Why Populists Win Elections in India, Asia, and Beyond

Populist rule is bad for democracy, yet in country after country, populists are being voted into office. Populism and Patronage shows that the populists such as Indira Gandhi and Narendra Modi win elections when the institutionalized ties between non-populist parties and voters decay. Yet, the explanations for this decay differ across different types of party system. Populism and Patronage focuses on the particular vulnerability of patronage-based party systems to populism. Patronage-based systems are ones in which parties depend on the distribution of patronage through a network of brokers to mobilize voters. Drawing on principal agent theory and social network theory, this book argues that an increase in broker autonomy weakens the ties between patronage parties and voters, making latter available for direct mobilization by populists. Decentralization is thus a major factor behind populist success in patronage democracies. The volume argues that populists exploit the breakdown in national patronage networks by connecting directly with the people through the media and mass rallies, avoiding or minimizing the use of deeply-institutionalized party structures.This book not only reinterprets the recurrent appeal of populism in India, but also offers a more general theory of populist electoral support that is tested using qualitative and quantitative data on cases from across Asia and around the world, including Indonesia, Japan, Venezuela, and Peru.

What does diaspora mean? Until quite recently, the word had a specific and restricted meaning, referring principally to the dispersal and exile of the Jews. But since the 1960s, the term diaspora has proliferated to a remarkable extent, to the point where it is now applied to migrants of almost every kind. This Very Short Introduction explains where the concept of diaspora came from, how its meaning changed over time, why its usage has expanded so dramatically in recent years, and how it can both clarify and distort the nature of migration. Kevin Kenny highlights the strength of diaspora as a mode of explanation, focusing on three key elements--movement, connectivity, and return--and illustrating his argument with examples drawn from Jewish, Armenian, African, Irish, and Asian diasporas. He shows that diaspora is not simply a synonym for the movement of people. Its explanatory power is greatest when people believe that their departure was forced rather than voluntary. Thus diaspora would not really explain most of the Irish migration to America, but it does shed light on the migration compelled by the Great Famine. Why did people argue about curiosity in France, Germany, and elsewhere in Europe between the sixteenth and the eighteenth centuries, so much more than today? Why was curiosity a fashionable topic in early modern conduct manuals, university dissertations, scientific treatises, sermons, newspapers, novellas, plays, operas, ballets, poems, from Corneille to Diderot, from Johann Valentin Andreae to Gottlieb Spizel? Universities, churches, and other institutions invoked curiosity in order to regulate knowledge or behaviour, to establish who should try to know or do what, and under what circumstances. As well as investigating a crucial episode in the history of knowledge, this study makes a distinctive contribution to historiographical debates about the nature of 'concepts'. Curiosity was constantly reshaped by the uses of it. And yet, strangely, however much people contested what curiosity was, they often agreed that what they were disagreeing about was one and the same thing.
