This book explores the powers, activities, and accountability of MI5 from the end of the Second World War to 1964. It argues that MI5 acted with neither statutory authority nor statutory powers, and with no obvious forms of statutory accountability. It was established as a counter-espionage agency, yet was beset by espionage scandals on a frequency that suggested if not high levels of incompetence, then high levels of distraction and the squandering of resources. The book addresses the evolution of MI5's mandate after the Second World War which set out its role and functions, and to a limited extent the lines of accountability, the surveillance targets of MI5 and the surveillance methods that it used for this purpose, with a focus in two chapters on MPs and lawyers respectively; the purposes for which this information was used, principally to exclude people from certain forms of employment; and the accountability of MI5 or the lack thereof for the way in which it discharged its responsibilities under the mandate. As lawyers the authors' concern is to consider these questions within the context of the rule of law, one of the core principles of the British constitution, the values of which it was the duty of the Security Service to uphold. Based on extensive archival research, it suggests that MI5 operated without legal authority or exceeded the legal authority it did have.
2016 is the 150th Anniversary of the first Chinese Government approved visit to England, by the learned Manchu BinChun. The book draws on the diaries of those involved, the Government papers and also newspaper reports from the time to follow his route and bring into sharper focus some of the famous people that he met. The British Government's aims were broadly to try and support the Qing Government as it tried to modernise and thus help it preserve its independence and also to create a future market for British trade. Politically it was a failure, but perhaps BinChun's importance is that he was a pioneer of public diplomacy, and it is these lessons that are most relevant to us today as we once again seek to engage with China.

The first book to recount the stories of every single Allied serviceman (including more than a hundred and fifty American aircrew) helped by one of the major escape lines of World War Two, complete with details of their helpers. Escape lines – which should more properly be called evasion lines – can be described as organisations that helped stranded servicemen make their way from enemy occupied territories back to friendly territory. Of the three major escape lines running through France during the Second World War – the Pat O’Leary line, which covered most of the country, the Comete line, which ran from Holland and Belgium through France to the Pyrenees, and Bourgogne – Bourgogne (aka Burgundy) is the least well known. Escape lines are a largely unrecognised, or at least often overlooked, episode of the Second World War. For those who were involved – the helpers (mostly French, Belgian and Dutch civilians) – or who benefitted from them (mostly British, Commonwealth and American servicemen) this was a personal war, which was, and remains, almost unknown to the outside world, despite the tragic loss of so many of those concerned. To the families of the servicemen saved, it must have seemed like a miracle to have their loved ones returned safely to them. For the helpers and their families who were caught, it often meant death. This comprehensive study, some 480 pages, is based around contemporary reports and documentation, as well as extensive personal research by the author and others. It describes the evasions of the more than three hundred Allied servicemen helped by the Burgundy line, together with details and the eventual fates of many hundreds of their helpers. They came from Burgundywill appeal to those interested in history, specifically Second World War escape and evasion.
Lost in the Stars is a biographical study of Alexander William Roberts, a Free Church of Scotland missionary educator who in 1883 was posted to the Lovedale Institution at Alice, South Africa. Inspired by the night sky of the southern hemisphere, Roberts became a leading observer of variable stars and an early contributor to the theory of close interacting binary stars. He actively promoted the development of colonial scientific culture and was elected president of the South African Association for the Advancement of Science in 1913. His teaching career at Lovedale fostered a commitment to the interests of his African students and their communities. In 1920 Roberts was appointed to the South African senate to represent “native” Africans; he also served as senior member of the Native Affairs Commission. Despite his liberal instincts he acquiesced to the movement toward racial segregation as advanced in the Natives (Urban Areas) and Native Administration Acts. Roberts nonetheless militated against the erosion of the Cape non-racial franchise rights; he resigned from the Native Affairs Commission just as the all-white parliament was poised to remove Africans from the common voters’ roll. His engagement with the politics of race interfered with Roberts’s astronomical research. Although he published nearly one hundred papers in scientific journals most of his observational data remained unknown until the Boyden Observatory’s Roberts archive was digitized in 2006. His influence as a mission educator also has been little known, although among his pupils were journalist and academic D.D.T. Jabavu, the physician James Moroka, and Swazi king Sobhuza I.

This study of the way in which political parties are funded examines in detail the corporate funding of the Conservative Party and trade union funding of the Labour Party. In so doing the author considers the legal implications of this activity. The election expenditures of the parties come under scrutiny, as does the role of the state in contributing to their financial well-being. The concluding chapters consider arguments for more extensive public funding of the political parties - as proposed by both the Houghton Committee in 1976 and the Hansard Society in 1981. In considering this issue the author draws heavily on Swedish experience, and throughout the book reference is made, where appropriate, to developments in other jurisdictions, including the United States, Canada and West Germany.
