Over the last decade, empirical studies analyzing macroeconomic conditions that may affect the size of government spending multipliers have flourished. Yet, in spite of their obvious public policy importance, little is known about public investment multipliers. In particular, the clear theoretical implication that public investment multipliers should be higher (lower) the lower (higher) is the initial stock of public capital has not, to the best of our knowledge, been tested. This paper tackles this empirical challenge and finds robust evidence in favor of the above hypothesis: countries with a low initial stock of public capital (as a proportion of GDP) have significantly higher public investment multipliers than countries with a high initial stock of public capital. This key finding seems robust to the sample (European countries, U.S. states, and Argentine provinces) and to the identification method (Blanchard-Perotti, forecast errors, and instrumental variables). Our results thus suggest that public investment in developing countries would carry high returns.

This title was first published in 2000: This text deals with two intertwined dimensions of multicultural citizenship of the European Union. It studies the theoretical debate over how best to reconcile multiculturalism, citizenship and the need for collective identity at the European Union (EU) level by comparing EU citizenship with cultural citizenship and multicultural studies in the United States. In addition to this, through the study of EU documents, the author contends that there exists such a thing as policies of multicultural citizenship at the European Union level. He then goes on to analyze their key aspects, such as the pursuit of symbolic forms of multiculturalism and the arguments to support affirmative action policies for women. The text also examines the steps taken by certain EU institutions towards creating European identity and improving awareness of citizenship and cultural heritage, while meeting the test of subsidiarity. The author concludes that there are competing discourses in EU institutions concerning the best model for EU citizenship. Among other concepts, they construe multiculturalism and transnationalism as contested and sometimes opposing interpretations of citizenship. The text goes on to reveal a lack of substantive connection between EU citizenship and identity in the European Union, as well as the artificiality of EU attempts to build it anew. It concludes that a plurality of cultural constructions of EU citizenship, within the wider framework of liberal culturalism, may be a viable model of EU citizenship.

Puerto Rico, like all the other US Territories, has a very limited participation in the process to elect the President. Both major parties have given Puerto Rico some delegates at their national convention. This book concentrates on the experience Puerto Rico has had on the nominating processes of both parties, particularly since 1980, when it began having presidential primaries. Unfortunately, once the primary season ends, Puerto Rico, like the rest of the territories, go back to be totally ignored by the presidential candidates. That's because the American citizens who live in Puerto Rico and the territories don't count at all in the general election. This unfair situation must change. The solution for this problem, in the case of Puerto Rico, is full admission into the union as a state. Puerto Rico has already voted twice in favor of becoming a state, in 2012 and 2017. It's time for Congress to act and grant the US citizens the political equality they have voted for.

The issues that dominate U.S.-Mexico border relations today—integration of economies, policing of boundaries, and the flow of workers from south to north and of capital from north to south—are not recent developments. In this insightful history of the state of Nuevo León, Juan Mora-Torres explores how these processes transformed northern Mexico into a region with distinct economic, political, social, and cultural features that set it apart from the interior of Mexico. Mora-Torres argues that the years between the establishment of the U.S.-Mexico boundary in 1848 and the outbreak of the Mexican Revolution in 1910 constitute a critical period in Mexican history. The processes of state-building, emergent capitalism, and growing linkages to the United States transformed localities and identities and shaped class formations and struggles in Nuevo León. Monterrey emerged as the leading industrial center and home of the most powerful business elite, while the countryside deteriorated economically, politically, and demographically. By 1910, Mora-Torres concludes, the border states had already assumed much of their modern character: an advanced capitalist economy, some of Mexico's most powerful business groups, and a labor market dependent on massive migrations from central Mexico.
