For the last several decades, the Just-War debate amongst theologians has been dominated by two accounts of moral rationality. One side assumes a presumption against harm (PAH), and the other identifies with a presumption against injustice (PAI). From Presumption to Prudence in Just-War Rationality argues that the time has come to leave behind these two viewpoints in favour of a prudentially grounded approach to Just-War thinking. In Parts 1 and 2 of the book, Kevin Carnahan offers immanent critiques of the PAI and PAH positions. In Part 3, utilising Paul’s treatment of the atonement and use of the idea of the imitation of Christ, he lays out an alternative to the ways in which theologians in favour of the PAI or PAH have construed the Christian narrative. In Part 4, Carnahan then develops a neo-Aristotelian account of prudence as a higher order virtue governing the interpretation of moral reality. Drawing on this account, he explores what Just-War rationality would look like if it were prudentially grounded. The work concludes with a case study on noncombatancy in the 2011 Israeli bombardment of Gaza. This book offers a compelling new perspective on this important and pertinent subject. We live in an age of media saturation, where with a few clicks of the remote—or mouse—we can tune in to programming where the facts fit our ideological predispositions. But what are the political consequences of this vast landscape of media choice? Partisan news has been roundly castigated for reinforcing prior beliefs and contributing to the highly polarized political environment we have today, but there is little evidence to support this claim, and much of what we know about the impact of news media come from studies that were conducted at a time when viewers chose from among six channels rather than scores. Through a series of innovative experiments, Kevin Arceneaux and Martin Johnson show that such criticism is unfounded. Americans who watch cable news are already polarized, and their exposure to partisan programming of their choice has little influence on their political positions. In fact, the opposite is true: viewers become more polarized when forced to watch programming that opposes their beliefs. A much more troubling consequence of the ever-expanding media environment, the authors show, is that it has allowed people to tune out the news: the four top-rated partisan news programs draw a mere three percent of the total number of people watching television. Overturning much of the conventional wisdom, Changing Minds or Changing Channels? demonstrate that the strong effects of media exposure found in past research are simply not applicable in today’s more saturated media landscape.

It provides an introduction to the topic for practitioners and researchers and useful background for courses in areas such as civil engineering, water resources, meteorology and hydrology. As in the first edition, the first section considers topics such as monitoring and forecasting techniques, demand forecasting and how forecasts are interpreted when issuing warnings or advice. Separate chapters are now included for meteorological and catchment monitoring techniques allowing a more in-depth discussion of topics such as weather radar and water quality observations. The chapters on meteorological and hydrological forecasting now include a greater emphasis on rainfall forecasting and ensemble and probabilistic techniques. Regarding the interpretation of forecasts, an updated chapter discusses topics such as approaches to issuing warnings and the use of decision support systems and risk-based techniques. Given the rapid pace of development in flash flood fore casting techniques, flash floods and slower responding riverine floods are now considered in separate chapters. This includes more detail on forecasting floods in large river basins and on methods for providing early warnings of debris flows, surface water flooding and ice jam and dam break floods. Later chapters now include more information on developing areas such as environmental modelling and seasonal flow forecasting. As before examples of operational systems are provided throughout and the extensive sets of references which were a feature of the first edition have been revised and updated. Containing 2,729 entries, Kevin L. Seligman’s bibliography concentrates on books, manuals, journals, and catalogs covering a wide range of sartorial approaches over nearly five hundred years. After a historical overview, Seligman approaches his subject chronologically, listing items by century through 1799, then by decade. In this section, he deals with works on flat patterning, draping, grading, and tailoring techniques as well as on such related topics as accessories, armor, civil costumes, clerical costumes, dressmakers’ systems, fur, gloves, leather, military uniforms, and undergarments. Seligman then devotes a section to those American and English journals published for the professional tailor and dressmaker. Here, too, he includes the related areas of fur and undergarments. A section devoted to journal articles features selected articles from costume- and noncostumerelated professional journals and periodicals. The author breaks these articles down into three categories: American, English, and other. Seligman then devotes separate sections to other related areas, providing alphabetical listings of books and professional journals for costume and dance, dolls, folk and national dress, footwear, millinery, and wigmaking and hair. A section devoted to commercial pattern companies, periodicals, and catalogs is followed by an appendix covering pattern companies, publishers, and publications. In addition to full bibliographic notation, Seligman provides a library call number and library location if that information is available. The majority of the listings are annotated. Each listing is coded for identification and cross-referencing. An author index, a title index, a subject index, and a chronological index will guide readers to the material they want. Seligman’s historical review of the development of publications on the sartorial arts, professional journals, and the commercial paper pattern industry puts the bibliographical material into context. An appendix provides a cross-reference guide for research on American and English pattern companies, publishers, and publications. Given the size and scope of the bibliography, there is no other reference work even remotely like it.

Land speculator, revolutionary, pamphleteer, politician, and empire builder, Ira Allen (1751–1814) was a key figure on the Green Mountain frontier. In a remarkable Vermont pioneer generation that included such noteworthy leaders as Ethan Allen, Thomas Chittenden, Moses Robinson, Isaac Tichenor, and Stephen Row Bradley, Ira Allen stood out for his extraordinary energy, vision, and accomplishments. He helped create and sustain the independent State of Vermont; held such important state offices as treasurer, surveyor general, and member of the Governor’s Council; published hundreds of pages defending Vermont against a host of internal and external enemies; and represented Vermont in negotiations with the British Empire, other American states, and Congress. As an entrepreneur Allen amassed a Champlain Valley land portfolio of 120,000 acres and dreamed of developing the commercial and industrial potential of northwestern Vermont to establish profitable trade networks with Canada, England, and France. When his financial reach exceeded his grasp in the 1790s, he devised an audacious plan for a French Canadian rebellion against British authority that he hoped would restore his fortunes and turn his dreams into reality. At the end of his life, alone and destitute in Philadelphia, Allen remained true to his revolutionary roots, throwing his support behind an ill-fated filibustering expedition against Mexican control of what two decades later became Texas. J. Kevin Graffagnino’s biography ably details Ira Allen’s extraordinary life. As the first published examination of Allen’s career in nearly a century, this book shines new light on Allen and his prominent role in Vermont’s formative decades.
