One of the striking ways in which state governments have pursued better performance in public higher education is through the use of performance funding. Performance funding involves tying state support directly to institutional performance on specific outcomes such as rates of graduation and job placement. The principal rationale for performance funding has been that the introduction of market-like forces will prod institutions to become more efficient, delivering "more bang for the buck." Kevin Dougherty, an expert on state performance funding, finds its development puzzling. First, despite the great interest in it, only half the states have ever adopted performance funding for higher education. Moreover, of the states that did adopt performance funding, over half later dropped it. Finally, in the states that have retained performance funding over a long period of time, their programs have undergone considerable changes in the amount of state funding they devote to performance funding and in the content of the indicators they use to allocate that funding. In spite of this, performance funding continues to attract interest as a way of improving educational outcomes. Most of the ailments we suffer from today emanate from our guts, & our poor diets keep the sickness-wheels turning, costing each of us millions of dollars, a whole lot of heartache, pain, & suffering. It's time to make a change, & that change started with the author's experiment on himself.

The United States Constitution promised a More Perfect Union. It’s a shame no one bothered to write a more perfect Constitution—one that didn’t trigger more than two centuries of arguments about what the darn thing actually says. Until now. Perfection is at hand. A new, improved Constitution is here. And you are holding it. But first, some historical context: In the eighteenth century, a lawyer named James Madison gathered his friends in Philadelphia and, over four long months, wrote four short pages: the Constitution of the United States of America. Not bad. In the nineteenth century, a president named Abraham Lincoln freed an entire people from the flaws in that Constitution by signing the Emancipation Proclamation. Pretty impressive. And in the twentieth century, a doctor at the Bethesda Naval Hospital delivered a baby—but not just any baby. Because in the twenty-first century, that baby would become a man, that man would become a patriot, and that patriot would rescue a country . . . by single-handedly rewriting that Constitution. Why? The Spatial Language of Time presents a crosslinguistically valid state-of-the-art analysis of space-to-time metaphors, using data mostly from English and Wolof (Africa) but additionally from Japanese and other languages. Metaphors are analyzed in terms of their most direct motivation by basic human experiences (Grady 1997a; Lakoff & Johnson 1980). This motivation explains the crosslinguistic appearance of certain metaphors, but does not say anything about temporal metaphor systems that deviate from the types documented here. Indeed, we observe interesting culture- and language-specific metaphor phenomena. Refining earlier treatments of temporal metaphor and adapting to temporal experience Levinson’s (2003) idea of frames of reference, the author proposes a contrast between perspective-neutral and perspective-specific frames of reference in temporal metaphor that has important crosslinguistic ramifications for the temporal semantics of FRONT/BEHIND expressions. This book refines the cognitive-linguistic approach to temporal metaphor by analyzing the extensive temporal structure in what has been considered the source domain of space, and showing how temporal metaphors can be better understood by downplaying the space-time dichotomy and analyzing metaphor structure in terms of conceptual frames. This book is of interest to linguists, psychologists, anthropologists, philosophers, and others who may have wondered about relationships between space and time.

A few years aga the authors started a project of a book on the theory of systems of one-dimensional singular integral equa tions which was planned as a continuation of the monograph by one of the authors and N. Ya. Krupnik ~~ concerning scalar equa tions. This set of notes was initiated as a chapter dealing with problems of factorization of matrix functions vis-a-vis appli cations to systems of singular integral equations. Working systematically onthischapter and adding along the way new points of view, new proofs and results, we finally saw that the material connected with factorizations is of independent interest and we decided to publish this chapter as aseparate volume. In fact, because of recent activity, the amount of material was quite large and we quickly learned that we cannot cover all of the results in complete detail. We have tried to include a represen tative variety of all kinds of methods, techniques,results and applications. Apart of the current work exposes results from the Russian literature which have never appeared in English translation. We have also decided to reflect some of the recent results which make interesting connections between factorization of matrix functions and systems theory. The field remains very active and many results and connec tions are still not weIl understood. These notes should be viewed as a stepping stone to further development. The authors hope that sometime they will return to complete their original plan.
