As the Commander of U.S. Central Command, General Frank McKenzie oversaw some of the most important — and controversial operations in modern U.S. military history. He had direct operational responsibility for the strikes on Qassem Soleimani and two successive leaders of ISIS, the many months of deterrence operations against Iran and its proxies, and the methodical drawdown in Iraq. He directed the noncombatant evacuation operation in Afghanistan, and our final withdrawal from that tortured country. The Melting Point has three themes. The first one is the importance of the primacy of civilian control of the military. It has become a widely perceived truth that this control has been eroded over the past few years. General McKenzie doesn’t believe that to be the case, and he speaks with some authority on the matter arguing that the civ-mil relationship isn’t perfect or frictionless, but it doesn’t have to be, and probably shouldn’t be. It is, however, more durable than many believe, and is supported and embraced by the military to a degree that some critics do not choose to recognize. The second theme is the uniqueness of being a combatant commander. Combatant commanders participate in the development of policy, although as junior partners. They are also responsible for the execution of policy once civilian leaders have formulated their decision, a unique position, and very different than the role of a service chief, or even the Chairman of the Joint Chiefs of Staff. None of these officers are in the chain of command, and they have no ultimate, mortal responsibility or authority for execution. Only the combatant commander stands astride the boundary of decision-making and execution. Finally, the third theme that McKenzie argues is that leaders matter, and the decisions they make have a profound effect on what happens on the battlefield. McKenzie provides an honest assessment of his time in command—describing decisions that were sound, as well as some outcomes he wishes were different. He offers a vivid portrait of leadership in action in one of the most volatile regions of the world.
Techniques of solid state nuclear magnetic resonance (NMR) spectroscopy are constantly being extended to a more diverse range of materials, pressing into service an ever-expanding range of nuclides including some previously considered too intractable to provide usable results. At the same time, new developments in both hardware and software are being introduced and refined. This book covers the most important of these new developments. With sections addressed to non-specialist researchers (providing accessible answers to the most common questions about the theory and practice of NMR asked by novices) as well as a more specialised and up-to-date treatment of the most important areas of inorganic materials research to which NMR has application, this book should be useful to NMR users whatever their level of expertise and whatever inorganic materials they wish to study.
This textbook explains sedimentological processes via the fundamental physics that underlies the actual mechanisms involved. Demonstrates the applicability of fundamental principles, such as Newton's Three Laws of Motion, the Law of Conservation of Energy, the First and Second Laws of Thermodynamics, and of other physical relations in hydraulics and groundwater hydrology by discussions of natural processes which form sediments and sedimentary rocks. In this second edition several chapters have been updated and amended to reflect progress in the field
This is an analysis of the complex links between Black America and Africa in the period of 1880 to 1945. It examines an extended white attempt to pattern politics and education in colonial Africa upon the example of the U.S. South. This export of United States race relations to Africa was resisted by Black intellectuals in the United States and many of the early nationalists in Africa. At another level, the study offers an original account of the parallel and related development of the education systems of the U.S. South and Kenya, revealing in both spheres the essentially political nature of African and Black American education. Through extensive research in Black colleges, philanthropic foundations, and Christian missions, a wealth of new material has been collated also on early pan-African politicians, Black missionaries to Africa, and African students in the United States.
This book examines some of the major challenges faced by African education by placing them in two important contexts. First, it explores how new economic dynamics, linked to globalisation, impact upon educational priorities and possibilities. Second, it stresses the need to locate educational policies and practices alongside approaches in other sectors. This leads to an analysis of the intersections between education, training and enterprise development. Through detailed examinations of recent policies and practices in Ghana, Kenya and South Africa, the book shows how different national approaches emerge in spite of apparent convergences in donor agency policy and international policy discourses. Aimed at policy makers and practitioners as well as academics, the book outlines a series of theoretical, policy and practical challenges for the future of African education and its broader role in development.
This new selection of the letters of Jane Welsh Carlyle presents a complete view of a remarkable Victorian woman, with a wide circle of friends, who enjoyed the company of distinguished thinkers, writers, politicians, feminists, eccentrics and radicals. This edition draws on many remarkable letters and papers not published before, in which she created a memorable epistolary voice - shrewd, vigorous, ironic, observant, humorous and passionate. Previous selections have often tamely followed the semi-mythical version of her life first given by Carlyle’s biographer, James Anthony Froude, showing her as the victimized angel in distress. This new selection gives a rounded picture of her complex character, showing her as a tormented yet forceful woman who was a strong personality in her own right. She now emerges as a self-conscious artist, adept at constructing images of herself that were designed to appeal to her particular correspondents. The account is written with close attention to Jane Carlyle's long-running jealousy of Lady Harriet Ashburton; and fresh letters include many to her mother and her vital response to her passionate lover or admirer Charlotte Cushman. Each letter is a tightly controlled performance, which justifies Thomas Carlyle’s belief that her letters equal and surpass whatever of best I know to exist in that kind.
Perhaps once in a generation it is possible for a historian to reinterpret the long sweep of an area and a period in our history. K. Ross Toole has chosen Montana for this purpose, and the brilliant success of his achievement must be apparent to all who read these pages. He has consciously avoided a systematic presentation of the history of this "uncommon land," Instead, he has chosen to put the great and many of the smaller but significant episodes of a century and a half into new perspective. The record, in its colorful and romantic aspects, stretches from the days of Lewis and Clark; and in its more recent aspects, from the subjugation of the Indian to the predominance of big mining and timber enterprises. The resulting portrait is sharply drawn by a man who knows not only how to interpret the remote and recent past but how to write with great effect. Montana is best remembered by most Americans as the state in which the Indian played his last dramatic role with the annihilation of General George Armstrong Custer. But it was also the area in which the fur trade had its roots; where the sheepherders and the cattlemen vied with each other for the right to graze the land; where the "honyockers" tried-and often failed to master the land and the seasons; where copper interests have played a powerful role in politics and in the lives of the people; and where, only recently, the oil industry has followed the boom-and-bust cycle so well known in the state. This story of Montana points up particularly the position which is and has been occupied by the state in relation to the nation as a whole.

Jerusalem—one of the most contested sites in the world. Reconstructing Jerusalem takes readers back to a pivotal moment in its history when it lay ruined and abandoned and the glory of its ancient kings, David and Solomon, had faded. Why did this city not share the same fate as so many other conquered cities, destroyed and forever abandoned, never to be rebuilt? Why did Jerusalem, disgraced and humiliated, not suffer the fate of Babylon, Nineveh, or Persepolis? Reconstructing Jerusalem explores the interrelationship of the physical and intellectual processes leading to Jerusalem’s restoration after its destruction in 587 B.C.E., stressing its symbolic importance and the power of the prophetic perspective in the preservation of the Judean nation and the critical transition from Yahwism to Judaism. Through texts and artifacts, including a unique, comprehensive investigation of the archaeological evidence, a startling story emerges: the visions of a small group of prophets not only inspired the rebuilding of a desolate city but also of a dispersed people. Archaeological, historical, and literary analysis converge to reveal the powerful elements of the story, a story of dispersion and destruction but also of re-creation and revitalization, a story about how compelling visions can change the fate of a people and the course of human history, a story of a community reborn to a barren city.
An examination of corporate privacy management in the United States, Germany, Spain, France, and the United Kingdom, identifying international best practices and making policy recommendations. Barely a week goes by without a new privacy revelation or scandal. Whether by hackers or spy agencies or social networks, violations of our personal information have shaken entire industries, corroded relations among nations, and bred distrust between democratic governments and their citizens. Polls reflect this concern, and show majorities for more, broader, and stricter regulation—to put more laws “on the books.” But there was scant evidence of how well tighter regulation actually worked “on the ground” in changing corporate (or government) behavior—until now. This intensive five-nation study goes inside corporations to examine how the people charged with protecting privacy actually do their work, and what kinds of regulation effectively shape their behavior. And the research yields a surprising result. The countries with more ambiguous regulation—Germany and the United States—had the strongest corporate privacy management practices, despite very different cultural and legal environments. The more rule-bound countries—like France and Spain—trended instead toward compliance processes, not embedded privacy practices. At a crucial time, when Big Data and the Internet of Things are snowballing, Privacy on the Ground helpfully searches out the best practices by corporations, provides guidance to policymakers, and offers important lessons for everyone concerned with privacy, now and in the future.
