Nous avons choisi d'aborder le thème de l'armée libanaise entre 1975 et 1985 car c'est un sujet innovant sur lequel il reste encore beaucoup à faire. En effet, la plupart des milices qui ont participé à la guerre du Liban ont fait l'objet d'études les concernant, alors que l'armée libanaise en tant qu'acteur et enjeu dans cette guerre a été le plus souvent occultée. Nous avons choisi d'arrêter notre travail en 1985 car cette année, le retrait israélien du territoire libanais est en train de s'achever, à l'exception de la ceinture de sécurité dans la zone frontalière au Liban-Sud. Ce retrait redessine les cartes au Liban, au détriment de l'armée libanaise. Nous étudierons successivement l'enjeu que constitue l'armée, un facteur de division nationale. Puis nous étudierons l'enjeu du contrôle par l'armée du Liban-Sud et des régions Est. Enfin, nous étudierons les moyens mis en place afin de renforcer l'armée libanaise et lui permettre de contrôler la sécurité dans l'ensemble du pays.

Given recent controversies over suspected WMD programs in proliferating countries, there is an increasingly urgent need for effective monitoring and verification regimes—the international mechanisms, including on-site inspections, intended in part to clarify the status of WMD programs in suspected proliferators. Yet the strengths and limitations of these nonproliferation and arms control mechanisms remain unclear. How should these regimes best be implemented? What are the technological, political, and other limitations to these tools? What technologies and other innovations should be utilized to make these regimes most effective? How should recent developments, such as the 2015 Iran nuclear deal or Syria's declared renunciation and actual use of its chemical weapons, influence their architecture? The Politics of Weapons Inspections examines the successes, failures, and lessons that can be learned from WMD monitoring and verification regimes in order to help determine how best to maintain and strengthen these regimes in the future. In addition to examining these regimes' technological, political, and legal contexts, Nathan E. Busch and Joseph F. Pilat reevaluate the track record of monitoring and verification in the historical cases of South Africa, Libya, and Iraq; assess the prospects of using these mechanisms in verifying arms control and disarmament; and apply the lessons learned from these cases to contemporary controversies over suspected or confirmed programs in North Korea, Iran, and Syria. Barack Obama’s Legacy in the Middle East

The Obama administration’s record in the Middle East from 2008 to the present included several failed opportunities, although what stood above all else was the lack of urgency to tackle the Arab-Israeli peace process, still the enduring concern that galvanizes Arab opinion. With little hope for any prospects for a revival in the aftermath of a public row between Mr. Obama and Israeli Prime Minister Benjamin Netanyahu, it seems that Obama opted to maintain a critical distance between his administration and perennial Middle Eastern concerns. Still, three specific issues are identified in this paper that, inter alia, highlight both existing challenges and fresh ones that emerged in the aftermath of the post-2001 wars in the Middle East and the post-2010 Arab uprisings. These are the Question of Palestine and Washington’s peace process efforts, Washington’s putative rapprochement with Iran, and the ongoing civil war in Syria. The paper discusses these issues, highlights the Kingdom of Saudi Arabia’s views, and provides an assessment of varying perceptions between Riyadh and Washington. It concludes with a brief evaluation of security conditions on the Arabian peninsula in the aftermath of Operation Decisive Storm, launched on March 25, 2015 against Houthi rebels in Yemen.
