From the Balkans to the Congo

Two previous RAND volumes addressed the roles of the United States and the United Nations in nation-building, defined as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. This volume presents six case studies of recent European-led nation-building missions: Albania, Sierra Leone, Macedonia, Ctte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. It also reviews the Australian assistance mission to the Solomon Islands. Using quantitative and qualitative measures to compare inputs (such military levels, economic assistance and duration) and outcomes (such as levels of security, economic growth, refugee return, and democracy), the analysis concludes that these European-led missions have been competently managed and, within their sometimes quite limited scope, generally successful. Most helped achieve sustained peace, gross domestic product growth, and representative government. The EU has a wide array of civil competencies for nation-building, but it is sometimes slow to deploy them in support of its military operations, particularly when these are conducted far from Europe. The UN offers the most cost-effective means to address most postconflict stabilization requirements and NATO the better framework for large-scale force projection in cases in which the United States is ready to participate. But the EU now offers European governments a viable alternative to both these organizations in cases in which European interests are high, U.S. interests are low, and the UN is, for some reason, unsuitable or unavailable.

Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

This guidebook covers the northern stages of the Pennine Bridleway, through Lancashire, Yorkshire and Cumbria, a dedicated and waymarked mountain biking and horse-riding trail that opened in 2011. Using part of the Mary Towneley Loop, the route is described for mountain bikers from Summit, just outside Rochdale all the way to Ravenstonedale in Cumbria, in about 176km. 11 circular day mountain bike routes are included for those who do not wish to ride the whole route as a linear trail. It splits the main bridleway into rides of 8 - 16 miles in length. A grand total of 384km of trail are covered, mapped using OS map extracts and illustrated with profiles, photographed and described in enough detail to suit all levels of navigational ability. Appendices also offer information on local facilities, accommodation, bike shops and other useful contacts for planning your days out or longer trip along the Bridleway, and information provided before each route description includes distance, ascent, grading, estimated time and percentage of route off-road, as well as maps needed and pubs and cafes en route.
