This book presents research findings about school-level and district-level practices and successful strategies employed in mathematics education by highly effective schools that serve high-poverty communities. It includes both the theory and practice of creating highly effective schools in these communities. In 2002 nine schools were selected in a national competition to participate in the Hewlett-Packard High Achieving Grant Initiative. As part of this Initiative, these schools participated in the research study this book reports. The study employed both qualitative and quantitative methodologies to examine school- and classroom-level factors that contributed to high achievement, particularly in mathematics. The goals of the study were twofold: 1) to investigate the salient characteristics of the highly effective schools in which the research was conducted, and 2) to explore participating teachers’ conceptions and practices about mathematics curriculum, instruction, and assessment. The schools described have much to teach about creating powerful learning environments that empower all students to learn challenging mathematics. Given the pressures of the accountability measures of the No Child Left Behind legislation, this book is extremely timely for those seeking school models that serve high-poverty communities and have demonstrated high performance on high-stakes examinations and other assessments. Mathematics Education at Highly Effective Schools That Serve the Poor: Strategies for Change is particularly relevant for teacher educators, researchers, teachers, and graduate students in the fields of mathematics education and school policy and reform, and for school administrators and district coordinators of mathematics education.

During the Soviet Union’s Great Patriotic War, from 1941 to 1945, as many as 24 million of its citizens died. 14 million were children ages fourteen or younger. And for those who survived, the suffering was far from over. The prewar Stalinist vision of a “happy childhood” nurtured by a paternal, loving state had given way, out of necessity. What replaced it—the dictate that children be prepared to sacrifice everything, including childhood itself—created a generation all too familiar with deprivation, violence, and death. The experience of these children, and the role of the state in shaping their narrative, are the subject of this book, which fills in a critical but neglected chapter in the Soviet story and in the history of World War II. In Sacrificing Childhood, Julie deGraffenried chronicles the lives of the Soviet wartime children and the uses to which they were put—not just as combatants or workers in factories and collective farms, but also as fodder for propaganda, their plight a proof of the enemy’s depredations. Not all Soviet children lived through the war in the same way; but in the circumstances of a child in occupied Belarus or in the Leningrad blockade, a young deportee in Siberia or evacuee in Uzbekistan, deGraffenried finds common threads that distinguish the child’s experience of war from the adult’s. The state’s expectations, however, were the same for all children, as we see here in children’s mass media and literature and the communications of party organizations and institutions, most notably the Young Pioneers, whose relentless wartime activities made them ideal for the purposes of propaganda. The first in-depth study of where Soviet children fit into the history of the war, Sacrificing Childhood also offers an unprecedented view of the state’s changing expectations for its children, and how this figured in the nature and direction of post-war Soviet society.

In Challenging the One Best System, a team of leading education scholars offers a rich comparative analysis of the set of urban education governance reforms collectively known as the “portfolio management model.” They investigate the degree to which this model—a system of schools operating under different types of governance and with different degrees of autonomy—challenges the standard structure of district governance famously characterized by David Tyack as “the one best system.” The authors examine the design and enactment of the portfolio management model in three major cities: New Orleans, Los Angeles, and Denver. They identify the five interlocking mechanisms at the core of the model—planning and oversight, choice, autonomy, human capital, and school supports—and show how these are implemented differently in each city. Using rich qualitative data from extensive interviews, the authors trace the internal tensions and tradeoffs that characterize these systems and highlight the influence of historical and contextual factors as well. Most importantly, they question whether the portfolio management model represents a fundamental restructuring of education governance or more incremental change, and whether it points in the direction of meaningful improvement in school practices. Drawing on a rigorous, multimethod study, Challenging the One Best System represents a significant contribution to our understanding of system-level change in education.
