Although the government’s reliance on contractors to support military forces is not a new phenomenon, the degree to which contractors are involved in Operations Enduring Freedom and Iraqi Freedom (OIF) has increased substantially. In OIF in particular, contractors perform a wide range of services in support of stabilization and reconstruction efforts. Perhaps the most controversial and arguably the most troublesome of these contractors are those that are armed and use violence in the course of fulfilling their contractual obligations. This thesis explores whether or not such contractors, herein identified as private security providers (PSPs), have a destabilizing influence on United States political and military objectives. In doing so, the thesis identifies and evaluates the legal environment in which PSPs operate the intersection between PSP activities and critical requirements and vulnerabilities of coalition forces and PSP involvement within logical lines of operation within Iraq. In concluding, the author posits that PSPs have a destabilizing impact on not only the political and military mission, but the United States military as well. Finally, the author provides recommendations for employing PSPs in the present and future conflicts.

In the early seventeenth century, the London stage often portrayed a ruler covertly spying on his subjects. Traditionally deemed 'Jacobean disguised ruler plays', these works include Shakespeare's Measure for Measure, Marston's The Malcontent and The Fawn, Middleton's The Phoenix, and Sharpham's The Fleer. Commonly dated to the arrival of James I, these plays are typically viewed as synchronic commentaries on the Jacobean regime. Kevin A. Quarmby demonstrates that the disguised ruler motif actually evolved in the 1580s. It emerged from medieval folklore and balladry, Tudor Chronicle history and European tragicomedy. Familiar on the Elizabethan stage, these incognito rulers initially offered light-hearted, romantic entertainment, only to suffer a sinister transformation as England awaited its ageing queen's demise. The disguised royal had become a dangerously voyeuristic political entity by the time James assumed the throne. Traditional critical perspectives also disregard contemporary theatrical competition. Market demands shaped the repertories. Rivalry among playing companies guaranteed the motif's ongoing vitality. The disguised ruler's presence in a play reassured audiences; it also facilitated a subversive exploration of contemporary social and political issues. Gradually, the disguised ruler's dramatic currency faded, but the figure remained vibrant as an object of parody until the playhouses closed in the 1640s.

After World War II, the United States military increasingly found itself involved in operations that have been described variously as limited wars, small wars, low intensity conflicts, operations other than war, support and stability operations, and the like. The most common name throughout much of the 1990s was "operations other than war" (OOTW). During this period there was an explosion of doctrinal material on the subject, including a 1993 official field manual listing six principles of OOTW: objective, unity of effort, legitimacy, perseverance, restraint and security. The author of the present work examines four successful OOTWs (the Greek Civil War, Lebanon, the Dominican Republic, and Nicaragua/Honduras) and four failed ones (Vietnam, Beirut, Somalia, and Haiti) and concludes there is a positive correlation between adherence to the principles and an operation's outcome.
