The uneasy relationship between the arts, US art museums, and the federal government has not been thoroughly explored by scholars. This book focuses on the development of “national diplomacy exhibitions” during World War II and the early Cold War and explains how the War provided the government with an impetus to create a national arts policy. It discusses how national diplomacy exhibitions on US soil were deployed as persuasive tools to influence public opinion, to reconcile discrepancies between high art and democracy, and to resolve America’s lagging art status and difficulties with “the foreign.” The type of soft diplomacy that art museums provide by initiating national diplomacy exhibitions has not received emphasis in the scholarly community and art museums have essentially been ignored in cultural studies of the early Cold War. Scholarly analysis of museum exhibitions in the last quarter of the 20th century is now a popular topic, but investigations of exhibitions between 1939-1960 have been thin. By scrutinizing major exhibitions during those formative years this book takes a new perspective and examines the foundational development of the so-called “blockbuster” exhibition stimulated by World War II. They reveal the dynamics at work between multiple factions in the state: former Rebels, Unionists, Governor William G. Brownlow, and the U.S. Army officers responsible for ushering Tennessee back into the Union. The pardons also illuminate the reality of the politically and emotionally charged post–Civil War environment, where everyone—from wealthy elites to impoverished sharecroppers—who had fought, supported, or expressed sympathy for the Confederacy was required by law to sue for pardon to reclaim certain privileges. All such requests arrived at the desk of President Andrew Johnson, who ultimately determined which petitioners regained the right to vote, hold office, practice law, operate a business, and buy and sell land. Those individuals filing petitions experienced Reconstruction in personal and profound ways. Supplicants wrote and circulated their exoneration documents among loyalist neighbors, friends, and Union officers to obtain favorable endorsements that might persuade Brownlow and Johnson to grant pardon. Former Rebels relayed narratives about the motivating factors compelling them to side with the Confederacy, chronicled their actions during the war, expressed repentance, and pledged allegiance to the United States government and the Constitution. Although not required, many petitioners even sought recommendations from their former wartime foes. The pardoning of former Confederates proved a collaborative process in which neighbors, acquaintances, and erstwhile enemies lodged formal pleas to grant or deny clemency from state and federal officials. Indeed, as Rebel Salvation reveals, the long road to peace began here in the newly reunited communities of postwar Tennessee.

A concise and highly readable study of women’s influence on a crucial era in American political and cultural history. Kathleen Kennedy’s unique study explores the arrests, trials, and defenses of women charged under the Wartime Emergency Laws passed soon after the US entered World War I. These women, often members of the political left, whose anti-war or pro-labor activity brought them to the attention of federal officials, made up ten percent of the approximately two thousand Federal Espionage cases. Their trials became important arenas in which women’s relationships and obligations to national security were contested and defined. Anti-radical politics raised questions about the state’s role in defining motherhood and social reproduction. Kennedy shows that state authorities often defined women’s subversion as a violation of their maternal roles. Yet, with the exception of Kate Richards O’Hare, the women charged with sedition did not define their political behavior within the terms set by maternalism. Instead, they used liberal arguments of equality, justice, and democratic citizenship to argue for their right to speak frankly about American policy. Such claims, while often in opposition to strategies outlined by their defense teams, helped form the framework for modern arguments made in defense of civil liberties.
