Homicide has a history. In early modern England, that history saw two especially notable developments: one, the emergence in the sixteenth century of a formal distinction between murder and manslaughter, made meaningful through a lighter punishment than death for the latter, and two, a significant reduction in the rates of homicides individuals perpetrated on each other. Making Murder Public explores connections between these two changes. It demonstrates the value in distinguishing between murder and manslaughter, or at least in seeing how that distinction came to matter in a period which also witnessed dramatic drops in the occurrence of homicidal violence. Focused on the 'politics of murder', Making Murder Public examines how homicide became more effectively criminalized between 1480 and 1680, with chapters devoted to coroners' inquests, appeals and private compensation, duels and private vengeance, and print and public punishment. The English had begun moving away from treating homicide as an offence subject to private settlements or vengeance long before other Europeans, at least from the twelfth century. What happened in the early modern period was, in some ways, a continuation of processes long underway, but intensified and refocused by developments from 1480 to 1680. Making Murder Public argues that homicide became fully 'public' in these years, with killings seen to violate a 'king's peace' that people increasingly conflated with or subordinated to the 'public peace' or 'public justice.
This book is about the peaceful resolution (PR) of territorial and maritime disputes and states' strategic behavior vis-à-vis methods of peaceful resolution: bilateral negotiations, good offices, inquiry, conciliation, mediation, arbitration, and adjudication. The authors argue that the high stakes associated with settlement of territorial and maritime disputes, the diversity of PR methods employed, and unpredictability of outcomes push states to strategize. Strategic considerations undergird states' choice of the particular PR methods, and states' behavior during the resolution once a particular method such as adjudication or negotiations, has been initiated. Uncertainty about the outcome drives states to pursue "strategic selection." The process of strategic selection occurs at two interrelated stages: the initial pursuit of a particular method and venue--choice-of-venue strategic selection, and decision-making once a PR method/venue has been identified--within-venue strategic selection. The driving force behind strategizing in these two settlement stages is the hope of reducing uncertainty and of increasing the chances of winning. Importantly, as the disputants progress through the settlement process, states reconsider and refine these strategies. For each stage of strategic selection, Powell and Wiegand identify several mechanisms that influence states' strategies, including past experiences with PR methods (winning/losing), the relationship between domestic law and international law, framing legal claims, and shaping the resolution procedures. This book embraces a multi-method approach and combines statistical analyses and in-depth qualitative interviews with states' legal counsel, judges, arbitrators, government officials, and other experts from multiple countries. Enjoying an early morning on her terrace, she spots an unfamiliar reddish-gold pooch across the lake. The great Gingerbread Dog & Cat House competition has come to Wagtail, along with another murder to solve for Holly and her supersmart Jack Russell terrier Trixie in the New York Times bestselling Paws & Claws series by Krista Davis! Visitors are arriving in droves to spend Thanksgiving in the mountains of pet-friendly Wagtail, Virginia. Many of them are bringing dog and cat gingerbread houses to enter in the contest that will be held in the new convention center. Wagtail resident Orly Biffle bequeathed the land to the town in his will, provided that they not cut down the grand old oak tree on the property. Orly’s children are mighty miffed that they didn’t inherit the prime piece of property overlooking the lake. Holly notices that Trixie and Twinkletoes, her calico kitty, are fixated on the big oak tree. Trixie barks at it as though she thinks it’s a corpse! Just as contestants are spicing up their sweet gingerbread creations, the majestic tree drops an enormous limb. The mayor declares that the tree is dangerous and must come down. When a bulldozer churns up some roots, the tree falls over on its own accord revealing a body inside the trunk! Initially, everyone suspects this unsavory trick was Orly’s doing. But it soon becomes clear that someone is trying to keep the truth under wraps. Trixie and Twinkletoes now have to help Holly sniff out some suspects and leash a conniving killer.
While golfing in the Conrad Hilton Open in Socorro, New Mexico, former Miss New Mexico, now detective, Miitrai (pronounced MIITRA) Riley is 'blasted' into a case of attempted murder of young space scientist Will Craven. Earlier, violence erupted on a dark Sunday night in the small 'rustic', town of Frisco Flats, where Craven and his priest were discussing 'morality questions' of his research of the scientist's 'secret' space discovery. The Vatican was contacted, the answer was 'stop'; a scientist-partner 'mentioned' it to his fiancé at a mega-church; it was a secret no longer. After leaving the rectory, a bizarre 'bola' assault was made against Cravenby a motor-cycle rider a warning was given to him and the Priest. Later the bike-rider 'dumps' near a bridge in town. His back-pack with a 'pendant' inside is pitched into the water where later a corgi dog finds it. The pack is taken to the local Sheriff, Frank Baca. Two weeks later, a 'fisherman' arrives in town seeking the pendant, ' I lost while fishing'. Sheriff Baca is suspicious. Lead flies and the fisherman dies. Others arrive seeking the 'pendant'. Native American Detective, Miitrai Riley realizes the pendant is similar to one her old grand mama on theAcoma Pueblo has kept for years. - 'strange'. Mysteries abound as violence escalates; a kidnapping in front of the cathedral in Santa Fe, a gun fight in Frisco Flats and a violent crash of a multi-million corporate jet at an Alabama airport keep the action level high. The young woman detective uncovers a crime infested foreign corporation, a huge religious money laundering scam, both seeking to recover the pendant and stopping Craven's research. County, State, Indian Reservation and FBI agencies interact in the final events. The case comes to an explosive end in a mysterious building near the 'atomic city' of Los Alamos. Or did it?
