This book is about the administrative procedures of the European Union, which we see as the 'super glue' holding in place the sprawling structures of the EU governance system. The early chapters deal with the structures expansively defined, the diverse functions of administrative procedures in the EU and the values that underpin them, concentrating on the respective contributions of the legislature and administration. A separate chapter deals with the important procedural function of rights protection through the two Community Courts and the contribution of the European Ombudsman. We then turn to 'horizontal' or general procedures, dealing with executive law-making, transparency and the regulation of government contracting. A study of Commission enforcement procedure ends the section. The book is based on my lecture notes "Infinite dimensional Morse theory and its applications", 1985, Montreal, and one semester of graduate lectures delivered at the University of Wisconsin, Madison, 1987. Since the aim of this monograph is to give a unified account of the topics in critical point theory, a considerable amount of new materials has been added. Some of them have never been published previously. The book is of interest both to researchers following the development of new results, and to people seeking an introduction into this theory. Reaction Kinetics and the Development and Operation of Catalytic Processes is a trendsetter. Although it is widely recognized that friction, wear and lubrication are linked together in a single interdisciplinary complex of scientific learning and technological practice, fragmented and specialized approaches still predominate. In this book, the authors examine lubrication from an interdisciplinary viewpoint. They demonstrate that once the treatment of lubrication is released from the confines of the fluid film concept, this interdisciplinary approach comes into full play. Tribological behavior in relation to lubrication is then examined from two major points of view: one is mechanical, not only with respect to the properties and behavior of the lubricant but also of the surfaces being lubricated. The other is chemical and encompasses the chemistry of the lubricant, the surfaces and the ambient surroundings. It is in the emphasis on the interaction of the basic mechanical and chemical processes in lubrication that this book differs from conventional treatments.
