Since 1984, wildland fires have burned 850+ homes each year & the number of homes at risk is growing. The primary responsibility for ensuring that preventive steps are taken to protect homes lies with homeowners & state & local gov'ts., not the fed. gov't. The ability to communicate among all parties fighting a fire -- known as interoperability -- is essential, but is hampered because different public safety agencies operate on different radio frequencies or use incompatible communications equip. This report assesses: measures that can help protect structures from wildland fires, factors affecting use of protective measures, & the role technology plays in improving firefighting agencies' ability to communicate during wildland fires. In Sept. & Oct. 2001, letters laced with Bacillus anthracis (anthrax) spores were sent through the mail to two U.S. Senators & to members of the media. These letters led to the first U.S. cases of anthrax disease related to bioterrorism. In all, 22 individuals, in 4 states & Wash., D.C., contracted anthrax disease; 5 died. This report describes & assesses federal agencies' activities to detect anthrax in postal facilities, assess the results of agencies' testing, & assess whether agencies' detection activities were valid. Due to concerns about bioterrorism and the potential for anthrax attacks, the GAO was asked to audit controls over public sales of excess DoD biol'l. equip. (BE) and chem. and biological protective clothing (CBPC) that could be used to produce and disseminate biol'l. warfare agents (BWA). GAO found that many items needed to establish a lab for making BWA were being sold on the Internet to the public from DoD's excess property inventory for pennies on the dollar, making them both easy and economical to obtain. It determined: the extent to which DoD is selling BE and CBPC that can be used to make and disseminate BWA; and whether existing Fed. regulations and guidance in DoD policies and procedures address the risk of public sales of these items.
