The Obama administration promises to take on comprehensive immigration reform in 2010, setting policymakers to work on legislation that might give the approximately eleven million undocumented immigrants currently living in the United States a path to legalization of status. Commentators have been quick to observe that any such proposal will face intense opposition. Few issues have so divided the country in recent years as immigration. Immigrants and the Right to Stay brings the debate into the realm of public reason. Political theorist Joseph Carens argues that although states have a right to control their borders, the right to deport those who violate immigration laws is not absolute. With time, immigrants develop a moral claim to stay. Emphasizing the moral importance of social membership, and drawing on principles widely recognized in liberal democracies, Carens calls for a rolling amnesty that gives unauthorized migrants a path to regularize their status once they have been settled for a significant period of time. After Carens makes his case, six experts from across the political spectrum respond. Some protest that he goes too far; others say he does not go far enough in protecting the rights of migrants. Several raise competing moral claims and others help us understand how the immigration problem became so large. Carens agrees that no moral claim is absolute, and that, on any complex public issue, principled debate involves weighing competing concerns. But for him the balance falls clearly on the side of amnesty.

In the rich and growing body of work on democracy, there has been little attention to the connection between democracy and migration; and when there is, it is usually in connection with countries that see in-migration rather than out-migration. The latter is the focus of this book, which looks specifically at remittances--money sent from a migrant back to their home country--and how they reshape the internal balance of power by influencing the incentives and opportunities for political action among individuals receiving remittance income. Not only do remittances provide the resources that make contentious collective action possible, but they also reduce households' dependence on state-delivered goods and thus undermine the effectiveness of regime patronage strategies that underpin electoral authoritarianism. The book starts with a general examination of international migration and associated remittance flows, pointing out that remittance flows have become so great as to be one of the largest sources of foreign income in autocracies--and one that goes directly to democratizing agents (that is, to individuals), largely circumventing authoritarian governments. The authors then look the mechanisms that cause non-democracies collapse, and how these mechanisms are encouraged by remittances. Specifically, the authors look at how remittances inrease the likehood of individual-level protest, decrease the appeal of patronage networks, and act as an accelerant during the democratizing process"--

James Joyce began his literary career as an Irishman writing to protest the deplorable conditions of his native country. Today, he is an icon in a field known as "Joyce studies." Our Joyce explores this amazing transformation of a literary reputation, offering a frank look into how and for whose benefit literary reputations are constructed. Joseph Kelly looks at five defining moments in Joyce's reputation. Before 1914, when Joyce was most in control of his own reputation, he considered himself an Irish writer speaking to the Dublin middle classes. When T. S. Eliot and Ezra Pound began promoting Joyce in 1914, however, they initiated a cult of genius that transformed Joyce into a prototype of the "egoist," a writer talking only to other writers. This view served the purposes of Morris Ernst in the 1930s, when he defended Ulysses against obscenity charges by arguing that geniuses were incapable of obscenity and that they wrote only for elite readers.
