The 50th volume of Progress in Botany appears in new guise. In cooperation with Springer-Verlag we have changed from the less attractive typewriter composition to the direct reproduction of a manuscript which was writ ten by means of a text editing system and produced by a laser printer. We, the editors, should like to take the appearance of Volume 50 as the occasion for a few short remarks. Our younger readers are perhaps not aware that our Book Series was founded in 1931 by Fritz von Wettstein, based on the following thoughts and considerations, aptly formulated by him in the Preface to the first volume. "One of the greatest dangers threatening progress in the science of botany is the absolutely unbelievable growth in volume of the literature. The quality of journals, books and individual works that are daily sent to us makes it impossible for anyone person to maintain a general view of the progress made in botany in all the specialized fields, let alone to find time for results from associated su bjects. For varying reasons, every botanist must find this state of matters insupportable. Let us endeavor, in the general interest, to retain a wide background of knowledge, and not become limited specialists. The vitally necessary connections between the specialized fields can only flourish, or even exist, if the general view of botany as a whole can be maintained.

These were the fundamental questions addressed by a well-attended seminar on warranties and disclaimers held within the framework of the 2000 Annual Conference of the International Bar Association in Amsterdam. The seminar--jointly sponsored by IBA Committees S (Products, Liability, Advertising, Unfair Competition and Consumer Affairs), M (International Sales and Related Commercial Transactions) and CC (Corporate Counsel)--consisted of four introductory summaries and 33 country reports by local practitioners. The collapse of the Argentine economy in 2001, involving the extraordinary default on $150 billion in debt, has been blamed variously on the failure of neoliberal policies or on the failure of the Argentine government to pursue those policies vigorously enough during the 1990s. But this is too myopic a view, Klaus Veigel contends, to provide a fully satisfactory explanation of how a country enjoying one of the highest standards of living at the end of the nineteenth century became a virtual economic basket case by the end of the twentieth. Veigel asks us to take the long view of Argentina&’s efforts to re-create the conditions for stability and consensus that had brought such great success during the country&’s first experience with globalization a century ago. The experience of war and depression in the late 1930s and early 1940s had discredited the earlier reliance on economic liberalism. In its place came a turn toward a corporatist system of interest representation and state-led, inward-oriented economic policies. But as major changes in the world economy heralded a new era of globalization in the late 1960s and early 1970s, the corporatist system broke down, and no social class or economic interest group was strong enough to create a new social consensus with respect to Argentina&’s economic order and role in the world economy. The result was political paralysis leading to economic stagnation as both civilian and military governments oscillated between protectionism and liberalization in their economic policies, which finally brought the country to its nadir in 2001.

The minimalist notion of a phase has often been investigated with a view to the interfaces. ‘Phases’ provides a strictly syntax-internal perspective. If phases are fundamental, they should provide the grounds for a unifying treatment of different syntactic phenomena. Concentrating on displacement, the book argues that this expectation is borne out: there is an empirical clustering of properties, whereby the phrases that undergo pied-piping are also the phrases that host intermediate traces of cyclic movement. The same phrases also host partial and secondary movement. Finally, the immediate complements within these phrases never strand the embedding heads. The phrases that show this behaviour are the phases (CP, vP, DP, and PP). To account for the cluster of properties, phases are claimed to have two special properties: their complement is inaccessible to operations outside, the Phase Impenetrability Condition; their heads may be endowed with unvalued features that are neither connected to the categorical status of the phase nor interpreted on it. It is shown how the cluster of empirical properties flows naturally from these two assumptions, supporting the idea that phases are indeed a fundamental construct in syntax.

Although the first Agro-Food products based on modem biotechnology (e. g. recombinant chymosin for cheese production; tomato puree based on genetically engineered tomatoes; herbicide-resistant, genetically modified soybean; insect resistant maize) have been introduced in the EU markets in recent years, the application of this technology is still being intensively discussed in the European Union. Recent opinion polls indicate as well that consumers' acceptance of genetically engineered food and agro-products still is relatively low (e. g. European Commission 1997, Hampel et al. 1997), at least in some member states of the EU. In contrast, representatives from politics and industry underline the necessity to apply modem biotechnology in the Agro-Food sector as well, mainly to ensure the competitiveness of EU agriculture and food industry and for employment reasons. Against this background there seems to be a need for a scientific analysis of the future impacts of modem biotechnology in the Agro-Food sector of the EU. Recent studies trying to analyse this issue (e. g. OECD 1992, Teuber 1992) usually comprise extrapolations of status-quo analyses. What has not been exploited so far in this context are systematic technology forecasting approaches which do not include only one single country, but get information on an international level. Therefore, the impacts of modem biotechnology on the Agro-Food sector in five member countries of the EU (Germany, Greece, Italy, the Netherlands, and Spain) have been analysed with the help of the Delphi methodology which represents one of the most reliable tools for technology forecasting.
