Budgeting for the federal government is an enormously complex process. It entails dozens of subprocesses, countless rules and procedures, the efforts of tens of thousands of staff persons in the executive and legislative branches, and the active participation of the President, congressional leaders, Members of Congress, and members of the executive branch. This analysis shows the various elements of the federal budget process including the President's budget submission, framework, timetable, the budget resolution, reconciliation, the "Byrd Rule," appropriations, authorizations, and budget execution. Congress is distinguished from nearly every other legislature in the world by the control it exercises over fashioning the government's budgetary policies. This power, referred to as "the power of the purse," ensures Congress' primary role in setting revenue and borrowing policies for the federal government and in determining how these resources are spent. The congressional power of the purse derives from several key provisions in the Constitution. Article I, Section 8, Clause 1 (Power to tax and spend) declares in part that Congress shall have the power to raise (that is, "to lay and collect") revenues of various types, including taxes and duties, among other things. Article I, Section 8, Clause 2 (Borrowing power) declares that the power to borrow funds "on the credit of the United States" belongs to Congress. In addition to its powers regarding revenues and borrowing, Congress exerts control over the expenditure of funds. Article I, Section 9, Clause 7 declares in part that funds can be withdrawn from the Treasury only pursuant to laws that make appropriations. Under the Constitution, revenue measures must originate in the House of Representatives. Beyond this requirement, however, the Constitution does not prescribe how the House and Senate should organize themselves, or the procedures they should use, to conduct budgeting. Over the years, however, both chambers have developed an extensive set of rules (some set forth in statute) and precedents that lay out complicated, multiple processes for making budgetary decisions. The House and Senate have also created an intricate committee system to support these processes. As American society has grown and become ever more complex, and as the role of the federal government in the national economy has steadily expanded, Congress also has increasingly shared power over budgetary matters with the president and the executive branch. It has refashioned the president’s role in budgeting by requiring him to submit to Congress each year a budget for the entire federal government and giving him responsibilities for monitoring agencies’ implementation of spending and revenue laws. Having been in the sport himself, beginning at age 17, when he entered Marine Corps boot camp, and ending after seven years, fought as a professional, he is afforded a closer more intimate look into the boxers lives. In "Sonny Liston's Eyes," the reader is taken into the Underworld of the sport when a writer interviews an ex-mobster-who is dying of lung cancer-and claims to have killed Sonny Liston, as well as JFK and Martin Luthur King Jr. He tells an incredible story but backs it up by saying he has absolutely verifiable evidence that he will produce for the writer. In "Frankenstein" we see why a young amateur boxer should have picked boxing over football. He has little say in the matter though as his father and uncle have trained him his entire life for football and it, along with the other stories, will keep you glued to the page.

An accessible account of the role of the modern university in the creation of economics During the late nineteenth century concerns about international commercial rivalry were often expressed in terms of national provision for training and education, and the role of universities in such provision. It was in this context that the modern university discipline of economics emerged. The first undergraduate economics program was inaugurated in Cambridge in 1903; but this was merely a starting point. Constructing Economic Science charts the path through commercial education to the discipline of economics and the creation of an economics curriculum that could then be replicated around the world. Rather than describing this transition epistemologically, as a process of theoretical creation, Keith Tribe shows how the new "science" of economics was primarily an institutional creation of the modern university. He demonstrates how finance, student numbers, curricula, teaching, new media, the demands of employment, and more broadly, the international perception that industrializing economies required a technically-skilled workforce, all played their part in shaping economics as we know it today. This study explains the conditions originally shaping the science of economics, providing in turn a foundation for an understanding of the way in which this new language transformed public policy.

North of Athabasca not only includes the extensively annotated texts of eleven North West Company documents but Keith's introductory essay amplifies what is known about the context of the fur trade. His biographical notes provide personal details about the proprietors and clerks involved in the fur trade as well as the engagés and aboriginal trading leaders. A sketch of the trading activities of every Native mentioned in the journals is included. Engagés are shown to be more than labouring drones - Keith demonstrates that men such as Jean-Baptiste LaPrise were as important in furthering the interests of the North West Company north of Athabasca as any of the clerks or proprietors who kept the accounts and wrote the journals included here. The journals, often in fractured English or colloquial Canadian French, and incorporating aboriginal terminology, make intriguing reading. A glossary is provided to assist with some of the more arcane terms. North of Athabasca fills an important void in the literature on this period and region. Readers interested in fur trade history as well as students of exploration, genealogy, ethnography, and Native studies will find this a welcome addition to the literature on a fascinating topic.
