In Constitutional Revolutions Robert Justin Lipkin radically rethinks modern constitutional jurisprudence, challenging the traditional view of constitutional change as solely an extension or transformation of prior law. He instead argues for the idea of “constitutional revolutions”—landmark decisions that are revolutionary because they are not generated from legal precedent and because they occur when the Constitution fails to provide effective procedures for accommodating a needed change. According to Lipkin, U.S. constitutional law is driven by these revolutionary judgments that translate political and cultural attitudes into formal judicial decisions. Drawing on ethical theory, philosophy of science, and constitutional theory, Lipkin provides a progressive, postmodern, and pragmatic theory of constitutional law that justifies the critical role played by the judiciary in American democracy. Judicial review, he claims, operates as a mechanism to allow “second thought,” or principled reflection, on the values of the wider culture. Without this revolutionary function, American democracy would be left without an effective institutional means to formulate the community’s considered judgments about good government and individual rights. Although judicial review is not the only forum for protecting this dimension of constitutional democracy, Lipkin maintains that we would be wise not to abandon judicial review unless a viable alternative emerges. Using a massive collection of Congressional texts and innovative experiments and methods, the book shows how legislators create an impression of influence through credit claiming messages. Anticipating constituents' reactions, legislators claim credit for programs that elicit a positive response, making constituents believe their legislator is effectively representing their district. This spurs legislators to create and defend projects popular with their constituents. Yet legislators claim credit for much more—they announce projects long before they begin, deceptively imply they deserve credit for expenditures they had little role in securing, and boast about minuscule projects. Unfortunately, legislators get away with seeking credit broadly because constituents evaluate the actions that are reported, rather than the size of the expenditures. The Impression of Influence raises critical questions about how citizens hold their political representatives accountable and when deception is allowable in a democracy.

This is the fifth volume of Dr. Justin Glenn’s comprehensive history that traces the “Presidential line” of the Washingtons. Volume One began with the immigrant John Washington, who settled in Westmoreland Co., Va., in 1657, married Anne Pope, and became the great-grandfather of President George Washington. It continued the record of their descendants for a total of seven generations. Volume Two highlighted notable family members in the next eight generations of John and Anne Washington’s descendants, including such luminaries as General George S. Patton, the author Shelby Foote, and the actor Lee Marvin. Volume Three traced the ancestry of the early Virginia members of this “Presidential Branch” back in time to the aristocracy and nobility of England and continental Europe. Volume Four resumed the family history where Volume One ended, and it contained Generation Eight of the immigrant John Washington’s descendants. Volume Five now presents Generation Nine, including more than 10,000 descendants. Future volumes will trace generations ten through fifteen, making a total of over 63,000 descendants. Although structured in a genealogical format for the sake of clarity, this is no bare bones genealogy but a true family history with over 1,200 detailed biographical narratives. These in turn strive to convey the greatness of the family that produced not only The Father of His Country but many others, great and humble, who struggled to build that country. Scholars of legislative politics often note the many differences between the British House of Commons and the United States House of Representatives. These include differences in party strength, members' partisan loyalty on votes, and general institutional structure. Because of these differences, scholars have rarely compared these chambers directly. This Element aims to do precisely that. The authors point out the many similar motivations of members in both chambers, and leverage these similar motivations to theorize that member ideology, as well as how party agenda interact to produce party disloyalty. Using data on legislative voting following changes in agenda control, the authors demonstrate that ideological extremists in both the US and UK use party disloyalty to connect with ideologically extreme constituents. The similarities in patterns across these chambers suggest that legislative scholars have much to gain by considering the commonalities across American and British politics, and in general, by thinking more frequently about US legislative politics in a comparative context.
