Cyprinodon diabolis, or Devils Hole pupfish: a one-inch-long, iridescent blue fish whose only natural habitat is a ten-by-sixty-foot pool near Death Valley, on the Nevada-California border. The rarest fish in the world. As concern for the future of biodiversity mounts, Devils Hole Pupfish asks how a tiny blue fish—confined to a single, narrow aquifer on the edge of Death Valley National Park in Nevada’s Amargosa Desert—has managed to survive despite numerous grave threats. For decades, the pupfish has been the subject of heated debate between environmentalists intent on protecting it from extinction and ranchers and developers in the region who need the aquifer’s water to support their livelihoods. Drawing on archival detective work, interviews, and a deep familiarity with the landscape of the surrounding Amargosa Desert, author Kevin C. Brown shows how the seemingly isolated Devils Hole pupfish has persisted through its relationships with some of the West’s most important institutions: federal land management policy, western water law, ecological sciences, and the administration of endangered-species legislation. The history of this entanglement between people and the pupfish makes its story unique. The species was singled out for protection by the National Park Service, made one of the first “listed” endangered species, and became one of the first controversial animals of the modern environmental era, with one bumper sticker circulating in Nevada in the early 1970s reading “Save the Pupfish,” while another read “Kill the Pupfish.” But the story of the pupfish should be considered for more than its peculiarity. Moreover, Devils Hole Pupfish explores the pupfish’s journey through modern American history and offers lessons for anyone looking to better understand the politics of water in southern Nevada, the operation of the Endangered Species Act, or the science surrounding desert ecosystems.

Arts organizations across the country are actively expanding their efforts to increase public participation in their programs. This report presents the findings of a RAND study sponsored by the Wallace-Reader's Digest Funds that looks at the process by which individuals become involved in the arts and attempts to identify ways in which arts institutions can most effectively influence this process. The report presents a behavioral model that identifies the main factors influencing individual decisions about the arts, based on site visits to institutions that have been particularly successful in attracting participants to their programs and in-depth interviews with the directors of more than 100 institutions that have received grants from the Wallace-Reader's Digest Funds and the Knight Foundation to encourage greater involvement in the arts. The model and a set of guidelines to help institutions approach the task of participation building constitute a framework that can assist in devising participation-building approaches that fit with an institution's overall purpose and mission, its available resources, and the community environment in which it operates--in other words, a framework that will enable arts institutions to take an integrative approach to building participation in the arts.

American democracy is in a period of striking tumult. The clash of a rapidly changing socio-technological environment and the traditional presidency has led to an upheaval in the scope and standards of executive leadership. Yet research on the presidency, although abundant, has been slow to adjust to changing realities associated with digital technologies, diverse audiences, and new elite practices. Meanwhile, journalists and the public continue to encounter and shape emerging presidential efforts in deeply consequential ways. Joshua Scacco and Kevin Coe bring needed insight to this complex situation by offering the first comprehensive framework for understanding contemporary presidential communication in relation to the current socio-technological environment. They call this framework the "ubiquitous presidency." Scacco and Coe argue that presidents harness new opportunities in the media environment to create a nearly constant and highly visible presence in political and nonpolitical arenas. They do this by trying to achieve longstanding presidential goals, namely visibility, adaptation, and control. However, in an environment where accessibility, personalization, and pluralism are omnipresent considerations, the strategies presidents use to achieve these goals are very different from what we once knew. Using this novel framework as a conceptual anchor, The Ubiquitous Presidency undertakes one of the most expansive analyses of presidential communication to date. Scacco and Coe employ a wide variety of approaches--ranging from surveys and survey-experiments, to large-scale automated content and network analyses, to qualitative textual analysis--to uncover new aspects of the intricate relationship between the president, news media, and the public. Focusing on the presidency since Ronald Reagan, and devoting particular attention to the cases of Barack Obama and Donald Trump, the book uncovers remarkable shifts in communication that test the institution of the presidency and, consequently, democratic governance itself.
