Comparison with stationary and very fast rates of population growth shows modern population grwoth to have long-run positive effects on the standards of living. This is Julian Simon's contention, and he provides support for its validity in both more and less-developed countries. He notes that since each person constitutes a burden in the short run, whether population growth is judged good or bad depends on the importance the short run is accorded relative to the long run. The author first analyzes empirical data, formulating his conclusions using simulation models. He then reviews our knowledge of the effect of economic level upon population growth. Since the early 1980s, Jim Jarmusch has produced a handful of idiosyncratic films that have established him as one of the most imaginatively allusive directors in the history of American cinema. The reign of James VI (1567–1625) remains one of the most enigmatic in Scottish history. There are long periods within it that resemble black holes in our knowledge. This study is a concerted attempt by a group of ten scholars of the reign, drawn from three different disciplines, to shed light on its politics and government, viewed through various perspectives. These include the royal court, which is analysed through its literature, architecture and ceremony; noble factionalism; relations with England; a revised model of tensions between church and state; and the relationship between the government and the Highlands, the Borders and the south west, a future region of opposition to Charles I. This study also analyses James as a literary author, correspondent, husband and 'universal king'. The book offers alternatives to accepted views of the reign, dismissing both Melvillianism and 'laissez faire monarchy' as useful tools. It sees the centre of politics as the interaction between an expanded and increasingly expensive royal court and a phenomenal growth of the state, based on a huge increase in legislation and the business of the Privy Council.

All modern sentencing systems, in the US and beyond, consider the offender's prior record to be an important determinant of the form and severity of punishment for subsequent offences. Repeat offenders receive harsher punishments than first offenders, and offenders with longer criminal records are punished more severely than those with shorter records. Yet the vast literature on sentencing policy, law, and practice has generally overlooked the issue of prior convictions, even though this is the most important sentencing factor after the seriousness of the crime. In Paying for the Past, Richard S. Frase and Julian V. Roberts provide a critical and systematic examination of current prior record enhancements under sentencing guidelines across the US. Drawing on empirical data and analyses of guidelines from a number of jurisdictions, they illustrate different approaches to prior record enhancements and the differing outcomes of those approaches. Roberts and Frase demonstrate that most prior record enhancements generate a range of adverse outcomes at sentencing. Further, the pervasive justifications for prior record enhancement, such as the repeat offender's assumed higher risk of reoffending or greater culpability, are uncertain and have rarely been subjected to critical appraisal. The punitive sentencing premiums for repeat offenders prescribed by US guidelines cannot be justified on grounds of prevention or retribution.
