Allan Flanders was one of the leading British industrial relations academics and his ideas exerted a major influence on government labor policy in the 1960s and 1970s. But as well as being an Oxford academic with a strong interest in theory and labor reform, he was also a lifelong political activist. Originally trained in German revolutionary ethical socialism in the early 1930s, he was the founder and joint editor of Socialist Commentary, the leading outlet for ‘revisionist’ social democratic thinking in Britain in the 1950s and 1960s. He was also the leading figure in the influential 1950s ‘think tank’ Socialist Union and played a key part in the bitter factional struggles inside the Labour Party. The main argument of the book is that Flanders’ ethical socialist ideas constituted both his strength and his weakness. Their rigor, clarity and sweep enabled him to exert a major influence over government attempts to negotiate labor reforms with the trade unions. Yet he proved unable to explain the failure of the reforms amidst rising levels of industrial conflict, as his intellectual rigor turned into ideological rigidity. The failure of negotiated reform led to Margaret Thatcher’s neo-liberal assault on trade union power in the 1980s.

On an MTV special aired in 2000, young interviewees were asked to confess the worse thing they were ever told during a romantic breakup. One person tearfully responded "that I suck in bed. " More recently, an acquaintance of mine admitted to his new girlfriend that he "has a mean streak. " She decided not to date him after that. Another memorable and painful example of openness occurred years ago when I served as a member of a suicide intervention team. I was called to a very disturbing scene in an upscale neighborhood to console a woman who was threaten ing to take her life on the lawn in front of her children. Her husband had just confessed his long-term affair to her that morning and she felt that her world was coming apart. Fortunately, she did not take her life but was left with the humiliation of haVing her neighbors know about her private troubles. The question these examples bring to mind is, "Why do people so often reveal potentially stigmatizing personal information to others?" The reader probably has an intuitive answer to this question already. It can seem like such a burden-even torture-to keep secrets from other people. Hiding such things as feelings of discontent from a boyfriend or girlfriend, violations of the law from close friends, and indiscretions from employers can be alienating. People want others to know them; therefore they often end up disclosing self-incriminating information.

As the morning sunlight crept over the limestone walls of Jerusalem’s old city, two young Americans flagged down a bus and got on. It was 6:45 am, February 25, 1996—an otherwise ordinary Sunday in Israel. Sara Duker and Matthew Eisenfeld settled into their seats as the door closed on Jerusalem’s Number 18 bus which would take them across the spine of this ancient city of hills. On this day, they had risen earlier than normal in the hope of touring an archaeological site. After a few more stops, their bus turned on Jerusalem’s Jaffa Road and rolled up a slight hill and stopped again. A young man, who seemed to be a student and was carrying a black duffle bag, got on. No one paid much attention to him, witnesses said later. Students carrying duffle bags or backpacks are a common sight in Jerusalem. But this man was no student. He took a seat. After several more stops, he stood and pushed a button attached to his duffle bag—and set off a huge bomb. Sara and Matthew died in the explosion. So did 24 others, along with the bomber. Their grieving families of the Americans set out to get answers and justice. So begins the story of “The Bus on Jaffa Road.” The narrative weaves from the streets of Jerusalem to a West Bank refugee camp to the White House, the Congress and a U.S. courtroom where the victims’ families filed a lawsuit against Iran for financing the bombing—then to a prison in the Negev desert in Israel where the author confronts the man who build the bomb on the Jaffa Road bus. It is a story that prefigures many of the difficulties of America’s “war on terrorism” and reminds us of the intractable nature of the Israeli-Palestinian conflict that continues to this day.

Over the past fifty years, American criminal justice policy has had a nearly singular focus – the relentless pursuit of punishment. Punishment is intuitive, proactive, logical, and simple. But the problem is that despite all of the appeal, logic, and common sense, punishment doesn't work. The majority of crimes committed in the United States are by people who have been through the criminal justice system before, many on multiple occasions. There are two issues that are the primary focus of this book. The first is developing a better approach than simple punishment to actually address crime-related circumstances, deficits and disorders, in order to change offender behavior, reduce recidivism, victimization and cost. And the second issue is how do we do a better job of determining who should be diverted and who should be criminally prosecuted. From Retribution to Public Safety develops a strategy for informed decision making regarding criminal prosecution and diversion. The authors develop procedures for panels of clinical experts to provide prosecutors with recommendations about diversion and intervention. This requires a substantial shift in criminal procedure as well as major reform to the public health system, both of which are discussed in detail. Rather than ask how much punishment is necessary the authors look at how we can best reduce recidivism. In doing so they develop a roadmap to fix a fundamentally flawed system that is wasting massive amounts of public resources to not reducing crime or recidivism.
