Historically, men have been more likely to be appointed to governing cabinets, but gendered patterns of appointment vary cross-nationally, and women's inclusion in cabinets has grown significantly over time. This book breaks new theoretical ground by conceiving of cabinet formation as a gendered, iterative process governed by rules that empower and constrain presidents and prime ministers in the criteria they use to make appointments. Political actors use their agency to interpret and exploit ambiguity in rules to deviate from past practices of appointing mostly men. When they do so, they create different opportunities for men and women to be selected, explaining why some democracies have appointed more women to cabinet than others. Importantly, this dynamic produces new rules about women's inclusion and, as this book explains, the emergence of a concrete floor, defined as a minimum number of women who must be appointed to a cabinet to ensure its legitimacy. Can music be political? Germans have long claimed the symphony as a pillar of their modern national culture. By 1900, the critical discourse on music, particularly symphonies, rose to such prominence as to command front-page news. With the embrace of the Great War, the humiliation of defeat, and the ensuing economic turmoil, music evolved from the most abstract to the most political of the arts. Even Goebbels saw the symphony as a tool of propaganda. More than composers or musicians, critics were responsible for this politicization of music, aspiring to change how music was heard and understood. Once hailed as a source of individual heroism, the symphony came to serve a communal vision. Karen Painter examines the politicization of musical listening in Germany and Austria, showing how nationalism, anti-Semitism, liberalism, and socialism profoundly affected the experience of serious music. Her analysis draws on a vast collection of writings on the symphony, particularly those of Mahler and Bruckner, to offer compelling evidence that music can and did serve ideological ends. When Franklin Roosevelt was elected president in 1932, Atlanta had the South's largest population of college-educated African Americans. The dictates of Jim Crow meant that these men and women were almost entirely excluded from public life, but as Karen Ferguson demonstrates, Roosevelt's New Deal opened unprecedented opportunities for black Atlantans struggling to achieve full citizenship. Black reformers, often working within federal agencies as social workers and administrators, saw the inclusion of African Americans in New Deal social welfare programs as a chance to prepare black Atlantans to take their rightful place in the political and social mainstream. They also worked to build a constituency they could mobilize for civil rights, in the process facilitating a shift from elite reform to the mass mobilization that marked the postwar black freedom struggle. Although these reformers' efforts were an essential prelude to civil rights activism, Ferguson argues that they also had lasting negative repercussions, embedded as they were in the politics of respectability. By attempting to impose bourgeois behavioral standards on the black community, elite reformers stratified it into those they determined deserving to participate in federal social welfare programs and those they consigned to remain at the margins of civic life.
