Overconfident: How Economic and Health Fault Lines Left the Middle East and North Africa Ill-Prepared to Face COVID This report examines the region’s economic prospects in 2021, forecasting that the recovery will be both tenuous and uneven as per capita GDP level stays below pre-pandemic levels. COVID-19 was a stress-test for the region’s public health systems, which were already overwhelmed even before the pandemic. Indeed, a decade of lackluster economic reforms left a legacy of large public sectors and high public debt that effectively crowded out investments in social services such as public health. This edition points out that the region’s health systems were not only ill-prepared for the pandemic, but suffered from over-confidence, as authorities painted an overly optimistic picture in self-assessments of health system preparedness. Going forward, governments must improve data transparency for public health and undertake reforms to remedy historical underinvestment in public health systems.

During the first half of the twentieth century—decades of war and revolution in Europe—an "intellectual migration" relocated thousands of artists and thinkers to the United States, including some of Europe's supreme performing artists, filmmakers, playwrights, and choreographers. For them, America proved to be both a strange and opportune destination. A "foreign homeland" (Thomas Mann), it would frustrate and confuse, yet afford a clarity of understanding unencumbered by native habit and bias. However inadvertently, the condition of cultural exile would promote acute inquiries into the American experience. What impact did these famous newcomers have on American culture, and how did America affect them? George Balanchine, in collaboration with Stravinsky, famously created an Americanized version of Russian classical ballet. Kurt Weill, schooled in Berlin jazz, composed a Broadway opera. Rouben Mamoulian's revolutionary Broadway productions of Porgy and Bess and Oklahoma! drew upon Russian "total theater." An army of German filmmakers—among them F. W. Murnau, Fritz Lang, Ernst Lubitsch, and Billy Wilder—made Hollywood more edgy and cosmopolitan. Greta Garbo and Marlene Dietrich redefined film sexuality. Erich Korngold upholstered the sound of the movies. Rudolf Serkin inspirationally inculcated dour Germanic canons of musical interpretation. An obscure British organist reinvented himself as "Leopold Stokowski." However, most of these gifted émigrés to the New World found that the freedoms they enjoyed in America diluted rather than amplified their high creative ambitions. A central theme of Joseph Horowitz's study is that Russians uprooted from St. Petersburg became "Americans"—they adapted. Representatives of Germanic culture, by comparison, preached a German cultural bible—they colonized. "The polar extremes," he writes, "were Balanchine, who shed Petipa to invent a New World template for ballet, and the conductor George Szell, who treated his American players as New World Calibans to be taught Mozart and Beethoven." A symbiotic relationship to African American culture is another ongoing motif emerging from Horowitz's survey: the immigrants "bonded with blacks from a shared experience of marginality"; they proved immune to "the growing pains of a young high culture separating from parents and former slaves alike.

A method of behavioral control which utilizes nutritive sucking as the operant has been evolved in our laboratory. Using this technique we studied the role of arousal and learning in the development of environ mental control over earliest feeding behavior. Few of the infants in our studies were able to coordinate their sucking behavior to arbitrary operant-discrimination schedules, but when the individual pattern of suck ing was taken into consideration, some infants rapidly adapted to the reinforcement schedule. Data from various reinforcement schedules suggest that earliest mothering involves a mutual adaptation in which the nurturing environment approximates and then entrains the infant's feeding behavior by a perceptive manipulation of the infant's state of arousal. Coordination between the infant and its environment sets the stage for associative learning, which develops following maturation of the infant's discriminative and response capacities. The process of behavioral acquisition begins with unconditioned feeding responses, which are transformed into complex learned behavior through the mediation of an appropriately reinforcing environment. The infants studied showed individual differences in susceptibility to environmental control and in response to frustration. The relative importance of arousal and learning as determinants of infant behavior are discussed and a hypothetical model for the earliest mother-infant relationship is proposed.
