This nostalgic story takes one back to the beginning of surfing in Ireland, which was hammered into reality by one ambitious youth attempting to live the dream. He was entranced by the Hawaiian Islands and sunny California and thus yearned to make Ireland in that image. This meant expanding the sport and putting Ireland on the world map of surfing nations, and that’s just what happened. Much of this was inspired by his reading an article in the 1962 edition of Reader’s Digest. The story depicted surfers in Oahu on head-high waves, just like the waves in Ireland, he thought! As he went, he gathered supporters and soon formed Ireland’s first surf club. In March 1966, they mounted an exhibit stand in at the Irish Boat Show. At this show valuable contacts were made that were to become lifelong. His club went on a series of surfaris around the coast and introduced the sport in such places as Strandhill, Rossnowlagh, and Tramore. He then competed in the 1966 World Surfing Championships in San Diego and, with his colleagues, staged the first Irish Surfing Championships in Tramore, County Waterford, in September of 1967. The story tells of the people who responded to the clarion call and just how proficient these surfers were to become. It also relates comical yarns, told by the people they met on their way, and also the encounters that early surfers experienced as they attempted to make fiberglass boards—and then try them in the heaving ocean. The book concludes with a look at the 2006 Silver Surfari celebrating the fifty years of the sport. Old timers returned for the event held in Lahinch, County Clare, and Rossnowlagh, County Donegal. All this was done because it was felt that before the passage of time dimmed memories of old, it was good to rally those icons to whom so much is owed.

Performance funding ties state support of colleges and universities directly to institutional performance on specific outcomes, including retention, number of credits accrued, graduation, and job placement. The theory is that introducing market-like forces will prod institutions to become more efficient and effective. In The Politics of Performance Funding for Higher Education, Kevin J. Dougherty and Rebecca S. Natow explore the sometimes puzzling evolution of this mode of funding higher education. Drawing on an eight-state study of performance funding in Florida, Illinois, Indiana, Missouri, Ohio, South Carolina, Tennessee, and Washington, Dougherty and Natow shed light on the social and political factors affecting the origins, evolution, and demise of these programs. Their findings uncover patterns of frequent adoption, discontinuation, and re-adoption. Of the thirty-six states that have ever adopted performance funding, two-thirds discontinued it, although many of those later re-adopted it. Even when performance funding programs persist over time, they can undergo considerable changes in both the amount of state funding and in the indicators used to allocate funding. Yet performance funding continues to attract interest from federal and state officials, state policy associations, and major foundations as a way of improving educational outcomes. The authors explore the various forces, actors, and motives behind the adoption, discontinuation, and transformation of performance funding programs. They compare U.S. programs to international models, and they gauge the likely future of performance funding, given the volatility of the political forces driving it. Most analysts have deemed Richard Nixon’s challenge to the judicial liberalism of the Warren Supreme Court a failure—“a counterrevolution that wasn’t.” Nixon’s Court offers an alternative assessment. Kevin J. McMahon reveals a Nixon whose public rhetoric was more conservative than his administration’s actions and whose policy towards the Court was more subtle than previously recognized. Viewing Nixon’s judicial strategy as part political and part legal, McMahon argues that Nixon succeeded substantially on both counts. Many of the issues dear to social conservatives, such as abortion and school prayer, were not nearly as important to Nixon. Consequently, his nominations for the Supreme Court were chosen primarily to advance his “law and order” and school desegregation agendas—agendas the Court eventually endorsed. But there were also political motivations to Nixon’s approach: he wanted his judicial policy to be conservative enough to attract white southerners and northern white ethnics disgruntled with the Democratic party but not so conservative as to drive away moderates in his own party. In essence, then, he used his criticisms of the Court to speak to members of his “Silent Majority” in hopes of disrupting the long-dominant New Deal Democratic coalition. For McMahon, Nixon’s judicial strategy succeeded not only in shaping the course of constitutional law in the areas he most desired but also in laying the foundation of an electoral alliance that would dominate presidential politics for a generation.

Since 1980, China has evolved from a poor and mostly rural society into one of the largest economies in the world. As it grew into a major industrial power, it demanded enormous amounts of steel for new factories and cities, copper for electronic wires, petroleum for cars and manufacturing plants, and soybeans and cattle to feed its workers. By the 1990s, many Latin American countries were riding China's coattails and beginning to prosper from the new demand. Ever since China entered the World Trade Organization at the turn of the century, Latin America supplied China with more and more of the primary commodities it needs and more. That in turn has produced one the most impressive periods of economic growth on the continent in fifty years. And it was more evenly spread too - a region infamous for its extreme inequality saw it decline by a couple of percentage points over the course of the era. In The China Triangle, Kevin P. Gallagher traces the development of the China-Latin America trade over time and covers how it has affected the centuries-old (and highly unequal) US-Latin American relationship. He argues that despite these opportunities Latin American nations have little to show for riding the coattails of the 'China Boom' and now face significant challenges in the next decades as China's economy slows down and shifts more toward consumption and services. While the Latin American region saw significant economic growth due to China's rise over the past decades, Latin Americans saved very little of the windfall profits it earned even as the region saw a significant hollowing of its industrial base. What is more, commodity-led growth during the China boom reignited social and environmental conflicts across the region. Scholars and reporters have covered the Chinese expansion into East Asia, Southeast Asia, Australasia, Africa, the US, and Europe. Yet China's penetration Latin America is as little understood as it is significant-especially for America given its longstanding ties to the region. Gallagher provides a clear overview of China's growing economic ties with Latin America and points to ways that Latin American nations, China, and even the United States can act in order to make the next decades of China-Latin America economic activity more prosperous for all involved.

In this book, we use the case of China to examine how state actors can transform the Internet and online discourse into a key strategic element for maintaining the government and relieving domestic pressure on national institutions. While scholars have long known that the democratizing influence of the Internet can be blunted by autocratic states, in this book, we show that the online sphere can effectively be co-opted by states like China and transformed into a supporting institution. Our theory, Directed Digital Dissidence, explains how autocracies manage critical online information flows and the impact this management has on mass opinion and behavior. While the expansion of the Internet may stimulate dissidence, it also provides the central government an avenue to direct that dissent away and toward selected targets. Under the strategy of Directed Digital Dissidence, the Internet becomes a mechanism to dissipate threats by serving as a targeted relief valve rather than a building pressure cooker. We consider the process and impact of this evolving state led manipulation of the political Internet using data and examples from China. We use an original large-scale random survey of Chinese citizens to measure Internet use, social media use, and political attitudes. We also consider the impact of the state firewall. Beyond simply identifying the government strategy, we focus on testing the effectiveness of the strategy with empirical data. We also consider how the redirection of dissent can be done across a broader range of targets, including non-state actors and other nations"--

Non-conviction information, also known as 'police intelligence', is a less well-known check provided alongside the criminal record check. This book seeks to define what is meant by non-conviction information and to provide a clear and simple explanation of how this decision making process of police disclosure to employers is made. It also considers the extent to which these practices have been subjected to legal challenges within the UK and explores how public protection is balanced against individual rights.

The author will be conducting book signings and donating a copy of the book and DVD to the St. Charles Heritage Center, St. Charles Library and to at least two families of veterans. The price of the book is as follows: hardcover $32.95, soft cover $22.95, e-book $6.00. The DVDs are $10.00 per DVD. Kevin currently works as an adjunct professor of criminology at Judson University and for the Office of Regional Counsel, U.S. Department of Veterans Affairs. His government experience also included work for the U.S. Department of Justice, Criminal Unit in Chicago and the CFTC, Enforcement Division, in Washington, DC. He has taught U.S. History at two Christian high schools. He received his BA in political science from Stetson University and his MPA in public administration from the Illinois Institute of Technology in Chicago. Kevin also has recorded professionally two CDs of trumpet music. Sony Music has included his version of the Star Spangled Banner in its recording selection, "Bonds Listen to This". Kevin serves on the St. Charles Heritage Board of Directors as Vice-President and also with the St. Charles Park Foundation. He has a passion to tell the stories of service personnel from not only WWII, but of other wars as they relate to St. Charles. Kevin currently resides with his family in St. Charles, Illinois, where he was born. His next book, to be published in the near distant future, will tell the story of St. Charles and her service personnel during WWI. He is also compiling additional material of WWII letters that will compliment the current title in another book also to be available next year.
