Recent events involving Boko Haram, Al-Shabab and Al Qaeda show that the terrorist threat to the UK is as grave as at any point in the past thirteen years. Interpol have the resources and experience to build a platform and the UK must take the lead in bringing others to the table. However, ensuring public safety cannot be the sole purview of the counterterrorism command and the security service, it is a responsibility in which all UK citizens and companies take a share. Stopping British men and women going to become foreign fighters, in Syria and other theatres of conflict, and engaging with them when they return is vital to avoid endangering the security of the UK. Whether in classrooms, local community centres, or through the global reach of the internet and social media, a clear message needs to be sent to those at risk. The agencies are at the cutting edge of sophistication and are owed an equally refined system of democratic scrutiny. It is an embarrassing indictment of our system that some in the media felt compelled to publish leaked information to ensure that matters were heard in Parliament. The Intelligence and Security Committee should be given a democratic mandate in the same way as other Select Committees

In a brief report, the Home Affairs Committee highlights areas of concern in the supply of Tasers to police forces in England and Wales including the issue of having a monopoly distributor of Tasers. This monopoly supplier had their authority revoked after one of the directors of the company gave an 'unauthorised' Taser to police for use in the hunt for Raoul Moat. Following the revocation of the authority, the Home Affairs Committee held an urgent evidence session in response to suggestions that some police forces were due to run out of Taser stock. During the course of the evidence session, the Committee discovered that a new company had been awarded the authority to supply Tasers to police forces in England and Wales. The Committee expressed concern over a number of issues, including: that police forces in England and Wales were close to running out of Taser cartridges following the revocation of the authority of the original company; that there appeared to be widespread confusion about the parameters of the authority to supply Tasers. Not only did the company distribute an ’unauthorised' Taser to Northumbria Police, it had previously sold the same make of Taser to the National Police Improvement Agency; that the new holder of the authority to supply Tasers to police forces in England and Wales is extensively linked to the former distributor, the new company consisting of more or less identical personnel operating in the same premises with a near-duplicate website and also concern about the adequacy of a monopoly supplier business model in police procurement and urges the Home Office to examine other options in order to encourage competition and ensure that potential monopoly profits are not given to a particular company or group of individuals.

Originally published in 1985, this new edition includes an introduction by political scientist Peter Stone.

This volume deals with English Puritan book printing and publishing in the Netherlands, especially in the cities of Amsterdam and Leiden, in the early seventeenth century. Because of censorship in England, many Puritans had to go abroad to have their books printed. Once produced by Dutch presses, the books were shipped, or smuggled, back to England. The book centers on a body of about 350 Puritanical books, mostly in the English language, printed in the Dutch Republic by Puritan printers in exile or by sympathetic Dutch printers. The book examines the chain of authors, printers, publishers, financial backers, smugglers, and booksellers involved. Zealous Puritan believers participated at each stage. This book is important for studying the relationship between Dutch printing and Puritan activities in Britain.

Originally published in 1993, this was the first systematic attempt to understand the criminalization of Black people without resorting to either crude state conspiracy theories or pathological portrayals of Black communities. Instead, the author places police/Black conflict in a geographical and historical context. A rigorous analysis of recent riots in London, informed by theoretical debates at the time, allowed Keith to demonstrate that both the riots and subsequent popular and official analysis had determined policies which had heightened the criminalization of the Black community. The ethnographic study of police/Black antagonism in three key areas of London highlights a police force struggling with an historical legacy that transcends the actions of particular officers. This book demonstrates that meaningful understanding of contemporary policing depends on situating ethnographic accounts firmly within the social and political context in which the police are forced to operate. It will be of great value to students of sociology, race relations, social geography, criminology and politics, as well as to professionals in the race relations field and the police service. Stigma is one of the major barriers to care for people with mental health and related disorders. Stigma includes negative beliefs about and hostile perceptions towards others, shame and self-stigma, discriminatory practices in hiring, promotion and recognition of people who suffer from mental health challenges, and structural and organizational policies and processes that result in inequalities for people who have mental health challenges. Stigma has been recognized as a significant factor in the well-being of people with mental health and related problems and can be more debilitating than the direct effects of mental health problems themselves. The Mental Health Commission of Canada (MHCC) was established to conduct policy reviews and to promote initiatives related to mental health. The Opening Minds program of the MHCC is the largest systematic effort in Canadian history to reduce stigma related to mental illnesses. The program has adopted the systematic development, evaluation and deployment of targeted programs based on theories of change, best practices and available research evidence as a model for stigma reduction. The Stigma of Mental Illness is an important vehicle to communicate conceptual issues in the field of stigma reduction, to document the work done to date within the MHCC Opening Minds program, and to offer practical strategies to broaden the scope and utility of the work for different contexts, cultures, and countries. This volume will be a global interest, given the growing importance of stigma reduction related to mental disorders and related problems.

The concept of police and crime commissioners is still very much on probation. Some Commissioners have fallen well short of the public's expectations and urgent reforms are needed to ensure that this concept does not put at risk public trust and engagement in the police, the very objectives for which PCCs were brought in. New Commissioners should have a transition period of one month between election and taking office. The hiring of deputies and the decision to remove chief constables are critical decisions for local communities and it is vital that the amount of the scrutiny applied to commissioners by police and crime panels increases. Panels' powers must be strengthened and extended to ensure that any decision to remove a chief constable is the right one for the public. Only this will provide full public confidence. Deputies should not be cronies that are given their job on the basis of nepotism. Panels should have the power of veto over the appointment of a deputy commissioner, where they have not stood for election alongside the commissioner. By electing Deputies on the same ticket we ensure that the public will be able to have their say on someone who often acts with the powers of the Commissioner. Though good working relationships between chief constables and PCCs are welcomed, the arrangement should never be too cosy. The setting of targets by PCCs must not promote the manipulation of crime figures and all PCCs should review their auditing arrangements immediately
