Why healthcare cannot—and should not—become data-driven, despite the many promises of intensified data sourcing. In contemporary healthcare, everybody seems to want more data, of higher quality, on more people, and to use this data for a wider range of purposes. In theory, such pervasive data collection should lead to a healthcare system in which data can quickly, efficiently, and unambiguously be interpreted and provide better care for patients, more efficient administration, enhanced options for research, and accelerated economic growth. In practice, however, data are difficult to interpret and the many purposes often undermine one another. In this book, anthropologist and STS scholar Klaus Hoeyer offers an in-depth look at the paradoxes surrounding healthcare data. How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes-- proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal-- agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. International organizations like the United Nations, the International Monetary Fund, or the European Union are a defining feature of contemporary world politics. In recent years, many of them have also become heavily politicized. In this book, we examine how the norms and values that underpin the evaluations of international organizations have changed over the past 50 years. Looking at five organizations in depth, we observe two major trends. Taken together, both trends make the legitimation of international organizations more challenging today. First, people-based legitimacy standards are on the rise: international organizations are increasingly asked to demonstrate not only what they do for their member states, but also for the people living in these states. Second, procedural legitimacy standards gain ground: international organizations are increasingly evaluated not only based on what they accomplish, but also based on how they arrive at decisions, manage themselves, or coordinate with other organizations in the field. In sum, the study thus documents how the list of expectations international organizations need to fulfil to count as 'legitimate' has expanded over time. The sources of this expansion are manifold. Among others, they include the politicization of expanded international authority and the rise of non-state actors as new audiences from which international organizations seek legitimacy.

It was not the European and American churches which evangelised Africa, but the mission societies. The missions from the Great Awakening such as the London Missionary Society and Church Missionary Society, or the Holy Ghost Fathers and the White Fathers, which started the process of Sub-Saharan Africa becoming a Christian continent are well known and documented. Less known, and less documented are the interdenominational faith missions which began in 1873 with the aim of visiting the still unreached areas of Africa: North Africa, the Sudan Belt and the Congo Basin. Missions such as the Africa Inland Mission or Sudan Interior Mission gave birth to some of the big churches like ECWA in Nigeria and Africa Inland Church in Kenya. It is the aim of this book to describe faith missions and their theology and to present an overview of the early development of faith missions insofar as they touched Africa.

Many things happen in nature reserves that are contradictory at first glance. For example, flower meadows are mown down during maintenance work, even though all the plants growing there are protected. Elsewhere, protected reed beds are burnt down in a fen or the top layer of soil is removed with bulldozers in a dune conservation area. Still other areas are to remain completely untouched by human intervention. The author Klaus-Dieter Hupke shows the different strategies of nature conservation. He also shows that nature conservation is mostly not exactly what the term says in essence: "protection of nature". On the contrary, in Central Europe nature conservation areas are predominantly the relics of old agricultural and thus cultural landscapes. Often, aesthetic aspects of a landscape section are also in the foreground when designating it as a natural monument or nature reserve. Moreover, nature conservation runs the risk of becoming a substitute action and an alibi for a still growing destruction of traditional and near-natural landscape systems in Central Europe as well as globally. The updated second edition now explicitly includes the consequences of climate change for nature conservation and has also incorporated a stronger reference to Austria as well as to the central Alpine region in some places for the relevant readers.

The author unifies various constructions of $C^*$-algebras from dynamical systems, specifically, the dimension group construction of Krieger for shift spaces, the corresponding constructions of Wagoner and Boyle, Fiebig and Fiebig for countable state Markov shifts and one-sided shift spaces, respectively, and the constructions of Ruelle and Putnam for Smale spaces. The general setup is used to analyze the structure of the $C^*$-algebras arising from the homoclinic and heteroclinic equivalence relations in expansive dynamical systems, in particular, expansive group endomorphisms and automorphisms and generalized 1-solenoids. For these dynamical systems it is shown that the $C^*$-algebras are inductive limits of homogeneous or sub-homogeneous algebras with one-dimensional spectra.
The present volume contains papers and poems presented at Saarland University's international conference "A World of Local Voices: Poetry in English Today" (October 22-23, 1999), and the "Day of International Poetry" (October 24, 1999), both organised by the university's Department of North American Literature and Culture. The conference set out to explore how the modernist tendency towards overarching concepts and a "poetry of ideas" is slowly being superseded by a more modest "poetry of place", which at the same time seems to be loosely subsumed within the unifying medium of English in its various forms. The "Day of International Poetry" was meant to put into operation some of the poetic issues discussed during the conference by asking poets from several English-speaking countries (Canada, India, Jamaica, and the USA) to contribute their individual voices to an international reading of poetry. This volume comprises critical contributions which deal with the interplay of aesthetic, cultural, and political forces in comtemporary poetry. The common reference of this collection is poetry written in varieties of the English language, including translations. The essays show awareness of the current critical debates concerning postcolonialism and intercultural literary relations while also suggesting new paradigms of critical understanding, based on the analyses of individual poetic expression. Ruthenberg highlights the unique aspects of chemistry, specifically its metachemical fundamentals, which have been largely overlooked in current philosophies of science. Conventional metaphysics, derived from or focused on theoretical physics, is inadequate when applied to chemistry. The author examines and integrates historical and philosophical perspectives on important aspects of chemistry, including affinity, compositionism, emergence, synthesis/analysis, atomism/non-atomism, chemical species, chemical bond, chemical concepts, plurality, temporality/potentiality, reactivity, and underdetermination. To accomplish this, he draws on the works of notable chemists such as František Wald, Wilhelm Ostwald, Friedrich Paneth, and Hans Primas, who have contributed to the philosophical understanding of chemistry. The central conclusion of this study aligns with Immanuel Kant's viewpoint: Chemistry is a systematic art.
