This book examines the complexities of the relationship between policing and mental health – in Australia especially – including the circumstances that lead to police use of force, and the ways in which news media typically report deaths resulting from police contact with people in mental health crisis. When a vulnerable member of society is killed by the police, it is only natural that questions are asked about the behaviour and actions of those involved. Police are, after all, meant to be the ‘protectors of society’. By virtue of these circumstances, fatal encounters between police and mentally ill individuals in crisis often attract heightened media and legal attention, as well as public debate. Drawing together research interviews and extensive case study analysis, the book explores the conditions for the production of this news media coverage, the ways in which it can shape public perceptions of police-involved mental health crisis interventions, and the potential impacts on those involved in and affected by such events. The implications for police agencies are also considered in the context of how they respond to vulnerable people in the community, while being in the media spotlight. In the past fifteen years, Brazil has made great strides in increasing its population's access to early child education, with both preschool and creche enrollment increasing by over fifty percent. Education programs for young children have consistently been shown to have long-term positive effects on life outcomes of participants. In Brazil, these programs have demonstrated positive impacts on, for example, income, length of schooling, and test scores. However, the quality of pre-schools and creches is essential in achieving these improvements, and even in capital cities, very few centers are rated as high-quality centers. Representation of the poorest and most vulnerable children among those attending pre-school and creche still lags considerably behind that of more privileged children, although poorer children stand to gain the most from early child education programs. Additionally, large rural-urban and regional disparities exist. This book details the literature on the effects of early child education and the importance of quality, and gives a comprehensive view of the quality, regional, and socioeconomic gaps in early child education in Brazil. It further examines existing public and private initiatives in Brazil, and discusses how they can be leveraged to effectively and efficiently provide quality pre-school and creche care. A central aim of the book is to provide policymakers with specific recommendations of policies to improve the quality and equity of the early child education experience in Brazil. Given the difficulty in reaching children in remote areas and the need to expand coverage to the poorest segments of the population, Brazil will need to be strategic in how and where it invests. It should target new centers and allocate existing spaces to the poorest people and areas. Municipal policymakers should allocate public spaces in a transparent manner, provide guidelines to institutions, and monitor them. Teachers need guidance on the best activities to use, to improve child outcomes. The use of participatory budgeting could potentially improve access and equity by involving the poor directly in the budgeting process. Increased cross-sectoral coordination could improve child welfare in cost-effective ways, and public-private partnerships could stretch existing resources further and expand coverage more quickly.

This book constitutes a counternarrative to Shenandoah National Park official history, using 300 letters in park archives written by families who were displaced upon the creation of the national park, authorized by Congress in 1926. Using this significant, newly catalogued corpus of letters, Powell reveals the many facets of the poor, disadvantaged writers, who took up letter writing to address the powerful park bureaucracy, despite their educational disadvantages. They wrote to resist the rhetorics used to describe them and created their own representations through their letters.

In this book, Powell examines the ways that identities are constructed in displacement narratives based on cases of eminent domain, natural disaster, and civil unrest, attending specifically to the rhetorical strategies employed as barriers and boundaries intersect with individual lives. She provides a unique method to understand how the displaced move within accepted and subversive discourses, and how representation is a crucial component of that movement. In addition, Powell shows how notions of human rights and the "public good" are often at odds with individual well-being and result in intriguing intersections between discourses of power and discourses of identity. Given the ever-increasing numbers of displaced persons across the globe, and the "layers of displacement" experienced by many, this study sheds light on the resources of rhetoric as means of survival and resistance during the globally common experience of displacement.

In Challenging the One Best System, a team of leading education scholars offers a rich comparative analysis of the set of urban education governance reforms collectively known as the “portfolio management model.” They investigate the degree to which this model—a system of schools operating under different types of governance and with different degrees of autonomy—challenges the standard structure of district governance famously characterized by David Tyack as “the one best system.” The authors examine the design and enactment of the portfolio management model in three major cities: New Orleans, Los Angeles, and Denver. They identify the five interlocking mechanisms at the core of the model—planning and oversight, choice, autonomy, human capital, and school supports—and show how these are implemented differently in each city. Using rich qualitative data from extensive interviews, the authors trace the internal tensions and tradeoffs that characterize these systems and highlight the influence of historical and contextual factors as well. Most importantly, they question whether the portfolio management model represents a fundamental restructuring of education governance or more incremental change, and whether it points in the direction of meaningful improvement in school practices. As tourists increasingly moved across the United States in the late nineteenth and early twentieth centuries, a surprising number of communities looked to capitalize on the histories of Native American people to create tourist attractions. Nineteenth-century Sierra Leone presented a unique situation historically as the focal point of early abolitionist efforts, settlement within West Africa by westernized Africans, and a rapid demographic increase through the judicial emancipation of Liberated Africans. Within this complex and often volatile environment, the voices and experiences of children have been difficult to trace and to follow. Enslaved children historically are a challenging narrative to highlight due to their comparative vulnerability. This book offers newly transcribed data and fills in a lacuna in the scholarship of early Sierra Leone and the Atlantic world. It presents a narrative of children as they experienced a set of circumstances which were unique and important to abolitionist historiography, and demonstrates how each element of that situation arose by analyzing the rich documentary evidence. By presenting the data as well as the individuals whose lives were affected by the mission schools (both as teacher or pupil) this study has sought to be as complete as possible. Underlying the more academic tone is a recognition of the individual humanity of both teachers and students whose lives together shaped this early phase in the history of Sierra Leone. The missionaries who created the documents from which this study arises all died in Sierra Leone after having profound impacts on the lives of many hundreds of pupils. Their students went on to become important historical figures both locally and throughout West Africa. Not all rose to prominence, and the book reconstructs the lives of pupils who became local tradespeople in addition to those who had a greater social stature. This book attempts to offer analysis without forgetting the fundamental human trajectories which this material encompasses.
In this ambitious project, historian Katrina Thompson examines the conceptualization and staging of race through the performance, sometimes coerced, of black dance from the slave ship to the minstrel stage. Drawing on a rich variety of sources, Thompson explicates how black musical performance was used by white Europeans and Americans to justify enslavement, perpetuate the existing racial hierarchy, and mask the brutality of the domestic slave trade. Whether on slave ships, at the auction block, or on plantations, whites often used coerced performances to oppress and demean the enslaved. As Thompson shows, however, blacks' "backstage" use of musical performance often served quite a different purpose. Through creolization and other means, enslaved people preserved some native musical and dance traditions and invented or adopted new traditions that built community and even aided rebellion. Thompson shows how these traditions evolved into nineteenth-century minstrelsy and, ultimately, raises the question of whether today's mass media performances and depictions of African Americans are so very far removed from their troublesome roots.

Low-income and marginalized urban communities often suffer disproportionate exposure to environmental hazards, leaving residents vulnerable to associated health problems. Community groups, academics, environmental justice advocates, government agencies, and others have worked to address these issues, building coalitions at the local level to change the policies and systems that create environmental health inequities. In Bridging Silos, Katrina Smith Korfmacher examines ways that communities can collaborate across systems and sectors to address environmental health disparities, with in-depth studies of three efforts to address long-standing environmental health issues: childhood lead poisoning in Rochester, New York; unhealthy built environments in Duluth, Minnesota; and pollution related to commercial ports and international trade in Southern California. All three efforts were locally initiated, driven by local stakeholders, and each addressed issues long known to the community by reframing an old problem in a new way. These local efforts leveraged resources to impact community change by focusing on inequities in environmental health, bringing diverse kinds of knowledge to bear, and forging new connections among existing community, academic, and government groups.
