The agricultural communities (communidades agr icolas) of Chile's Norte Chico are dynamic systems of indivisible communal land, inherited use rights, democratic decision-making, and diverse economic strategies closely linked to changing environmental conditions. In this semi-arid region where drought is chronic and poverty is widespread, families reproduce their livelihood and comunero culture through a variety of integrated economic, subsistence, and social practices. Based on fieldwork spanning years of extreme climate changes, this vividly detailed ethnography of daily life in a peasant community explores the full range of income-generating and resource management strategies and forms of cooperative mutual assistance that are available to these households. One family's story is highlighted to illustrate the extraordinary resiliency of these communities despite the harsh ecological and, at times, social and political environments in which they are situated. The book places these descriptions within the political economy of development in Chile's current transition to democracy. While the state is more attentive to rural poverty in the post-dictatorship era, some programs and policies informed by a discourse of modernization and standardization limit these traditionally flexible livelihood options.

Monarchs throughout the ages have commissioned official histories that cast their reigns in a favorable light for future generations. These accounts, sanctioned and supported by the ruling government, often gloss over the more controversial aspects of a king's or queen’s time on the throne. Instead, they present highly selective and positive readings of a monarch’s contribution to national identity and global affairs. In Clio and the Crown, Richard L. Kagan examines the official histories of Spanish monarchs from medieval times to the middle of the 18th century. He expertly guides readers through the different kinds of official histories commissioned: those whose primary focus was the monarch; those that centered on the Spanish kingdom as a whole; and those that celebrated Spain’s conquest of the New World. In doing so, Kagan also documents the life and work of individual court chroniclers, examines changes in the practice of official history, and highlights the political machinations that influenced the redaction of such histories. Just as world leaders today rely on fast-talking press officers to explain their sometimes questionable actions to the public, so too did the kings and queens of medieval and early modern Spain. Monarchs often went to great lengths to exert complete control over the official history of their reign, physically intimidating historians, destroying and seizing manuscripts and books, rewriting past histories, and restricting history writing to authorized persons. Still, the larger practice of history writing—as conducted by nonroyalist historians, various scholars and writers, and even church historians—provided a corrective to official histories. Kagan concludes that despite its blemishes, the writing of official histories contributed, however imperfectly, to the practice of historiography itself.

In this edited volume, Andean wak'as—idols, statues, sacred places, images, and oratories—play a central role in understanding Andean social philosophies, cosmologies, materialities, temporalities, and constructions of personhood. In their capacity as nonhuman persons, they shared familial relations with members of the community, for instance, young women were wed to local wak'as made of stone and wak'as had sons and daughters who were identified as the mummified remains of the community's revered ancestors. Integrating linguistic, ethnohistoric, ethnographic, and archaeological data, The Archaeology of Wak'as advances our understanding of the nature and culture of wak'as and contributes to the larger theoretical discussions on the meaning and role of–"the sacred” in ancient contexts.

This book examines an eighteenth century Spanish state finance based on voluntary donations rather than taxes. The author analyzes the "gifts" (donativos) that residents of colonial Argentina gave to the Spanish Crown and the city council of Buenos Aires.
On June 4, 1923, the Bolivian military turned a machine gun on striking miners in the northern Potosi town of Uncia. The incident is remembered as Bolivia's first massacre of industrial workers. The violence in Uncia highlights a formative period in the development of a working class who would eventually challenge the oligarchic control of the nation. Robert L. Smale begins his study as Bolivia's mining industry transitioned from silver to tin; specifically focusing on the region of Oruro and northern Potosi. The miners were part of a heterogeneous urban class alongside artisans, small merchants, and other laborers. Artisan mutual aid societies provided miners their first organizational models and the guidance to emancipate themselves from the mine owners' political tutelage. During the 1910s both the Workers' Labor Federation and the Socialist Party appeared in Oruro to spur more aggressive political action. In 1920 miners won a comprehensive contract that exceeded labor legislation debated in Congress in the years that followed. Relations between the working class and the government deteriorated soon after, leading to the 1923 massacre in Uncia. Smale ends his study with the onset of the Great Depression and premonitions of war with Paraguay—twin cataclysms that would discredit the old oligarchic order and open new horizons to the labor movement. This period's developments marked the entry of workers and other marginalized groups into Bolivian politics and the acquisition of new freedoms and basic rights. These events prefigure the rise of Evo Morales—a union activist born in Oruro—in the early twenty-first century.
Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six PB types to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

Freedom of religion did not come easily to Cuba or Puerto Rico. Only after the arrival of American troops during the Spanish-American War were non-Catholics permitted to practice their religions openly and to proselytize. When government efforts to ensure freedom of worship began, reformers on both islands rejoiced, believing that an era of regeneration and modernization was upon them. But as new laws went into effect, critics voiced their dismay at the rise of popular religions. Reinaldo L. Roman explores the changing relationship between regulators and practitioners in neocolonial Cuba and Puerto Rico. Spiritism, Santeria, and other African-derived traditions were typically characterized in sensational fashion by the popular press as "a plague of superstition." Examining seven episodes between 1898 and the Cuban Revolution when the public demanded official actions against "misbelief," Roman finds that when outbreaks of superstition were debated, matters of citizenship were usually at stake. He links the circulation of spectacular charges of witchcraft and miracle-making to anxieties surrounding newly expanded citizenries that included people of color. This study is concerned with the ways in which a dozen " knowledge-based societies" of Western Europe and the English-speaking world respond to unprecedented cultural and linguistic diversity resulting from the flow of immigrants and refugees since World War II. It asks how public policy has sought to use schooling to minimize the potentially divisive and inequitable effects of this diversity and to provide opportunities to the children of immigrants. It asks also how the nature of each of these societies affects the meaning of integration into each of them.
Originally published in 1974. The close connection between universities and bureaucratic institutions such as church and state was perhaps first noticed by Max Weber. Such institutions, he observed, require a dependable source of cadres to run them. Thus, the size and composition of university enrollments are often a function of bureaucratic needs. Richard Kagan examines the dynamics of this relationship historically by racing the growth and decline of the university system in Castile, the heart of the Spanish monarchy, between 1500 and 1809. This period marked the emergence of a strong Habsburg state and a militant Catholic church, both of which looked to the universities for "educated" men. Accordingly, the universities grew rapidly, and by 1600 Castile was perhaps the best-educated kingdom in Europe. But this did not last. Jobs were increasingly filled through nepotism, causing students to abandon the universities in search of other careers. By 1700, the universities were small, backward institutions. Kagan begins by examining the nature and position of primary, secondary, and university institutions in Hapsburg Spain, concentrating on the extent and purpose of literacy. In Part II, Kagan discusses the growth and development of the ruling hierarchies in the bureaucratic world and gives special consideration to the criteria used to recruit officials. The author concludes with an assessment of the impact of bureaucratic changes in church and state on the universities of Castile. The data he collects on changes in the curriculum, the professorate, and the social and geographical backgrounds of the students are used to support hypotheses about the spectacular rise and collapse of university education in Spain, the process of modernization, the development of bureaucracies, and the crisis of the Spanish monarchy. Students and Society in Early Modern Spain demonstrates that institutions of higher learning often collapse when they become over-professionalized and fail to respond to changing conditions. Thus, Kagan provides a study of education and social change—of why educational institutions are central to a society in one century but only peripheral to it in the next. The author casts new light not only on the short lived educational revolution of the sixteenth century but also on education in other societies, both past and present.
Located between Mexico City and Veracruz, Puebla has been a political hub since its founding as Puebla de los Ángeles in 1531. Frances L. Ramos’s dynamic and meticulously researched study exposes and explains the many (and often surprising) ways that politics and political culture were forged, tested, and demonstrated through public ceremonies in eighteenth-century Puebla, colonial Mexico’s “second city.” With Ramos as a guide, we are not only dazzled by the trappings of power—the silk canopies, brocaded robes, and exploding fireworks—but are also witnesses to the public spectacles through which municipal councilmen consolidated local and imperial rule. By sponsoring a wide variety of carefully choreographed rituals, the municipal council made locals into audience, participants, and judges of the city’s tumultuous political life. Public rituals encouraged residents to identify with the Roman Catholic Church, their respective corporations, the Spanish Empire, and their city, but also provided arenas where individuals and groups could vie for power. As Ramos portrays the royal oath ceremonies, funerary rites, feast-day celebrations, viceregal entrance ceremonies, and Holy Week processions, we have to wonder who paid for these elaborate rituals—and why. Ramos discovers and decodes the intense debates over expenditures for public rituals and finds them to be a central part of ongoing efforts of councilmen to negotiate political relationships. Even with the Spanish Crown’s increasing disapproval of costly public ritual and a worsening economy, Puebla’s councilmen consistently defied all attempts to diminish their importance. Ramos innovatively employs a wealth of source materials, including council minutes, judicial cases, official correspondence, and printed sermons, to illustrate how public rituals became pivotal in the shaping of Puebla’s complex political culture.
Los Angeles has long been a place where cultures clash and reshape. The city has a growing number of Latina/o authors and filmmakers who are remapping and reclaiming it through ongoing symbolic appropriation. In this illuminating book, Ignacio L—pez-Calvo foregrounds the emotional experiences of authors, implicit authors, narrators, characters, and readers in order to demonstrate that the evolution of the imaging of Los Angeles in Latino cultural production is closely related to the politics of spatial location. This spatial-temporal approach, he writes, reveals significant social anxieties, repressed rage, and deep racial guilt. This book develops an analysis of ministerial recruitment in the process of government formation, the process of dismissal, and survival of cabinet ministers in Chile and Uruguay. The two cases are countries that, generally, score the highest democracy indexes in Latin America, but also, they are considered as the most stable presidential systems in the Southern Cone of the region, allowing readers to compare within and between cases. The cases analyzed in this book are small countries with a similar history of democratic breakdowns which, in temporal terms, enable comparison. Additionally, given the reasons that triggered those processes, both cases are normally studied together. For pre-coup democracy, the cases include the governments of Chile between 1933 and 1973 and Uruguay between 1943 and 1973. This research does not analyze the military coup regime in either country. Thus, the period is resumed in the democratic transitions for both cases, i.e., 1985 for Uruguay and 1990 for Chile. Although literature on ministerial cabinets survival usually focus on parliamentary regimes from the Global North, this rather new phenomenon in presidential democracies has quickly gained academic notoriety. Research on cabinets and ministers in Latin American presidential systems tends to focus on the periods beginning with the return to democracy after the 1980s. This situation means that there is scant knowledge of the period prior to the coups. By presenting an in-depth study of two presidential systems from the Global South, Survival of Ministers and Configuration of Cabinets in Chile and Uruguay, will be a useful resource for political and social scientists willing to study cabinet formation and ministerial turnover in Latin America, whether is on case-study research or in a comparative perspective.

The Rise of Ethnic Politics in Latin America explores why indigenous movements have recently won elections for the first time in the history of the region. Raúl L.
