During the 20th century, two revolutions swept rural Mexico: the Mexican Revolution and the Green Revolution. In both, revolutionaries promised to address the problems of rural poverty and underdevelopment. The Mexican Revolution led to a significant agrarian reform and created the State and elite that governed Mexico since the 1920s. The Green Revolution helped increase Mexican agricultural production substantially, and in 1970 it won a Nobel Peace Prize for Norman Borlaug, who bred dwarf hybrid wheat. Mexican agronomists played significant roles in both revolutions, but neither revolution brought prosperity to peasant farmers. This book examines the history of Mexican agronomy and agronomists to shed new light on the role of science in the Mexican Revolution, the origins of the worldwide Green Revolution, and general issues about the nature of the professions, the impact of professionals' ties to politics and the state, and discourses between members of Mexico's urban middle class and peasantry. Cotter also analyzes the impact of foreign models of science in Mexico, the history of U.S.-Mexican cooperation in the agricultural sciences, and the factors that led Mexico to seek scientific assistance from the United States. In a broad way, he reveals new aspects of the ongoing struggle for the right to define modernity and progress in rural Mexico, and offers new explanations for the failure of many of the State's efforts to assist peasant farmers.

The essays by Joseph Heath collected in this volume collectively present a program in business ethics that he calls the "market failures" approach. They develop a theoretical framework that lies between two opposing positions in business ethics -- on one hand the "stakeholder" theory, which identifies moral obligations within an organization by identifying its key groups, and the self-explanatory "shareholder primacy" theory. Heath's "market failures" approach lies between these approaches and argues that firms should be guided by the ideal of a perfectly competitive market, and that ethical behavior in this context consists primarily in refraining from taking advantage of imperfections in existing markets. Heath's approach puts particular emphasis on the market as a competitively structured interaction, with different duties owed to individuals inside and outside the firm, and explains why business managers cannot have fiduciary responsibilities toward every stakeholder group. His theory draws on recent work in adversarial ethics, welfare economics, agency theory, and the theory of the ferm, in order to provide an account of business ethics that can be integrated with recent thinking about corporate law and the normative basis of state regulation of the economy"--

This study is intended to present to the reader the main provisions of law affecting freedom of the press in India. It is specially concerned with examining how far freedom of the press obtains in free India. I t is proposed to discuss constitutional provisions and their application through various legislative measures with a view to seeing whether these provisions are sufficiently protective of this freedom. The intro ductory chapter attempts to indicate what is meant by freedom of the press. In the first chapter constitutional provisions are set out and discussed. The next five chapters deal, in the main, with statutory provisions relating to this freedom. The concluding chapter purports to make certain suggestions in relation to repeal or amendment of a few of these provisions. It may be mentioned that this study deals only with freedom of the press in normal times. The subject of civil liberties in India during a period of emergency has been dealt with in the present writer's doctoral thesis, Emergency Powers in the $tates of Southern Asia (London Uni versity, 1959) In the preparation of this study, I have benefited from the guidance and encouragement given by several persons and the assistance and facilities provided by various institutions.
