In 1865, the Cleveland Leader boasted that ''an indication of the civilized spirit of the city of Cleveland is found in the fact that colored children attend our schools, colored people are permitted to attend all public lectures and public affairs where the fashion and culture of the city congregate, and nobody is offended.'' Yet, by 1915, the Central Avenue district of town, with its cheap lodging houses, deteriorating homes, and vice, housed a majority of the black population under conditions that were decidedly inferior to those of most of the rest of the city. Tracing the development of Cleveland's black community from its antebellum beginnings to the end of the 1920s, Kenneth Kusmer systematically surveys and analyzes the emergence of the ghetto in the city where, prior to 1870, blacks were ''almost equal'' to whites. This volume deals in a comprehensive way with more aspects of black life - economic, political, social, and cultural - than any previous study of an urban community and presents the most detailed analysis of black occupations available. It is also the first work to make extensive use of manuscript collections of local black leaders and organizations. Of particular value is the comparative framework of the study. Kusmer compares the position of blacks in the social order with that of immigrants and native whites and places the development of the ghetto within the context of urban history. In addition, by contrasting Cleveland with other major cities, such as New York, Chicago, and Boston, Kusmer shows that there were important differences among black communities, especially before 1915, and proves that the causes and effects of the emergence of black ghettos are more complex historical problems than previously recognized. This is a study of how paternal race relations in San Antonio contributed to the rise of accommodation-minded African American leaders whose successful manipulation of the political and ethnic divisions provided goods, services and sustained voting rights during a period when African Americans throughout the South had lost such privileges. The unique demography of Mexican-, German-, Anglo- and African Americans; a service based economy of hotels, restaurants and saloons; and campaigns by white civic leaders to make San Antonio the premier commercial and vacation center of the Southwest nurtured a political machine that intended "to keep blacks in their place". This resulted in an assortment of Jim Crow laws; restrictive employment opportunities; and segregated schools, parks, and municipal services; albeit without mob lynching and racial violence.This paternal brand of racism resulted in the rise of one of the most powerful black political bosses of his time, Charles Bellinger. Challenges fromconservative white reformers and disgruntled black civil rights advocates failed to dislodge the hold Bellinger's machine had on the black community and the city, until the Great Depression. By examining employment, education, politics, and socio-cultural activities that contributed to the city's unique race relations; the study takes a hard look at whether "separate but equal" ever become a reality in San Antonio.

City Choices argues that both economic concerns and political factors can be synthesized in a new framework in city policymaking. This synthesis is based on a systematic empirical study of policymaking in two large cities. Using numerous governmental documents and conducting extensive interviews with local, state, and federal officials, the author examines how the two cities have implemented both federal redistributive and development programs in education and housing. The author uses three models in explaining city choices: "economic constraint"; "clientele participation"; and "institutional diversity" and concludes by offering his "political choice" perspective, which identifies specific sets of local political forces that are likely to alter the city's rational choices in development and redistributive issues.
While most school systems have undergone some formal desegregation to eliminate inequities in access to education, inequities--and discrimination--nonetheless remain. In this study covering 170 major school districts during the years between 1968 and 1984, the authors discuss the remaining obstacles to equal opportunity in education. Clustering of students into separate classes or groups of classes based on perceived learning potential is one form of discrimination that remains; disciplinary policy resulting in suspension or expulsion is the other. Based on their findings, Meier, Stewart, and England argue that the single most important factor in improving the access of black students to equal educational opportunities is having black teachers in the classroom, a goal attainable through use of the political system. No part of the United States was more resistant to the civil rights movement and its pursuit of racial equality than Mississippi. Freedom Is a Constant Struggle explores the civil rights movement in that state to consider its emergence before the 1965 Voting Rights Act and its impact long after. Did the civil rights movement have a lasting impact, and, if so, how did it bring about change? Kenneth T. Andrews is the first scholar to examine not only the history of the movement but its social and political legacy as well. His study demonstrates how during the 1970s and '80s, local movements worked to shape electoral politics, increase access to better public schools, and secure the administration of social welfare to needy African Americans. Freedom Is a Constant Struggle is also the first book of its kind to detail the activities of white supremacists in Mississippi, revealing how white repression and intimidation sparked black activism and simultaneously undermined the movement's ability to achieve far-reaching goals. This book advances the debate about paying "student" athletes in big-time college sports by directly addressing the red-hot role of race in college sports. It concludes by suggesting a remedy to positively transform college sports. Top-tier college sports are extremely profitable. Despite the billions of dollars involved in the amateur sports industrial complex, none winds up in the hands of the athletes. The controversies surrounding whether colleges and universities should pay athletes to compete on these educational institutions' behalf is longstanding and coincides with the rise of the black athlete at predominately white colleges and universities. Pay to Play: Race and the Perils of the College Sports Industrial Complex takes a hard look at historical and contemporary efforts to control sports participation and compensation for black athletes in amateur sports in general, and in big-time college sports programs, in particular. The book begins with background on the history of amateur athletics in America, including the forced separation of black and white athletes. Subsequent sections examine subjects such as the integration of college sports and the use of black athletes to sell everything from fast food to shoes, and argue that college athletes must receive adequate compensation for their labor. Manhood Enslaved reconstructs the lives of three male captives to bring greater intellectual and historical clarity to the muted lives of enslaved peoples in eighteenth- and early nineteenth-century central New Jersey, where blacks were held in bondage for nearly two centuries. The book contributes to an evolving body of historical scholarship arguing that the lives of bondpeople in America were shaped not only by the powerful forces of racial oppression, but also by their own notions of gender. The book uses previously understudied, white-authored, nineteenth-century literature about central New Jersey slaves as a point of departure. Reading beyond the racist assumptions of the authors, it contends that the precarious day-to-day existence of the three protagonists -- Yombo Melick, Dick Melick, and Quamino Buccau (Smock) -- provides revealing evidence about the various elements of "slave manhood" that gave real meaning to their oppressed lives. In 2020 these facts have been completely reversed. Democratization is a sociopolitical process and the society that may grow out of it where people make decisions on matters affecting them. It is an unending struggle to win such rights and power, to hold and to extend them. The contending classes are essentially the poor and weak majority of the people and the elite of wealth, status, and power. This book begins with the study of politics in democratic Athens 508-322 BCE, and how it revolved around the divisions between an uneducated poor majority of citizens and a small, wealthy elite. All citizens were deemed equally capable of holding political office, and life in democratic Athens was itself an education through the wide political experience a citizen necessarily acquired. The second study is of Britain’s centuries long and profoundly incomplete democratization, polarizing usually the urban poor, unequally against the Grandees, the oligarchy, and subsequent elites. A third exemplifier is South Africa, beginning in the 1970s-80s when two big processes were going on simultaneously: an external armed struggle led by the African National Congress (ANC), and a path-breaking domestic democratization represented by the United Democratic Front and the trade unions. The democratization that emerges here is a matter of aspiration and impulse by determined men and women, which fail more often than they succeed, yet appear again in other times and places. Two main models of democracy are in contention. A representative from revolving around free elections, in which competing elites "get themselves elected" utilizing their wealth and celebrity. The liberal form achieved preeminence in Britain and the United States over some 150 years, but is now under serious threat from its own dysfunctionalities and the alienation of its citizens from its institutions and their elitist, self-serving values. And there is the participatory model, now being approached again since the mid-1970s in many places, from Portugal, Poland and Czechoslovakia, to South Africa, Tunisia, Egypt, and Iceland. Many such impulses will fail, but they offer hope, and on the record, immense satisfaction to their participants.
