This book explores the potential for policy reform as a short-term, low-cost way to sustainably enhance global food security. It argues that reforming policies that distort food prices and trade will promote the openness needed to maximize global food availability and reduce fluctuations in international food prices. Beginning with an examination of historical trends in markets and policies, Anderson assesses the prospects for further reforms, and projects how they may develop over the next fifteen years. He pays particular attention to domestic policy changes made possible by the information technology revolution, which will complement global change to deal directly with farmer and consumer concerns.
This is one of 10 studies for the Copenhagen Consensus Project that sought to evaluate the most feasible opportunities to improve welfare globally and alleviate poverty in developing countries. Anderson argues that phasing out distortionary government subsidies and barriers to international trade will yield an extraordinarily high benefit-cost ratio. A survey is provided of recent estimates using global economywide simulation models of the benefits of doing that by way of the current Doha round of multilateral trade negotiations. Even if adjustment costs are several times as large as suggested by available estimates, the benefit-cost ratio from seizing this opportunity exceeds 20. That is much higher than the rewards from regional or bilateral trade agreements or from providing preferential access for least-developed countries' exports to high-income countries. Such reform would simultaneously contribute to alleviating several of the other key challenges reflected in the United Nation's Millennium Development Goals"--Abstract.

During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development has provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world s developing countries. This volume is the third in a series (other volumes cover Asia, Europe s transition economies, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Africa' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the Arab Republic of Egypt plus 20 countries that account for about of 90 percent of Sub-Saharan Africa s population, farm households, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added in recent years, and there has also been some backsliding, such as in Zimbabwe. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

The prices of farm products are crucial determinants of the extent of poverty and inequality in the world. The vast majority of the world s poorest households depend to a considerable extent on farming for their incomes, while food represents a large component of the consumption of all poor households. For generations, food prices have been heavily distorted by government policies in high-income and developing countries. Many countries began to reform their agricultural price and trade policies in the 1980s, but government policy intervention is still considerable and still favors farmers in high-income countries at the expense of many farmers in developing countries. What would be the poverty and inequality consequences of the removal of the remaining distortions to agricultural incentives? This question is of great relevance to governments in evaluating ways to engage in multilateral and regional trade negotiations or to improve their own policies unilaterally. 'Agricultural Price Distortions, Inequality, and Poverty' analyzes the effects of agricultural and trade policies around the world on national and regional economic welfare, on income inequality among and within countries, and on the level and incidence of poverty in developing countries. The studies include economy-wide analyses of the inequality and poverty effects of own-country policies compared with rest-of-the-world policies for 10 individual developing countries in three continents. This book also includes three chapters that each use a separate global economic model to examine the effects of policies on aggregate poverty and the distribution of poverty across many identified developing countries. This study is motivated by two policy issues: first, the World Trade Organization s struggle to conclude the Doha Round of multilateral trade negotiations, in which agricultural policy reform is, again, one of the most contentious topics in the talks and, second, the struggle of the developing countries to achieve their Millennium Development Goals by 2015 notably the alleviation of hunger and poverty which depends crucially on policies that affect agricultural incentives.
This study reviews policy developments in recent years and, in the light of that, explores ways in which further consensus might be reached among WTO members to reduce farm trade distortions – and thereby also progress the multilateral trade reform agenda. Particular attention is given to ways that would boost well-being in developing countries, especially for those food-insecure households still suffering from poverty and hunger.
This book was first published in 1992. In the late twentieth century, the crisis in world agriculture had become increasingly evident as the protectionist agricultural policies of various countries distort the international market. Why had agricultural policies become more inward-looking as the world becomes increasingly interdependent economically? Disarray in World Food Markets addresses the nature and causes of this crisis in international trade policy. Its analysis of the effects of these food policies is complemented by a quantitative review of the long-term trends in world food markets. The study also extensively examines the reasons why governments choose to implement distortionary policies. This ambitious book, based on a dynamic, multi-commodity model of world food markets, will be an important reference work for all with an interest in trade policy, particularly in countries active in the trade negotiations.
The first generation of genetically modified (GM) crop varieties sought to increase producer profitability through cost reductions or higher yields, while the next generation of GM food research is focusing on breeding for attributes of interest to consumers. "Golden rice" has been genetically engineered to contain a higher level of vitamin A and thereby boost the health of poor people in developing countries. Anderson, Jackson, and Nielsen analyze the potential economic effects of adopting both types of innovation in Asia, including its impact on rice producers and other consumers. They do so using the global economywide computable general equilibrium model known as GTAP. The results suggest that farm productivity gains could be dwarfed by the welfare gains resulting from the potential health-enhancing attributes of golden rice which would boost the productivity of unskilled workers among Asia's poor. The countries of the South Pacific have struggled to generate sustainable economic growth since their independence. Interventionist policies have failed in the past here, as they have in all other regions. Business and government leaders in this region are now beginning to acknowledge - as has happened in many other developing country regions over the past two decades - that major reforms are needed to put their economies onto a higher growth path. This study examines the growth record of key Pacific island economies and identifies the reasons for their relatively poor performance. It then looks at the process of globalization that is affecting those and indeed all economies increasingly; and the role the WTO has played in that process.
