When Franklin Roosevelt was elected president in 1932, Atlanta had the South's largest population of college-educated African Americans. The dictates of Jim Crow meant that these men and women were almost entirely excluded from public life, but as Karen Ferguson demonstrates, Roosevelt's New Deal opened unprecedented opportunities for black Atlantans struggling to achieve full citizenship. Black reformers, often working within federal agencies as social workers and administrators, saw the inclusion of African Americans in New Deal social welfare programs as a chance to prepare black Atlantans to take their rightful place in the political and social mainstream. They also worked to build a constituency they could mobilize for civil rights, in the process facilitating a shift from elite reform to the mass mobilization that marked the postwar black freedom struggle. Although these reformers' efforts were an essential prelude to civil rights activism, Ferguson argues that they also had lasting negative repercussions, embedded as they were in the politics of respectability. By attempting to impose bourgeois behavioral standards on the black community, elite reformers stratified it into those they determined deserving to participate in federal social welfare programs and those they consigned to remain at the margins of civic life.

While great strides have been made in documenting discrimination against women in America, our awareness of discrimination is due in large part to the efforts of a feminist movement dominated by middle-class white women, and is skewed to their experiences. Yet discrimination against racial ethnic women is in fact dramatically different--more complex and more widespread--and without a window into the lives of racial ethnic women our understanding of the full extent of discrimination against all women in America will be woefully inadequate. Now, in this illuminating volume, Karen Anderson offers the first book to examine the lives of women in the three main ethnic groups in the United States--Native American, Mexican American, and African American women--revealing the many ways in which these groups have suffered oppression, and the profound effects it has had on their lives. And even though Mexican-American women have in many instances achieved a measure of economic success, in their families they are still subject to constraints on their social and political autonomy at the hands of their husbands. And finally, Anderson cites a wealth of evidence to demonstrate that, in the years since World War II, African-American women have experienced dramatic changes in their social positions and political roles, and that the migration to large urban areas in the North simply heightened the conflict between homemaker and breadwinner already thrust upon them. Changing Woman provides the first history of women within each racial ethnic group, tracing the meager progress they have made right up to the present. Indeed, Anderson concludes that while white middle-class women have made strides toward liberation from male domination, women of color have not yet found, in feminism, any political remedy to their problems.

Most people assume that racism grows from a perception of human difference: the fact of race gives rise to the practice of racism. Sociologist Karen E. Fields and historian Barbara J. In Managing Inequality, Karen R. Miller examines the formulation, uses, and growing political importance of northern racial liberalism in Detroit between the two World Wars. In the wake of the Civil War, many white northern leaders supported race-neutral laws and anti-discrimination statutes. These positions helped amplify the distinctions they drew between their political economic system, which they saw as forward-thinking in its promotion of free market capitalism, and the now vanquished southern system, which had been built on slavery. But this interest in legal race neutrality should not be mistaken for an effort to integrate northern African Americans into the state or society on an equal footing with whites. During the Great Migration, which brought tens of thousands of African Americans into Northern cities after World War I, white northern leaders faced new challenges from both white and African American activists and were pushed to manage race relations in a more formalized and proactive manner. The result was northern racial liberalism: the idea that all Americans, regardless of race, should be politically equal, but that the state cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. Miller argues that racial inequality was built into the liberal state at its inception, rather than produced by antagonists of liberalism. Managing Inequality shows that our current racial system—where race neutral language coincides with extreme racial inequalities that appear natural rather than political—has a history that is deeply embedded in contemporary governmental systems and political economies.

At first glance, the Ford Foundation and the black power movement would make an unlikely partnership. After the Second World War, the renowned Foundation was the largest philanthropic organization in the United States and was dedicated to projects of liberal reform. Black power ideology, which promoted self-determination over color-blind assimilation, was often characterized as radical and divisive. But Foundation president McGeorge Bundy chose to engage rather than confront black power's challenge to racial liberalism through an ambitious, long-term strategy to foster the "social development" of racial minorities. The Ford Foundation not only bankrolled but originated many of the black power era's hallmark legacies: community control of public schools, ghetto-based economic development initiatives, and race-specific arts and cultural organizations. In Top Down, Karen Ferguson explores the consequences of this counterintuitive and unequal relationship between the liberal establishment and black activists and their ideas. In essence, the white liberal effort to reforge a national consensus on race had the effect of remaking racial liberalism from the top down—a domestication of black power ideology that still flourishes in current racial politics.
