While most school systems have undergone some formal desegregation to eliminate inequities in access to education, inequities--and discrimination--nonetheless remain. In this study covering 170 major school districts during the years between 1968 and 1984, the authors discuss the remaining obstacles to equal opportunity in education. Clustering of students into separate classes or groups of classes based on perceived learning potential is one form of discrimination that remains; disciplinary policy resulting in suspension or expulsion is the other. Based on their findings, Meier, Stewart, and England argue that the single most important factor in improving the access of black students to equal educational opportunities is having black teachers in the classroom, a goal attainable through use of the political system. City Choices argues that both economic concerns and political factors can be synthesized in a new framework in city policymaking. This synthesis is based on a systematic empirical study of policymaking in two large cities. Using numerous governmental documents and conducting extensive interviews with local, state, and federal officials, the author examines how the two cities have implemented both federal redistributive and development programs in education and housing. The author uses three models in explaining city choices: "economic constraint"; "clientele participation"; and "institutional diversity" and concludes by offering his "political choice" perspective, which identifies specific sets of local political forces that are likely to alter the city's rational choices in development and redistributive issues.

Liberia was founded by the American Colonization Society (ACS) in the 1820s as an African refuge for free blacks and liberated American slaves. While interest in African migration waned after the Civil War, it roared back in the late nineteenth century with the rise of Jim Crow segregation and disfranchisement throughout the South. The back-to-Africa movement held great new appeal to the South's most marginalized citizens, rural African Americans. Nowhere was this interest in Liberia emigration greater than in Arkansas. More emigrants to Liberia left from Arkansas than any other state in the 1880s and 1890s. In Journey of Hope, Kenneth C. Barnes explains why so many black Arkansas sharecroppers dreamed of Africa and how their dreams of Liberia differed from the reality. This rich narrative also examines the role of poor black farmers in the creation of a black nationalist identity and the importance of the symbolism of an ancestral continent. Based on letters to the ACS and interviews of descendants of the emigrants in war-torn Liberia, this study captures the life of black sharecroppers in the late 1800s and their dreams of escaping to Africa.

From the summer of 1972 through 1975, Kenneth Wooden visited correctional facilities in thirty states where juveniles between the ages of five and sixteen were being held. During his research he uncovered an astoundingly high incidence of emotional and physical abuse, torture, and commercial exploitation of the children by their keepers, individuals who received public funds to care for them. After observing the brutal treatment of these youths, a significant number of whom were not criminals but runaways or mentally disabled, Wooden described the conditions in which these children lived in Weeping in the Playtime of Others.
