Dolpo is a culturally Tibetan enclave in one of Nepal's most remote regions. The Dolpo-pa, or people of Dolpo, share language, religious and cultural practices, history, and a way of life. Agro-pastoralists who live in some of the highest villages in the world, the Dolpo-pa wrest survival from this inhospitable landscape through a creative combination of farming, animal husbandry, and trade. High Frontiers is an ethnography and ecological history of Dolpo tracing the dramatic transformations in the region's socioeconomic patterns. Once these traders passed freely between Tibet and Nepal with their caravans of yak to exchange salt and grains; they relied on winter pastures in Tibet to maintain their herds. After 1959, China assumed full control over Tibet and the border was closed, restricting livestock migrations and sharply curtailing trade. At the same time, increasing supplies of Indian salt reduced the value of Tibetan salt, undermining Dolpo's economic niche. Dolpo's agro-pastoralists were forced to reinvent their lives by changing their migration patterns, adopting new economic partnerships, and adapting to external agents of change. The region has been transformed as a result of the creation of Nepal's largest national park, the making of Himalaya, a major motion picture filmed on location, the increasing presence of nongovernmental organizations, and a booming trade in medicinal products. High Frontiers examines these transformations at the local level and speculates on the future of pastoralism in this region and across the Himalayas.

For the past 2 decades, the People's Republic of China (PRC) has made great gains in national development and economic growth and now stands as one of the most important states on the world scene. It is extremely important for U.S. policymakers to have a contextual understanding of what shapes Chinese thought and behavior thus driving Chinese political, economic, and military imperatives. With much of the American public accepting the "China Threat" theory, it is critical that the United States recognize the role of strategic culture in shaping China's domestic and external policies. This paper illustrates the key characteristics of Chinese strategic culture-philosophy, history, and domestic factors that, to a remarkable extent, structure the strategic objectives of China's formal foreign policy and explain how Chinese strategic interests are defined by modern Chinese pragmatic nationalism, its drive for modernization, and the desire for China to have a more prominent role in the Asian and world communities. A concluding analysis of the implications of Chinese strategic culture offer recommendations for U.S. national security policy.

An insightful look into the central role of religious community in the largest contemporary wave of new immigrants to New York Chinatown yet God in Chinatown is a path breaking study of the largest contemporary wave of new immigrants to Chinatown. Since the 1980s, tens of thousands of mostly rural Chinese have migrated from Fuzhou, on China’s southeastern coast, to New York’s Chinatown. Like the Cantonese who comprised the previous wave of migrants, the Fuzhou have brought with them their religious beliefs, practices, and local deities. In recent years these immigrants have established numerous specifically Fuzhounese religious communities, ranging from Buddhist, Daoist, and Chinese popular religion to Protestant and Catholic Christianity. This ethnographic study examines the central role of these religious communities in the immigrant incorporation process in Chinatown’s highly stratified ethnic enclave, as well as the transnational networks established between religious communities in New York and China. The author’s knowledge of Chinese coupled with his extensive fieldwork in both China and New York enable him to illuminate how these networks transmit religious and social dynamics to the United States, as well as how these new American institutions influence religious and social relations in the religious revival sweeping southeastern China. God in Chinatown is the first study to bring to light religion's significant role in the Fuzhounese immigrants’ dramatic transformation of the face of New York’s Chinatown.

By the time of Barack Obama's inauguration as the 44th president of the United States, he had already developed an ambitious foreign policy vision. By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise. In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O’Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened. Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness. On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests. The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.
