We are in the second decade of modem environmental law. By some indicators this body of regulation has matured greatly. We can point to statutes and codes at the federal, state, and local levels which address almost every conceivable form of pollution and environmental insult. Yet, despite the existence of this large body of law, despite considerable expenditures on enforcement, and despite the energetic efforts of people sympathetic to environmental objectives, violations are numerous. Serious pollution problems are commonplace. Love Canal, the Valley of the Drums, Times Beach, and Stringfellow Acid Pits epitomize the national environmental quality challenge. Daily, a major illegal disposal of haz ardous waste is recorded; a new mismanaged dump site is discovered; a toxic substance is found in our drinking water; or a failure to meet a water or air quality standard is identified. Many of these violations involve American business. Failures to comply are of several types. A small businessman in Pennsylvania mistakenly allows a spillover of a pollutant into a protected stream. An industrialist in the Midwest adds to his fortune by illegally dumping dangerous chemicals. A series of errors by several firms, some of which no longer exist, combine to create a health threatening conflagration on the West Coast. An automobile company interprets one of the almost innumerable air pollution rules differently from government: It produces a car which the government says fails to comply with the Clean Air Act.

This study in criminology, sociology, and the US Military, explores changes in the meaning and production of deviant populations in American military settings since 1941. It is designed to highlight the operation of an ethos of control as armed forces and society undergo historically unstable accommodation and conflict. The author examines time series data on organizational reaction to deviance in military settings ('Bad Paper Discharges,'¥ courts-martial, and administrative controls) in light of central characteristics of military settings (the social composition of officer and enlisted ranks, force levels, technological changes in war hardware and the distribution of risks faced by various kinds of soldiers). Propositions from the deviance literature concerning 1) the constancy of punishment, 2) the duration, intensity, and priority of sanctioning, and 3) cohesion and stress are examined in military contexts to discern the changing social control climates therein. Some sources of the shift are located in the role that risk plays in the system and the function of the officer corps as agents of social control. In short: the character of social institutions is knowable, in part, by studying the manner in which deviants therein are controlled, stigmatized and expelled. An extensive bibliography is provided.

This work is a critical investigation into the relationship between religious affiliation, on the one hand, and fertility, family size preferences and family planning behaviour, on the other. Dr Chamie works from a set of unique data: the 1971 Fertility and Family Planning Survey in Lebanon. This survey is not only a national study of Lebanese fertility but also a large-scale survey (2,800 people) offering the opportunity to study Arab Christian-Muslim differentials. Lebanon's demographic situation has far greater scientific and practical importance than might be supposed from its relatively small population. From observing the important religious communities at different stages of social and economic development, Dr Chamie has thus been able to analyse the interacting effects of religion and socio-economic development on reproductive behaviour.
