In the seventeenth century, South Texas and Northeastern Mexico formed El Nuevo Reino de León, a frontier province of New Spain. In 1690, Juan Bautista Chapa penned a richly detailed history of Nuevo León for the years 1630 to 1690. Although his Historia de Nuevo León was not published until 1909, it has since been acclaimed as the key contemporary document for any historical study of Spanish colonial Texas. This book offers the only accurate and annotated English translation of Chapa's Historia. In addition to the translation, William C. Foster also summarizes the Discourses of Alonso de León (the elder), which cover the years 1580 to 1649. Since the beginning of the 2000s, emerging market economies, or middle-income countries, have embarked on major changes in their domestic financial systems. These changes – in which central banks have been key players – are shaped by the process of financialisation, which can generally be characterised by the dominance of financial considerations in the conduct of major agents (banks, non-financial corporations and households). As a consequence of the emerging markets crisis at the end of the 1990s, a new phenomenon in global financial markets emerged: a massive accumulation of foreign reserves in emerging economies. This has had important consequences for the global economy in which developed economies are the major beneficiaries. Based on Marxist political economy, this book studies the trends towards financialisation in emerging economies, focusing on the effects of the reserve accumulation in their international and domestic spheres. It argues that reserve accumulation has been the very catalyst of financialisation, being related to the subordinated position of emerging economies in the international monetary system. The chapters explore how these trends were exacerbated by the 2008 global financial crisis as well as the extraordinary monetary measures undertaken by the major central banks to deal with the effects of this. Foreign investors invested an enormous amount into emerging economies between 2010 and 2012 and emerging-market financial assets have doubled since 2008. To conclude, the book discusses how the US monetary policy normalisation has added more complexity to these trends since 2013 by putting pressure on emerging markets related to the level of global liquidity. This book provides essential reading for students and scholars of finance, economics and political economy who are interested in the unfolding of the subordinated financial integration of emerging economies into global financial markets.

In the aftermath of the Arab Spring, when thousands of young women and men fought for the opportunity to realize their aspirations and potential, the question of jobs continues to be crucial in the Middle East and North Africa region. This report uses jobs as a lens to weave together the complex dynamics of employment creation, skills supply, and the institutional environment of labor markets. Consistent with the framework of the 2013 World Development Report on jobs, of which this report is the regional companion, this work goes beyond the traditional links between jobs, productivity, and living standards to include an understanding of how jobs matter for individual dignity and expectations—an aspect that was clearly central to the Arab Spring. Just as important, this report complements the economic perspective with an analysis of political economy equilibrium, with a view to identifying mechanisms that would trigger a reform process. As such, the report has three objectives: First, it seeks to provide an in-depth characterization of the dynamics of labor markets in the Middle East and North Africa and to analyze the barriers to the creation of more and better jobs. It does so by taking a cross-sectoral approach and identifying the distortions and incentives that the many actors—firms, governments, workers, students, education, and training systems—currently face, and which ultimately determine the equilibrium in labor markets. Second, the report proposes a medium term roadmap of policy options that could promote the robust and inclusive growth needed to tackle the structural employment challenge for the region. Third, the report aims to inform and open up a platform for debate on jobs among a broad set of stakeholders, with the ultimate goal of contributing to reach a shared view of the employment challenges and the reform path ahead.

The publication of the conference proceedings is thus an interesting synthesis of the current state of lithic studies on the Pre-Pottery Neolithic of the Near East, and consolidates this specific series of conferences as a key tool to maintain and stimulate the vitality of high quality research into the Near Eastern lithic record.

This book critically explores the role of two advocacy NGOs actively involved in processes of education policymaking during the recent education reforms carried out in Chile, the country known as the first laboratory of neoliberalism around the world. Based on Foucault’s theoretical work on governmentality the book argues that neoliberalism as a form of governmentality has permeated in Chilean policymaking, generating new forms of domination through freedom by situating NGOs as active and responsible subjects of government. In this way, this volume contests the supposed benefits of NGOs as a force to enhance democracy and foment social participation, arguing instead, that NGOs image as representatives of civil society can be used to pacify social movements demands for radical change and build a political consensus that serves to legitimate government interests in policymaking.

Both major parties have given Puerto Rico some delegates at their national convention. Unfortunately, once the primary season ends, Puerto Rico, like the rest of the territories, go back to be totally ignored by the presidential candidates. That's because the American citizens who live in Puerto Rico and the territories don't count at all in the general election. This unfair situation must change. The solution for this problem, in the case of Puerto Rico, is full admission into the union as a state. Puerto Rico has already voted twice in favor of becoming a state, in 2012 and 2017. It's time for Congress to act and grant the US citizens the political equality they have voted for.
