Were movies in the East Bloc propaganda or carefully veiled dissent? In the first major study in English of East German film, Joshua Feinstein argues that the answer to this question is decidedly complex. Drawing on newly opened archives as well as interviews with East German directors, actors, and state officials, Feinstein traces how the cinematic depiction of East Germany changed in response to national political developments and transnational cultural trends such as the spread of television and rock 'n' roll. Celluloid images fed a larger sense of East German identity, an identity that persists today, more than a decade after German reunification. But even as they attempted to satisfy calls for "authentic" images of the German Democratic Republic that would legitimize socialist rule, filmmakers challenged the regime's self-understanding. Beginning in the late 1960s, East German films dwelled increasingly on everyday life itself, no longer seeing it merely as a stage in the development toward communism. By presenting an image of a static rather than an evolving society, filmmakers helped transform East German identity from one based on a commitment to socialist progress to one that accepted the GDR as it was.

One of the country’s most picturesque cities and conveniently located just a few hours’ drive from Hollywood, San Francisco became the most frequently and extensively filmed American city beyond the production hubs of Los Angeles and New York in the three decades after World War II. During those years, the cinematic image of the city morphed from the dreamy beauty of Vertigo to the nightmarish wasteland of Dirty Harry, although San Francisco itself experienced no such decline. This intriguing disconnect gives impetus to Hollywood in San Francisco, the most comprehensive study to date of Hollywood’s move from studio to location production in the postwar era. In this thirty-year history of feature filmmaking in San Francisco, Joshua Gleich tracks a sea change in Hollywood production practices, as location shooting overtook studio-based filming as the dominant production method by the early 1970s. He shows how this transformation intersected with a precipitous decline in public perceptions of the American city, to which filmmakers responded by developing a stark, realist aesthetic that suited America’s growing urban pessimism and superseded a fidelity to local realities. Analyzing major films set in San Francisco, ranging from Dark Passage and Vertigo to The Conversation, The Towering Inferno, and Bullitt, as well as the TV show The Streets of San Francisco, Gleich demonstrates that the city is a physical environment used to stage urban fantasies that reveal far more about Hollywood filmmaking and American culture than they do about San Francisco.

Arguments about the American ballot initiative process date back to the Progressive Era, when processes allowing citizens to decide policy questions directly were established in about half of the states. When political scientists began to systematically examine whether the state ballot initiative process had spillover consequences, they found the initiative process had a positive impact on civic engagement. Recent scholarship casts doubt on these conclusions, determining the ballot initiative process did not make people believe they could influence the political process, trust the government, or be more knowledgeable about politics in general. However, in some circumstances, it got them to show up at the polls, and increased interest groups’ participation in the political arena. In Initiatives without Engagement, Dyck and Lascher develop and test a theory that can explain the evidence that the ballot initiative process fails to provide the civic benefits commonly claimed for it, and the evidence that it increases political participation. This theory argues that the basic function of direct democracy is to create more conflict in society.

This book offers a broad interdisciplinary approach to the changes in the U.S. immigration debate before and after 9/11. A nation’s reaction to foreigners has as much to do with sociology as it does with political science, economics and psychology. Without drawing on this knowledge, our understanding of the immigration debate remains mundane, partial, and imperfect. Therefore, our story accounts for multiple factors, including culture and politics, power, organizations, social psychological processes, and political change. Examining this relationship in the contemporary context requires a lengthy voyage across academic disciplines, a synthesis of seemingly contradictory assumptions, and a grasp of research traditions so vast and confusing that an accurate rendering may seem implausible. And yet, to tell the story of the immigration debate in the age of terrorism, polarization, and Trump in any other way is to tell it in part. The immigration debate in the United States has always been about openness. Two questions in particular—how open should the door be and what type of immigrant should walk through it—have characterized policy disputes for well over a century. In the current debate, expansionists want to see more legal immigrants in the U.S. and greater tolerance, if not respect, for immigrants. Restrictionists favor lower levels of immigration, stronger borders, and tighter law enforcement measures to stop the stream of ‘illegal’ migration and alleged crime. The aim of this book is to describe how these opposing views materialized in the news media, political rhetoric, and, ultimately, in policy. Much of our argument rests on the idea that history matters, that the dominant narrative about immigration is in constant flux, and that the ‘winner’ of the immigration debate is determined by a vector of contextual elements: the joint impact of current events, enduring traditions, and political-economic forces. Our approach to the immigration debate avoids deterministic claims and grand-scale projections. Although we argue with conviction that a climate of fear played an important role in shaping the debate, the fear itself and its effects on social attitudes and public policy were neither inevitable nor necessarily long lasting.

What motivates citizens to support one party over the other? Do they carefully weigh all the relevant issues and assess which party or candidate best matches their own positions? Or do people look at politics as something more akin to a team sport-the specifics do not matter if you know what side your team is on? Understanding how and why Americans vote the way they do is central to understanding the political process. What I claim in Political Choice in a Polarized America is that individuals have core beliefs about what the government should or should not do and these attitudes explain a great deal about what party a person identifies with and votes for. Moreover, I demonstrate these attitudes' explanatory power has increased in recent decades. My thesis rests on the idea that voters generally try to support the party or candidate that best matches their orientations. However, voters' ability to successfully do so varies as a function of the signals sent by elites. Voters have an easier time connecting their own orientations with the party offerings when the parties are polarized. As a result, voters' policy attitudes explain a lot more about their partisan preferences than they did in previous eras. When the parties are polarized, people notice, even if they do not place close attention to politics. The result is an electorate divided by partisanship, policy, and ideology"--

Water resources were central to England's precocious economic development in the thirteenth and sixteenth centuries, and then again in the industrial, transport, and urban revolutions of the late eighteenth and early nineteenth centuries. Each of these periods saw a great deal of legal conflict over water rights, often between domestic, agricultural, and manufacturing interests competing for access to flowing water. From 1750 the common-law courts developed a large but unstable body of legal doctrine, specifying strong property rights in flowing water attached to riparian possession, and also limited rights to surface and underground waters. The new water doctrines were built from older concepts of common goods and the natural rights of ownership, deriving from Roman and Civilian law, together with the English sources of Bracton and Blackstone. Water law is one of the most Romanesque parts of English law, demonstrating the extent to which Common and Civilian law have commingled. Water law stands as a refutation of the still-common belief that English and European law parted ways irreversibly in the twelfth century. Getzler also describes the economic as well as the legal history of water use from early times, and examines the classical problem of the relationship between law and economic development. He suggests that water law was shaped both by the impact of technological innovations and by economic ideology, but above all by legalism.
