The recent global wave of populist governments, which culminated in Donald Trump's victory in 2016, has convinced many observers that populism is a grave threat to democracy. In his new book, Kurt Weyland critiques recent scholarship for focusing too closely on cases where populist leaders have crushed democracy, and instead turns to the many cases where would populist-authoritarians have failed to overthrow democracy. Through a systematic comparative analysis of thirty populist chief executives in Latin America and Europe over the last four decades, Weyland reveals that populist leaders can only destroy democracy under special, restrictive conditions. Left-wing populists suffocate democracy only when benefitting from huge revenue windfalls, whereas right-wing populists must perform the heroic feat of resolving acute, severe crises. Because many populist chief executives do not face these propitious conditions, Weyland proves that despite populism's threat, democracy remains resilient.

In the last two decades of the twentieth century, a wave of "people power" movements erupted throughout the nondemocratic world. In South Africa, the Philippines, Nepal, Thailand, Burma (Myanmar), China, and elsewhere, mass protest demonstrations, strikes, boycotts, civil disobedience, and other nonviolent actions were brought to bear on a rigid political status quo. Kurt Schock compares the successes of the antiapartheid movement in South Africa, the people power movement in the Philippines, the pro-democracy movement in Nepal, and the antimilitary movement in Thailand with the failures of the pro-democracy movement in China and the anti-regime challenge in Burma. Schock develops a synthetic framework that allows him to identify which characteristics increase the resilience of a challenge to state repression, and which aspects of a state's relations can he exploited by such a challenge. By looking at how these methods of protest promoted regime change in some countries but not in others, this book provides rare insight into the often overlooked and little understood power of nonviolent action.

Why do very different countries often emulate the same policy model? Two years after Ronald Reagan's income-tax simplification of 1986, Brazil adopted a similar reform even though it threatened to exacerbate income disparity and jeopardize state revenues. And Chile's pension privatization of the early 1980s has spread throughout Latin America and beyond even though many poor countries that have privatized their social security systems, including Bolivia and El Salvador, lack some of the preconditions necessary to do so successfully. In a major step beyond conventional rational-choice accounts of policy decision-making, this book demonstrates that bounded--not full--rationality drives the spread of innovations across countries. When seeking solutions to domestic problems, decision-makers often consider foreign models, sometimes promoted by development institutions like the World Bank. But, as Kurt Weyland argues, policymakers apply inferential shortcuts at the risk of distortions and biases. Through an in-depth analysis of pension and health reform in Bolivia, Brazil, Costa Rica, El Salvador, and Peru, Weyland demonstrates that decision-makers are captivated by neat, bold, cognitively available models. And rather than thoroughly assessing the costs and benefits of external models, they draw excessively firm conclusions from limited data and overextrapolate from spurts of success or failure. Indications of initial success can thus trigger an upsurge of policy diffusion.

The processes of gemination, lenition, and vowel lengthening are central to the study of phonology, as they reveal much about the treatment of quantity in a given language. Using data from older language stages, modern dialects and standard languages, this study examines the interdependence of vowel and consonant quantity in the history of the Germanic branch of Indo-European. Kurt Goblirsch focusses on the various geminations in Old Germanic languages (West Germanic gemination, glide strengthening, and expressive gemination), open syllable lengthening in German, Dutch, Frisian, English, and Scandinavian languages, and the major lenitions in High German, Low German, and Danish, as well as minor lenitions in Bavarian, Franconian, and Frisian dialects. All of these changes are related to the development of the Germanic languages from distinctive segmental length to complementary length to syllable cut. The discussion challenges traditional theoretical assumptions about quantity change in Germanic languages to argue for a new account whereby, gemination, lenition, and vowel lengthening are interrelated.

The present study examines the problem of fortis and lenis in approximately 150 dialects of southern Germany, Austria, German-speaking Switzerland, Alsace, and the German-speaking minorities in Italy, Hungary and the former Czechoslovakia and Yugoslavia. The Upper German dialects are of particular interest from this point of view, because voice and aspiration, the features traditionally associated with strength, are generally absent. Changes related to strength such as lenition, vowel lengthening, simplification of geminates, and sandhi phenomena receive special attention. The findings are put into their appropriate context by comparison to the results of research on the status of strength in standard German and the modern Germanic languages. Although the realization of strength is language-specific and varies according to word-position, it can be equated with consonant length in standard German and Upper German dialects.

A new Roland Emmerich film - Anonymous - was released in October 2011. The seventeenth Earl of Oxford (1550-1604), says Emmerich, wrote the Shakespearian works. How could such a postulation come about and where does this doubt as to William Shaksper's authorship come from? (No offence is intended by calling the actor from Stratford-upon-Avon "Shaksper"; he certainly wouldn't have taken any, that's how he wrote it on his marriage license.) - After the academic world has been guessing and floundering for 150 years, the literary detective Kurt Kreiler surprises us with a book that addresses this subject after years of sound and thorough academic research. This is definitely the leading book on this subject. Chapters 1 and 2 explain why Will Shaksper from Stratford-upon-Avon was not an author. In chapter 3, ten works of the author William Shakespeare will be analysed with a view to determine what criteria the author must have had in order to write the works in question. Which foreign lands had the author visited? What historical references have been made? When were the pieces written? Chapter 4 examines the social perspectives of the "Author of the plays". Chapter 5 examines what Shakespeare's literary contemporaries knew about him, with whom did they associate him, what qualities did they attribute to him? An analysis of the Harvey-Nashe-Quarrel show us that they both agree that the author "Master William" was the creator of the figure Falstaff and that this author was Eduard de Vere, Earl of Oxford. Chapter 6 deals with the first part of the biography of Eduard de Vere. Chapters 7 and 8 show that the the profile of the Author that was developed in chapters 3-5 correlates logically and universally with the biography of the Earl of Oxford. Chapter 9 is a continuation of the biography of the writer and spear shaker "William Shake-speare" up to his death in 1604. Chapter 10 shows why, how and for whom the dramatist Ben Jonson went about the task of procuring the nom de plume Shake-speare. By using the coincidental similarity between the names Shake-speare and Shaksper, Jonson posthumously set up a marionette to claim authorship of the Shakespearian works. Kurt Kreiler (b. 23 June 1950) is a German author and dramaturg. He read philology and philosophy at university, his studies culminating in a doctoral thesis on the short lived Bavarian Republic of People's Councils (1918/19). In 1983 he began his work as a writer for television and radio. In 2009 Insel Verlag published Kreiler's: "The Man who invented Shakespeare"; a book that caused a considerable stir in Germany.

Most travelers to eastern Puerto Rico come to see and hike El Yunque, the island's second-most-visited tourist destination after Old San Juan, and probably the world's most user-friendly rain forest. Others come for the east coast's three sprawling resort hotels, half a dozen excellent golf courses, the US Navy base, and one of the biggest yachting and sailing charter ports in the Caribbean. But this side of the island has much to offer that eludes most visitors to Puerto Rico, from a glorious, six-mile stretch of deserted beach between Luquillo and Las Cabezas de San Juan, to the red cliffs and lonely lighthouse in the southeast. As with most places, you have to scratch the surface to find the hidden rewards here. Spend a day or two wandering around LoA-za Aldea and talking to locals (or attending their fiestas patronales in late July) to get a deeper understanding of Afro-Caribbean culture. One of the old fishermen of Las Croabas may take you cay-hopping in his wooden sloop, setting you down on some deserted islet to swim in opaque waters. Local surfers gather at a few little-known breaks. In engineering and economics a certain vector of inputs or decisions must often be chosen, subject to some constraints, such that the expected costs arising from the deviation between the output of a stochastic linear system and a desired stochastic target vector are minimal. In many cases the loss function u is convex and the occuring random variables have, at least approximately, a joint discrete distribution. Concrete problems of this type are stochastic linear programs with recourse, portfolio optimization problems, error minimization and optimal design problems. In solving stochastic optimization problems of this type by standard optimization software, the main difficulty is that the objective function F and its derivatives are defined by multiple integrals. Hence, one wants to omit, as much as possible, the time-consuming computation of derivatives of F. Using the special structure of the problem, the mathematical foundations and several concrete methods for the computation of feasible descent directions, in a certain part of the feasible domain, are presented first, without any derivatives of the objective function F. It can also be used to support other methods for solving discretely distributed stochastic programs, especially large scale linear programming and stochastic approximation methods.

Optimization problems arising in practice involve random model parameters. For the computation of robust optimal solutions, i.e., optimal solutions being insenistive with respect to random parameter variations, appropriate deterministic substitute problems are needed. Based on the probability distribution of the random data, and using decision theoretical concepts, optimization problems under stochastic uncertainty are converted into appropriate deterministic substitute problems. Due to the occurring probabilities and expectations, approximative solution techniques must be applied. Several deterministic and stochastic approximation methods are provided: Taylor expansion methods, regression and response surface methods (RSM), probability inequalities, multiple linearization of survival/failure domains, discretization methods, convex approximation/deterministic descent directions/efficient points, stochastic approximation and gradient procedures, differentiation formulas for probabilities and expectations.
