In these eight countries real per capita GDP rose twice as fast as in any other regional grouping between 1965 and 1990. Even more impressive is their simultaneous significant reduction in poverty and income inequality. Their success is frequently attributed to economic policies, but the authors of this book argue that those economic policies would not have worked unless the leaders of the countries made them credible to their business communities and citizens. Jose Edgardo Campos and Hilton Root challenge the popular belief that East Asia's high performers grew rapidly because they were ruled by authoritarian leaders. They show that these leaders had to collaborate with various sectors of their population to create an environment that was conducive to sustained growth. This required them to persuade the business community that their investments would not be expropriated and to convince the broader population that their short-term sacrifices would be rewarded in the future. Many of the countries achieved business cooperation by creating consultative groups, which the authors call deliberation councils, to enhance accountability and stability. Over the past 30 years there has been considerable research on the political economy of reform. Yet despite this, little is known about strategies for managing the politics of change--moving from a bad to a better equilibrium. Part of the challenge of studying this issue stems from the difficulty of obtaining detailed, so-called 'blow-by-blow' information on actual reform processes. From this type of information, one can discern and cull practical lessons on strategy, which by its very nature is about dealing with political barriers or problems as they crop up during the implementation process. This study looks at the sequence of events that ultimately led to the passage of legislation that markedly altered the rules that govern public procurement in the Philippines. The study attempts to distill operationally useful lessons for managing the politics of a reform process.

A monograph of this extent and content is not yet available in the literature on Drosophila embryology, and we believe that there is a real need for it. Thanks to the pro gress achieved during the last ten years in the fields of develop mental and molecular genetics, work on Drosophila development has expanQ. ed considerably, creating an even greater need for the information that we present here. Our own interest in embryonic development of the wild type arose several years ago, when we began to study the development of mutants. In the course of these studies we repeatedly had occasion to discover gaps and inade quacies in the existing literature on the embryology of the wild type, so that we undertook to investigate many of these problems ourselves. Convinced that many of our colleagues will have encountered similar difficulties, we decided to publish the present monograph. Although not explicitly recorded, Thomas Aquinas was proba bly referring to the domestic fly and not to the fruit fly. Irrespec tive of which fly he meant, however, we know that Thomas was right.

After decades of isolation and a turbulent transition to democracy, Portugal's integration into the European Union has given political, economic, social, and cultural stability to a country that had to overcome the trauma of losing an empire. This volume clearly is a major contribution to the study of how Portugal became part of the European Union as a political system and its development towards Europeanization and domestication.Magone first lays a theoretical framework for the study of Europeanization and discusses political parties, the political system, and Portuguese society in terms of Europeanization. He then examines public administration, how the European Union and the OECD impacted on the modernization agenda, and includes a discussion of the national EU policy coordination. Magone also considers the Portuguese Euro-elite and how they interacted with the Portuguese presidency and the processes of decision-making going on among the different levels of the governance system of the European Union. He highlights a case study of the Portuguese presidency of the European Union, which took place in the first half of 2003. In addition, Magone discusses the impact of the EU structural funds on Portugal, and scrutinizes Portuguese foreign and defense policies, in particular its reconstructed foreign policy, which was clearly instrumental in achieving the independence of East Timor. He reviews the growing integration of Portugal into the emerging structures of the Common Foreign and Security Policy (CFSP), concluding with the challenges that Portugal will face in the future in the education, health, and business sectors.An interesting finding is the growing alienation of the population from the political class, who clearly make all the decisions in relation to the European Union without proper consultation of the population through referenda. One of the most neglected areas of the European integration process is the role that trade union confederations may play after the full establishment of the Economic and Monetary Union. The gradual establishment of the four freedoms enshrined in the Single European Act would require a transformation of the present strategies of trade union confederations toward more flexibility and towards the ability to take part in different levels of the European integration process. Iberian Trade Unionism highlights the emerging patterns of cooperation between national, subnational, and supranational actors and the impact on these different levels. Unlike most literature on the study of democratization and Europeanization, Iberian Trade Unionism aims to break the dominant focus on political parties and political institutions by raising awareness of the importance of interest groups such as trade union confederations in contributing to a strengthening of democratic governance. The central thesis is that both Portuguese and Spanish trade unions are becoming increasingly part of a transnational European strategy which shapes the internal organizations toward professionalism and democratization. Part 1, "Gontextualizing Iberian Trade Union Strategies," deals with the operations of both Portuguese and Spanish trade union confederations. Part 2, "The National Systems of Interest Intermediation and Trade Union Confederation Strategies," analyzes the transformation of the national systems of intermediation in the 1990s which were affected by a decline in steering power of Spanish and Portuguese political systems vis-a-vis global and European political and economic processes. Part 3, "Subnational and Transnational Policies of Iberian Trade Union Confederations," deals with policies and strategies. The last chapter treats the integration of Iberian trade union confederations in the institutions of the European Union as well as the ITUCs and is based on original research done in Madrid, Lisbon, and Brussels. Stingless bees/Dammer bees are the smallest of the honey producing bees. Trigona and Melipona are the most important geera of stingless bees. Trigona is the largest and most widely distributed genus, which incluse 130 species under ten sub-genera. the present studies were taken with the following objectives 1) to study nesting charateristics, biology and seasonal variations, 2) to study foraging behaviour of Trigona iridipennis Smith in comparison with Apis cerena indica, 3) to identity the major food sources of T. iridipennis and A. cerena, 4) to study pollination potentiality of stinglees bee T. iridipennis on certain crops. The total period required from oviposition to adult emergence was 53.30 days comprising 5.75, 12.70, 35.30 days for egg, larvae and pupal stages, respectively. The length of this period was 2.53 times more than that of A. cerana. The marked adults of T. iridipennis had a life span ranging between 80-87 days. The time spent by different species of honeybees in collection of pollen was maximum at 0800 hrs and for nectar from pistillate and staminate flowers was at 1600 hrs. The flower drop in control plot (89.50 %) was found to be significantly higher over other treatments. Maximum fruit set, fruit weight and fruit volume was recorded in open pollinated plot than T. iridipennis caged and control plots. T. iridipennis contributed for 61.00 per cent fruit set while it was only 10.50 per cent in control plot. The germination percentage was found significantly higher in the seeds of open and T. iridipennis pollinated seeds compared to seeds from control plot.
