Against the backdrop of nineteenth-century Oaxaca City, Kathryn Sloan analyzes rapto trials--cases of abduction and/or seduction of a minor--to gain insight beyond the actual crime and into the reality that testimonies by parents, their children, and witnesses reveal about courtship practices, generational conflict, the negotiation of honor, and the relationship between the state and its working-class citizens in post colonial Mexico. Unlike the colonial era where paternal rule was absolute, Sloan found that the state began to usurp parental authority in the home with the introduction of liberal reform laws. As these laws began to shape the terms of civil marriage, the courtroom played a more significant role in the resolution of familial power struggles and the restoration of family honor in rapto cases. Youths could now exert a measure of independence by asserting their rights to marry whom they wished. In examining these growing rifts between the liberal state and familial order within its lower order citizens, Sloan highlights the role that youths and the working class played in refashioning systems of marriage, honor, sexuality, parental authority, and filial obedience.

Muslim enclaves within non-Islamic polities are commonly believed to have been beleaguered communities undergoing relentless cultural and religious decline. Cut off from the Islamic world, these Muslim groups, it is assumed, passively yielded to political, social, and economic forces of assimilation and acculturation before finally accepting Christian dogma. Kathryn A. Miller radically reconceptualizes what she calls the exclave experience of medieval Muslim minorities. By focusing on the legal scholars (faqihs) of fifteenth-century Aragonese Muslim communities and translating little-known and newly discovered texts, she unearths a sustained effort to connect with Muslim coreligionaries and preserve practice and belief in the face of Christian influences. Devoted to securing and disseminating Islamic knowledge, these local authorities intervened in Christian courts on behalf of Muslims, provided Arabic translations, and taught and advised other Muslims. Miller follows the activities of the faqihs, their dialogue with Islamic authorities in nearby Muslim polities, their engagement with Islamic texts, and their pursuit of traditional ideals of faith. This book explores the role of the teacher in dual language bilingual education (DLBE) implementation in a time of nationwide program expansion, in large part due to new and unprecedented top-down initiatives at state and district level. The book provides case studies of DLBE teachers who: (a) implemented the DLBE model with fidelity; (b) struggled to implement the DLBE model; and (c) adapted the DLBE model to meet the needs of their local classroom context. When recipients cannot absorb the aid and attention they are offered, the common response is “capacity building”—as if the source of the problem is the recipient’s implementation capacity. In this report, Robert D. Lamb and Kathryn Mixon present the results of their research on the sources of absorptive capacity. They find that this sort of “blaming the victim” mentality, while common, is not always justified. While it is true that many aid recipients do not have adequate capacity for implementation, it is equally true that many aid programs are designed and implemented without an adequate appreciation of local desires, resources, capabilities, and challenges. Absorptive capacity, in other words, is a byproduct of the donor-recipient relationship. The authors present a new framework for measuring absorptive capacity. Recent Spanish novels by Carme Riera, Dulce Chacon, Javier Cercas, Ray Loriga, Lucia Etxebarria, and Jose Angel Manas (published from 1995 to 2008) particularly highlight the tension that exists between historical memory and urban youth culture. The novels discussed in this study reconfigure the individual's relationship to narrative, history, and reality through their varied interpretations of Spanish history with its common threads of national and personal violence. In these books, culture acts as mediator between the individual and the rapidly changing dynamic of contemporary society. The authors experiment with the novel form to challenge fundamental concepts of identity when the narrative acknowledges more than one way of reading and understanding history, violence, and reality. In Spain today, questions of historical accuracy in all foundational fictions--such as the Inquisition, the Spanish Civil War, or globalization--collide with the urgency to modernize. The result is a clash between regional and global identities. Seemingly disparate works of historical fiction and Generation X narrative prove similar in the way they deal with history, reality, and the delicate relationship between writer and reader.

Mexico City became one of the centers of architectural modernism in the Americas in the first half of the twentieth century. Invigorated by insights drawn from the first published histories of Mexican colonial architecture, which suggested that Mexico possessed a distinctive architecture and culture, beginning in the 1920s a new generation of architects created profoundly visual modern buildings intended to convey Mexico's unique cultural character. By midcentury these architects and their students had rewritten the country's architectural history and transformed the capital into a metropolis where new buildings that evoked pre-conquest, colonial, and International Style architecture coexisted. Through an exploration of schools, a university campus, a government ministry, a workers' park, and houses for Diego Rivera and Luis Barragan, Kathryn O'Rourke offers a new interpretation of modern architecture in the Mexican capital, showing close links between design, evolving understandings of national architectural history, folk art, and social reform. This book demonstrates why creating a distinctively Mexican architecture captivated architects whose work was formally dissimilar, and how that concern became central to the profession.
El Paso's African American community can trace its origins back to the 16th century, when the black Moor known as Esteban roamed the southwest and, more significantly, those Africans in the party of conquistador Juan de Oñate crossed the Rio Grande in 1598. The modern El Paso African American community began to take shape in the 1880s, as the railroad industry, military establishment, and agricultural community all had black Americans in their ranks. Black leaders and their followers established a school and founded several significant black churches. Texas's first state branch of the National Association for the Advancement of Colored People is recorded to have been formed in El Paso; the first major court cases that challenged the all-white Democratic primary came from this city; the Texas Western College basketball team won the NCAA championship in 1966 with five starting black players; and today, the city is inhabited by black military retirees, entrepreneurs, educators, and other professionals (each with vibrant and socially conscious organizations), making it a progressive model of community development.

Political party leaders in the U.S. House of Representatives command greater loyalty than ever from fellow party members in roll call votes, campaign contributions, and partisan speeches. In return, leaders reward compliant members with opportunities to promote constituent interests and to advance their own political careers. Denial of such privileges as retribution against those who don’t fully support the party agenda may significantly damage a member’s prospects. Kathryn Pearson examines the disciplinary measures that party leaders in the U.S. House of Representatives employ to exact such loyalty, as well as the consequences for a democratic legislature. Drawing upon data from 1987–2010, Pearson identifies the conditions under which party leaders opt to prioritize policy control and those which induce them to prioritize majority control. She then assesses the ways in which these choices affect, on one hand, the party’s ability to achieve its goals, and on the other hand, rank-and-file members’ ability to represent their constituents. Astute party leaders recognize the need for balance, as voters could oust representatives who repeatedly support the party’s agenda over their constituents’ concerns, thereby jeopardizing the number of seats their party holds. In her conclusion, Pearson discusses the consequences of party discipline such as legislative gridlock, stalled bills, and proposals banned from the agenda. Although party discipline is likely to remain strong as citizens become more cognizant of enforced party loyalty, their increasing dissatisfaction with Congress may spur change.
