Fort DuPont is named in honor of Rear Adm. Samuel Francis Du Pont and located on the Reeden Point tract, land initially granted to Henry Ward in 1675. Fort DuPont originated during the Civil War as a heavily armed earthwork fortification. In 1864, Sgt. Bishop Crumrine wrote, "these guns command the channel and could blow to atoms any vessel rash enough to attempt to pass." In the decades to follow, the battery at Delaware City was gradually modernized into a formidable military post that remained active through World War II. Declared surplus, the site reopened in 1948 as the Governor Bacon Health Center. By 1996, over 300 acres were reestablished as Fort DuPont State Park.

Infibulation is the most extreme form of female circumcision. It plays an important role in the Islamic societies of northeastern Africa. Until now, the social significance and function of this practice has been poorly understood. This has been no less true of Western commentators who have condemned the practice than of relevant governments that have attempted to curb it. In Infibulation, Esther K. Hicks analyzes female circumcision as a cultural trait embedded in a historically traditional milieu and shows why it cannot be treated in isolation as a single issue destined for elimination. In its brief history it has been recognized as a pioneering piece of research with enormous consequences. As Hicks demonstrates, much of the popular resistance to official efforts to eradicate infibulation has actually come from women. Circumcision constitutes a rite of passage for female children. It initiates them into womanhood and makes them eligible for marriage. Often, this is the only positive status position available to women in traditional Islamic societies. Hicks points out that although female circumcision predates the introduction of Islam into the region, the religious culture has successfully codified infibulation into the structural nexus of marriage, family, and social honor at all socioeconomic levels.

The ever-increasing release of harmful agents due to human activities have led in some areas of the world to heavy pollution. In order to protect human health and the environment, environmental standards that shall limit the release and the concentration of those toxic agents in the environment and hence the exposure to it have to be established. The related assessment and decision-making procedures have to be based on solid scientific data about the effects and mechanisms of these agents as well as on ethical, social and economic aspects. For risk evaluation, the knowledge of the dose response curve is an essential prerequisite. Dose responses without a threshold dose are most critical in this connection. Such dose responses are assumed for mutagenic and carcinogenic effects, which, therefore, dominate also the discussion in this book. In the environmentally important low dose range, risk estimation can only be achieved by extrapolation from higher doses with measurable effects. The extrapolation is accompanied with uncertainties which makes risk evaluation as well as risk communication frequently problematic. In order to ensure rational efficient and fair decisions beyond a sound scientific assessment the dialogue between disciplines, with the affected people and with the general public is necessary. In this book, the whole range of relevant and essential aspects of risk evaluation and standard setting is addressed. Starting with the ethical foundations, the sound analysis of recent scientific findings sets the frame for further reflections by theory of cognition, psychosocial sciences, and jurisprudence. The authors end up with concluding recommendations for coping with the recent problems of standard setting in the field of environmentally relevant low doses. Any concentration of a substance measured in a living or non-living system results from its distribution among all of the environmental compartments: air, water, sediments, and biota. The transfer of a substance from one compartment to another is regulated by physical forces and the chemical properties of the substance and also those of the compartments. When transfer processes are nearly constant in time, a substance will achieve predictable equilibria distributions. It is of utmost importance that students, environmental scientists, and policymakers understand the basic processes which control the distribution of a substance in order to interpret measurements obtained from within a limited number of compartments.

This is an exploration in world history that examines complex and intriguing questions concerning the origins of the first truly global economy, centered in Europe, which served in turn as a solid basis for the later emergence of the modern world system. Professor Smith first examines the remarkable progress achieved by many cultures around the world, achievements that for some time far exceeded anything then found in Europe. The study then probes beyond "traditionalism" as a sufficient explanation of the inability of these societies to maintain the economic momentum that had begun so auspiciously and carefully examines the experience of European societies by way of comparison, finding that remarkably similar processes tended to unfold at first: regions of Europe that made the earliest gains in material progress were, like other parts of the world, unable to sustain these advances. Still, in some parts of Europe–particularly the Netherlands and England–a new alignment of social forces was yielding the social system that would eventually evolve into capitalism. This breakthrough allowed for continued dynamic material progress, particularly for the English. Able to establish an unprecedented commercial dominance in vast reaches of the world, the British found themselves at the hub of a new world economy much more complex than any earlier intercultural commercial system. The book delineates the systemic roles assumed by the various regions of the world and by European merchant capital and explains the tensions within this system that ensured its continued dynamism and eventual transformation into the current world economic system. Creating a World Economy combines an epic sweep with a mastery of historical detail and is sure to stimulate discussion among sociologists and historians interested in questions of a global nature.
