of access to finance among both researchers and policymakers, there are still some major gaps in our understanding of the main drivers of access, as well as about the impact of different policies in this area. This book aims to fill some of these gaps by discussing recent innovative experiences in broadening access to credit in Latin America. These experiences are consistent with an emerging new view that, while recognizing the central role of the public sector in improving the contractual and informational environment for financial markets, also contends that there might be room for well-designed, restricted interventions in collaboration with the private sector to foster the development of financial markets and broaden access to them. In particular, the book analyzes, among other things, some interesting experiences from Brazil, Chile, Colombia, and Mexico that use different instruments to broaden access to credit in a sustainable way, such as structured finance, factoring, credit guarantees, and correspondent banking. Most of these experiences have led to financial innovation by developing new financial products and coordinating different players in the financial and real sectors to overcome barriers to access to credit. The book provides a first systematic analysis of these innovative experiences, including an analytical framework to understand problems of access to finance and a discussion of the effects and optimal design of public interventions. Finally, the book discusses some open policy questions about the role of the private and public sectors (including state†?owned banks) in broadening access to finance in a sustainable and market-friendly manner.

Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations—rather than directly to candidates—because these organizations tend to be less ideological than the activists who now provide the lion’s share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of “purist” donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

There are strong vested interests in the commercial world who would prefer to overlook any therapeutic value of dietary modification for selected in dividuals, and others who see great merit in a particular diet. The pharmaceutical in dustry has a vested interest in the cholesterol story as well. The individual doctor needs to decide for himself whether the cholesterol issue requires action or not, and for this he needs access to up to date and relevant data. This is one of the purposes of this book. The use of lipid-lowering therapy is usually quite a straightforward exercise for any medical practitioner, once the decision has been taken to initiate it.

The knowledge that we are gaining in our attempt to understand the biology of HIV-1 and the immuno logical response to this virus should not only help us control the spread of this virus, but should also help us to better understand other viral infections. Let us hope that during the 1990's we can learn how to control HIV-1 infections so that by the end of the decade, no more human lives succumb to an infection with this virus. This book is the first legal treatment of tied aid and examines in detail the compatibility of tied aid with EU and WTO law. The workings of the aid projects and aid procurement systems of donor countries granting bilateral aid are fully examined through case studies from the UK, Italy, the EU and the US. Tied aid refers to aid granted to developing countries on condition that goods and services for the aid-financed projects are purchased from the donor country only. The recipient country, in order to receive the grant or the loan, has no other choice but to fulfil the condition imposed by the donor. Economists have shown that tying aid undermines the effectiveness of aid. It leads to higher costs paid for the goods and services purchased and the distortion of the nature of the aid. Further, tying frustrates the potential of aid to foster trade between developing countries - in many of these countries public bodies and, in particular, aid-financed projects are major potential outlets for trade between neighbouring states. The importance of tied aid has been pointed out in economic literature but there is surprisingly little written on the legal aspects of tied aid practices and this book seeks to fill this major gap in the literature. The book is of interest to academics in the field of EU and WTO law, NGOs and practitioners working both in the field of public procurement and development policies.

Around twenty years ago, with the digitisation of almost every facet of life, most businesses started including their own review system, so that their products could be rated and reviewed. This was the first wave of online reviews, called online consumer reviews (OCRs). The emergence of the smartphone and the proliferation of social media in the 2010s, however, resulted in a new ecosystem in which peers could share their assets, review other peers and be reviewed. This is the second wave of online reviews, or the emergence of online peer reviews (OPRs). This book explores the three differentiating discursive practices found in BlaBlaCar in Spanish and in English (emotive, relational and metacommunicative) as representative of this new wave. It demonstrates that OPRs have characteristics of their own, and proposes a new definition that captures the latest developments in online reviews in the context of peer collaboration.

By most accounts, rural Malawi has lacked dynamism in the past decade. Growth has been mostly volatile, in large part due to unstable macroeconomic fundamentals evidenced by high inflation, fiscal deficits, and interest rates. When rapid economic growth has materialized, the gains have not always reached the poorest. Poverty remains high and the rural poor face significant challenges in consistently securing enough food. Several factors contribute to stubbornly high rural poverty. They include a low-productivity and non-diversified agriculture, macroeconomic and recurrent climatic shocks, limited non-farm opportunities and low returns to such activities, especially for the poor, and poor performance from some of the prominent safety net programs. The Report proposes complementary policy actions that offer a possible path for a more dynamic and prosperous rural economy. The key pillars of this comprise macroeconomic stability, increased productivity in agriculture, faster urbanization, better functioning safety nets, and more inclusive financial markets. Some recommendations call for a reorientation of existing programs such as the Malawi Farm Input Subsidy Program (FISP) and the Malawi Social Action Fund Public Works Program (MASAF-PWP). Others identify promising new areas of intervention, such as the introduction of digital IDs and biometric technologies to enhance the reach of mobile banking and deepen financial inclusion. Finally, and importantly, the report recommends the scaling up of investments on girls’ secondary education to curb early child marriage and early child bearing among adolescents. This will empower women at home and work and bend the trajectory of fertility rates in rural areas in order to boost human development and reduce poverty.
