At the UN Climate Negotiations in Copenhagen, 117 heads of state concluded that low-carbon development is necessary in order to combat climate change. However, they could not agree on emission targets. At least one of the reasons why they could not agree is that low-carbon development is challenging because it requires the implementation of a portfolio of policies and programs. This book examines one the policies at the heart of attempts to create a low-carbon future: the European Emission Trading Scheme. It explores problems surrounding the implementation of such schemes, including the role of vested interests, the impact of subtle design details, and opportunities to attract long-term investments. It also shows how international climate cooperation can be designed to support the domestic implementation of policies for low-carbon development. This timely analysis of carbon pricing contains important lessons for all those concerned with the development of post-Copenhagen climate policy.
This volume examines how international cooperation can support implementation of domestic climate policies in developing countries. Six case studies explore the domestic drivers and barriers for policies with climate (co-)benefits in developing countries and show that international support can help to overcome these constraints by providing additional resources for incremental policy costs, technical assistance, and technology cooperation to build local capacity. Cooperation can also contribute to robust institutional frameworks and government policies that facilitate increased private sector investment, which supports low-carbon production and consumption. Any such cooperation has to be anchored in domestic initiatives - building on stakeholder support for policies with climate co-benefits. The studies also examines the important role played by policy indicators in successful policy implementation and how they can be linked to international incentive schemes. The contributions in this volume examine cases from institutional and national perspectives from across the globe and find that, with common but differentiated responsibility for climate policy, developed countries have to contribute more towards technological and financial support in developing countries.
The EU emissions trading scheme is the largest emissions control scheme in the world, capping almost half of European CO2 emissions. As the scheme emerges from its pilot phase, this special issue of Climate Policy journal analyses the lessons learned from the last two years and their implications for phase II.The volume presents some of the key analyses that helped inform the European Commission's decisions on national allocation plans, with research ranging from detailed country-by-country comparisons to more generic analysis that puts forward the case for harmonization. Challenging calls to seperate electricity from other sectors, a macroeconomic study suggests that the biggest efficiency gains come from inter-sectoral trading, even more than international trading. Empirical papers, which look at the expected scarcity of allowances in the market and merge models for the power and non-power sectors to project emissions and contrast these to the aggregate allocation volume, are complemented by two numerical simulations of trade and distributional effects, estimating the efficiency gains of the EU ETS in phase I and assessing allocation and distribution effects in the RGGI context.

How well do our assumptions about the global challenges of energy, environment and economic development fit the facts? Energy prices have varied hugely between countries and over time, yet the share of national income spent on energy has remained surprisingly constant. The foundational theories of economic growth account for only about half the growth observed in practice. Despite escalating warnings for more than two decades about the planetary risks of rising greenhouse gas emissions, most governments have seemed powerless to change course.
